NW電力公司物資管理信息系統(tǒng)分析與設(shè)計(jì)

【摘要】:NW電力公司負(fù)責(zé)多個(gè)省(區(qū))電網(wǎng)的投資、建設(shè)和經(jīng)營管理,經(jīng)營相關(guān)的輸配電業(yè)務(wù)。2009年-2012年公司固定資產(chǎn)投資額分別為1025億元、1042億元、985億元和867億元,公司物資部、省物資部和地市局物流服務(wù)中心則承擔(dān)著每年千億元左右的物資采購、倉儲(chǔ)、配送等任務(wù)。而采購的物資是否符合實(shí)際中電網(wǎng)建設(shè)需要,保證電網(wǎng)安全運(yùn)行,確保電網(wǎng)零事故;物資采購是否能及時(shí)滿足電網(wǎng)建設(shè)需要等。從這些問題可看出電網(wǎng)物資部門的重要性。但經(jīng)研究,多年以來全國各地的物資管理存在著若干問題,主要是信息化程度低,物資管理無法統(tǒng)一,各層面溝通渠道受到限制;沒有一套完整的管理體制,導(dǎo)致物資管理混亂;機(jī)構(gòu)設(shè)置不完善,人員配備不足;缺乏統(tǒng)一的采購模式,權(quán)限分配不合理;各層級(jí)之間閑置物資無法調(diào)撥,導(dǎo)致大批閑置物資報(bào)廢;物資質(zhì)量控制不到位,沒有統(tǒng)一監(jiān)管制度;無紙化辦公程度較低,浪費(fèi)大量資源等。 本文在闡述物資管理、供應(yīng)鏈管理和物資管理信息化相關(guān)內(nèi)容基礎(chǔ)上,對(duì)NW電力公司物資管理多年來狀況及存在問題進(jìn)行分析,從而得出物資管理信息系統(tǒng)的現(xiàn)實(shí)需求和可行性。同時(shí)還分析了NW電力公司實(shí)現(xiàn)物資管理信息化前期亟待解決的若干問題,通過分析問題并提出解決措施,為物資管理信息化奠定了堅(jiān)實(shí)的前期調(diào)研基礎(chǔ)。本文在第四和第五章中分別對(duì)物資管理系統(tǒng)進(jìn)行了設(shè)計(jì)和闡述系統(tǒng)的實(shí)現(xiàn)情況。 本論文的研究工作為NW電力公司物資管理工作提出了一套既符合實(shí)際情況又能應(yīng)用于實(shí)際工作的理論參考,對(duì)優(yōu)化公司物資管理工作,降低管理成本,提高經(jīng)濟(jì)效益,提高電網(wǎng)安全運(yùn)行都有較大幫助。
[Abstract]:NW Power Company is responsible for the investment, construction and management of several provincial (regional) power grids, and manages the related transmission and distribution business. From 2009 to 2012, the company's fixed assets investment was 102.5 billion yuan, 104.2 billion yuan, 98.5 billion yuan and 86.7 billion yuan, respectively. The Ministry of Finance and the logistics service center of prefectural and municipal bureau undertake the task of purchasing, warehousing, distributing and so on. And whether the materials purchased meet the actual needs of power grid construction, ensure the safe operation of the grid, ensure the zero accident of the power grid, and whether the procurement of materials can meet the needs of power grid construction in time, and so on. From these problems we can see the importance of the power grid material department. However, after many years of research, there have been several problems in the management of materials throughout the country, mainly because of the low level of information, the inability to unify the material management, the restriction of communication channels at all levels, and the lack of a complete management system. Leading to confusion in material management; imperfect organization and inadequate staffing; lack of a unified procurement model and unreasonable distribution of authority; inability to allocate idle materials among different levels, resulting in a large number of idle materials scrapped; inadequate quality control of materials, There is no unified regulatory system; paperless office degree is low, waste a lot of resources and so on. Based on the analysis of material management, supply chain management and material management informatization, this paper analyzes the situation and existing problems of material management in NW Electric Power Company for many years. In order to obtain the material management information system practical needs and feasibility. At the same time, this paper analyzes some problems that NW Electric Power Company needs to solve in the early stage of material-management informatization. Through analyzing the problems and putting forward the solving measures, it lays a solid foundation for the preliminary investigation and research of the material-management informatization. In the fourth and fifth chapters, the material management system is designed and described. The research work of this paper provides a set of theoretical reference for the material management work of NW Electric Power Company, which not only accords with the actual situation but also can be applied to the practical work. It is helpful to optimize the material management work of the company, reduce the management cost and increase the economic benefit. It is of great help to improve the safe operation of power grid.
