【摘要】：由于政府對PPP項(xiàng)目的逐漸高度重視,PPP項(xiàng)目與日俱增。PPP項(xiàng)目牽涉的主體眾多,而且PPP項(xiàng)目一般投資較大、周期較長、影響較廣,它的順利實(shí)施離不開PPP項(xiàng)目相關(guān)參與主體的支持,因此PPP項(xiàng)目成功不僅需要從項(xiàng)目角度描述項(xiàng)目目標(biāo)實(shí)現(xiàn)情況,還需要根據(jù)PPP項(xiàng)目的相關(guān)利益主體實(shí)現(xiàn)利益需求的情況進(jìn)行評估。PPP項(xiàng)目進(jìn)行評價(jià)的基礎(chǔ)是項(xiàng)目的成功標(biāo)準(zhǔn),只有在界定了PPP項(xiàng)目成功標(biāo)準(zhǔn)的前提下,才能對PPP項(xiàng)目進(jìn)行客觀、公正、準(zhǔn)確的評價(jià)。目前對于PPP項(xiàng)目利益相關(guān)者利益分析尚處于探索階段,分析PPP項(xiàng)目利益相關(guān)者的利益需求,探討PPP項(xiàng)目的成功標(biāo)準(zhǔn),對于建立綜合的項(xiàng)目成功標(biāo)準(zhǔn),提高PPP項(xiàng)目各階段項(xiàng)目評價(jià)水平,具有較重要的意義。論文主要研究項(xiàng)目成功理論和利益相關(guān)者理論,并建立了PPP項(xiàng)目綜合成功標(biāo)準(zhǔn)評估體系。論文從利益相關(guān)者主觀角度和項(xiàng)目客觀角度出發(fā),建立綜合成功標(biāo)準(zhǔn)并設(shè)置評價(jià)指標(biāo),使PPP項(xiàng)目成功標(biāo)準(zhǔn)的研究更全面、科學(xué),可以幫助有效提升PPP項(xiàng)目整體績效。這樣的評價(jià)標(biāo)準(zhǔn)不僅比以前更具創(chuàng)新性,在實(shí)踐中也更具有指導(dǎo)意義。從項(xiàng)目客觀角度來看,PPP項(xiàng)目成功標(biāo)準(zhǔn)應(yīng)當(dāng)是在項(xiàng)目全壽命周期實(shí)現(xiàn)PPP項(xiàng)目經(jīng)濟(jì)、社會、環(huán)境可持續(xù)性的項(xiàng)目目標(biāo),因此構(gòu)建了項(xiàng)目客觀角度的PPP項(xiàng)目三維成功標(biāo)準(zhǔn)。從項(xiàng)目的利益相關(guān)者出發(fā)的PPP項(xiàng)目成功標(biāo)準(zhǔn)即實(shí)現(xiàn)PPP項(xiàng)目利益相關(guān)者利益要求的最優(yōu)化。論文以項(xiàng)目角度的成功標(biāo)準(zhǔn)為依據(jù),結(jié)合PPP項(xiàng)目主要利益相關(guān)者利益要求,分析了PPP項(xiàng)目在不同階段的成功標(biāo)準(zhǔn),并在此基礎(chǔ)上對PPP項(xiàng)目各階段的成功標(biāo)準(zhǔn)進(jìn)行評價(jià),構(gòu)建了PPP項(xiàng)目成功標(biāo)準(zhǔn)體系,并用案例加以證明,使PPP項(xiàng)目成功標(biāo)準(zhǔn)更加具有實(shí)用性。
[Abstract]:Because the government is paying more and more attention to the PPP project gradually, the main body involved in the PPP project is increasing day by day, and the PPP project generally has a large investment, a long period and a wide influence, so its smooth implementation can not be separated from the support of the main body involved in the PPP project. Therefore, the success of PPP project not only needs to describe the realization of project objectives from the point of view of the project, but also needs to be evaluated according to the realization of interest needs of the relevant stakeholders of the PPP project. The evaluation of the project is based on the success criteria of the project. Only on the premise of defining the PPP project success standard, can the PPP project be evaluated objectively, impartially and accurately. At present, the interest analysis of stakeholders in PPP project is still in the exploratory stage. The interest needs of stakeholders in PPP project are analyzed, the success criteria of PPP project are discussed, and the comprehensive project success standard is established. It is of great significance to improve the evaluation level of PPP projects. This paper mainly studies the project success theory and stakeholder theory, and establishes the PPP project comprehensive success evaluation system. From the viewpoint of the stakeholders and the objective of the project, the paper establishes the comprehensive success criteria and sets up the evaluation index, which makes the research of the PPP project success criteria more comprehensive and scientific, and can help to effectively improve the overall performance of the PPP project. Such evaluation criteria are not only more innovative than before, but also more instructive in practice. From the objective point of view of the project, the success criterion of the PPP project should be to realize the goal of economic, social and environmental sustainability in the whole life cycle of the project. Therefore, the three-dimensional success standard of the PPP project from the objective point of view of the project is constructed. The successful standard of PPP project based on the stakeholders of the project is to realize the optimization of the stakeholder requirements of the PPP project. Based on the project success criteria and the requirements of the main stakeholders of the PPP project, this paper analyzes the success criteria of the PPP project in different stages, and then evaluates the success criteria of each stage of the PPP project. The success standard system of PPP project is constructed and proved by a case, which makes the success standard of PPP project more practical.
