【摘要】：隨著我國(guó)經(jīng)濟(jì)的快速發(fā)展,城市基礎(chǔ)設(shè)施的建設(shè)不斷增加,僅僅依靠政府的財(cái)政收入來(lái)建設(shè)公用事業(yè)項(xiàng)目和城市基礎(chǔ)設(shè)施項(xiàng)目,導(dǎo)致資金供給不足。BT項(xiàng)目融資模式在我國(guó)的運(yùn)用已經(jīng)越來(lái)越廣泛,在國(guó)內(nèi)許多城市的大型基礎(chǔ)設(shè)施項(xiàng)目中運(yùn)作成功,有效地緩解了政府資金的壓力,帶動(dòng)了城市基礎(chǔ)設(shè)施建設(shè),促進(jìn)了我國(guó)經(jīng)濟(jì)的發(fā)展。目前我國(guó)沒(méi)有頒布針對(duì)BT模式專門(mén)的法律條文,BT模式在我國(guó)的運(yùn)行過(guò)程中存在一些問(wèn)題,例如政府盲目投資、質(zhì)量和投資控制難以保證等問(wèn)題,因此有必要從業(yè)主的角度研究BT模式的投資控制。 本文站在業(yè)主的角度,從BT項(xiàng)目運(yùn)作的全過(guò)程來(lái)研究BT項(xiàng)目的投資控制。文章主要內(nèi)容分為五個(gè)部分：首先介紹了BT模式的基本概念,闡述了BT模式的涵義、參與主體與運(yùn)作過(guò)程,從BT方介入到BT項(xiàng)目的時(shí)間點(diǎn)不同劃分了四種BT模式,對(duì)四種BT模式進(jìn)行了比較分析,并且分析了BT模式與總承包模式、BOT融資模式、TOT融資模式的區(qū)別。其次介紹了BT模式在國(guó)外的興起、在我國(guó)的應(yīng)用以及我國(guó)對(duì)BT模式的政策性支持,通過(guò)分析BT項(xiàng)目實(shí)施中出現(xiàn)的問(wèn)題,得出從業(yè)主的角度對(duì)BT模式進(jìn)行投資控制研究的必要性。接下來(lái)從BT項(xiàng)目前期、項(xiàng)目施工階段和移交回購(gòu)三個(gè)階段對(duì)BT項(xiàng)目的投資控制進(jìn)行全過(guò)程研究。對(duì)BT模式下項(xiàng)目前期投資控制的研究主要通過(guò)對(duì)文章中提到的四種BT模式業(yè)主投資控制目標(biāo)的確定以及業(yè)主前期投資控制的方法進(jìn)行研究,通過(guò)對(duì)四種BT模式投資控制目標(biāo)確定的研究,指出了適宜我國(guó)采用的BT運(yùn)作模式。對(duì)BT模式下項(xiàng)目施工階段投資控制的研究,指出了業(yè)主對(duì)項(xiàng)目施工階段的投資控制主要是發(fā)揮業(yè)主對(duì)項(xiàng)目的監(jiān)管作用,通過(guò)對(duì)資金的監(jiān)管、過(guò)程跟蹤審計(jì)以及工程接收階段的造價(jià)控制進(jìn)行,并且要加強(qiáng)施工階段工程變更管理和索賠管理,分析了工程變更和工程索賠以及它們對(duì)BT項(xiàng)目投資控制的影響,給出業(yè)主對(duì)工程變更和索賠管理的建議和方法。最后,對(duì)BT模式下項(xiàng)目移交回購(gòu)階段投資控制的研究,分析了回購(gòu)總價(jià)款的構(gòu)成,回購(gòu)基數(shù)的確認(rèn)方式,分析了影響回購(gòu)總價(jià)款的因素,包括回購(gòu)價(jià)款的支付方式、回購(gòu)期限、投資收益率,給業(yè)主如何確定這些因素提供了參考建議。 總體來(lái)說(shuō),文章為業(yè)主對(duì)BT項(xiàng)目全過(guò)程投資控制提出了方法、建議和措施,指出了適宜我國(guó)政府采用的BT模式。BT模式在我國(guó)的應(yīng)用會(huì)越來(lái)越廣泛,期望給業(yè)主對(duì)BT項(xiàng)目進(jìn)行投資控制提供理論上的支撐和實(shí)踐上的指導(dǎo)。
[Abstract]:With the rapid development of our country's economy, the construction of urban infrastructure is increasing, only relying on the government revenue to build public utilities and urban infrastructure projects. As a result of the shortage of capital supply. BT project financing model has been more and more widely used in our country. The successful operation of large-scale infrastructure projects in many cities in China effectively alleviates the pressure of government funds and promotes the construction of urban infrastructure. Promoted the development of our country's economy. At present, there are some problems in the operation of BT model in our country, such as blind government investment, difficult quality and investment control, and so on. Therefore, it is necessary to study the investment control of BT model from the angle of owner. From the angle of owner, this paper studies the investment control of BT project from the whole process of BT project operation. The main content of this paper is divided into five parts: firstly, the basic concept of BT mode is introduced, the meaning of BT model, the main body and operation process of BT mode are expounded, and four BT modes are divided from BT side to BT project. Four BT modes are compared and analyzed, and the difference between BT mode and general contracting mode is analyzed. Secondly, it introduces the rise of BT model in foreign countries, its application in our country and the policy support of BT model in our country. By analyzing the problems in the implementation of BT project, the necessity of investment control research on BT model from the angle of owner is obtained. Then the whole process of investment control of BT project is studied from the three stages of BT project, project construction stage and transfer repurchase stage. The research on the pre-project investment control under BT mode is mainly through the determination of the four kinds of BT mode owners' investment control objectives and the methods of the owner's pre-investment control. Based on the research on the investment control target of four BT modes, this paper points out the BT operation mode suitable for our country. Based on the research of investment control in the construction stage of the project under BT mode, it is pointed out that the investment control of the owner in the construction stage of the project is mainly to give play to the supervisory role of the owner on the project, and through the supervision of the capital, The process tracking audit and the project receiving stage cost control are carried out, and the engineering change management and claim management in the construction stage are strengthened. The influence of the project change and engineering claim and their influence on the BT project investment control are analyzed. The suggestion and method of owner's management of project change and claim are given. Finally, the paper studies the investment control of the project transfer repurchase stage under BT mode, analyzes the composition of the total repurchase price, the confirmation method of the repurchase base, and analyzes the factors affecting the total repo price, including the payment method of the repo price, the repo period. Return on investment, how to determine the owners of these factors to provide reference advice. In general, the paper puts forward the methods, suggestions and measures for the owner to control the whole process investment of BT project, and points out that the BT mode. BT mode suitable for our government will be more and more widely used in our country. It is expected to provide theoretical support and practical guidance to the owner for investment control of BT project.
