留守婦女培訓(xùn)體系構(gòu)建

【摘要】:留守婦女是當(dāng)前中國(guó)農(nóng)村最大的勞動(dòng)力資源,也是當(dāng)?shù)剞r(nóng)業(yè)生產(chǎn)的主力軍,但是她們面臨著生產(chǎn)力水平低、職業(yè)技術(shù)落后、家政勞動(dòng)繁重等諸多問(wèn)題。經(jīng)過(guò)研究留守婦女的勞動(dòng)時(shí)間配置,深入剖析家庭留守行為決策和留守婦女勞動(dòng)供給,結(jié)果表明:農(nóng)村家庭男性勞動(dòng)力遷移——女性勞動(dòng)力留守的行為模式,一方面提高丈夫?qū)r(nóng)戶(hù)家庭的經(jīng)濟(jì)貢獻(xiàn),另一方面調(diào)動(dòng)了農(nóng)村留守婦女的主動(dòng)性和積極性,該決策在短期內(nèi)是理性的。但是,留守婦女時(shí)間配置的不合理性制約其獲得長(zhǎng)期福利效應(yīng)。本文從人力資源開(kāi)發(fā)的角度切入,通過(guò)培訓(xùn)對(duì)留守婦女進(jìn)行人力資本投資,提高生產(chǎn)效率,平衡勞動(dòng)與閑暇時(shí)間。研究擬采用文獻(xiàn)綜述法:大量收集國(guó)內(nèi)外有關(guān)農(nóng)村勞動(dòng)力轉(zhuǎn)移,二元市場(chǎng)分割經(jīng)濟(jì)、留守現(xiàn)象和人力資源開(kāi)發(fā)的文獻(xiàn)資料,通過(guò)梳理提取精要,進(jìn)行分析綜合。規(guī)范分析法:運(yùn)用所學(xué)的相關(guān)理論知識(shí),在闡明概念的基礎(chǔ)上展開(kāi)分析。實(shí)證分析法:在研究留守婦女時(shí)間配置的合理性時(shí),運(yùn)用調(diào)查到的山西省境內(nèi)留守現(xiàn)象較為嚴(yán)重的鄉(xiāng)(鎮(zhèn))農(nóng)戶(hù)數(shù)據(jù),以留守婦女各類(lèi)勞動(dòng)時(shí)間分配、工資收入、受教育程度、年齡、留守家庭的收入等作為變量,構(gòu)建留守婦女勞動(dòng)—閑暇模型,運(yùn)行統(tǒng)計(jì)軟件對(duì)變量進(jìn)行回歸分析做實(shí)證研究,分析各變量的影響程度,作為政策建議的依據(jù)。研究結(jié)果顯示:留守婦女勞動(dòng)時(shí)間配置與獲得的工資收入呈正相關(guān),與年齡、家庭年收入呈負(fù)相關(guān)性,且留守婦女的勞動(dòng)時(shí)間長(zhǎng),閑暇時(shí)間短,時(shí)間配置不合理,導(dǎo)致她們無(wú)暇參加農(nóng)業(yè)技術(shù)培訓(xùn),難以提高技術(shù)水平和生產(chǎn)率,長(zhǎng)期將導(dǎo)致留守婦女身心疲憊、對(duì)子女疏于管教、影響夫妻感情等諸多矛盾,并形成惡性循環(huán)。在此結(jié)論下,提出通過(guò)培訓(xùn)這種途徑,增強(qiáng)留守婦女的各項(xiàng)能力,提高農(nóng)業(yè)科學(xué)技術(shù)水平。并把這種培訓(xùn)發(fā)展成一套完整高效的留守婦女培訓(xùn)體系,致力于開(kāi)發(fā)留守婦女的人力資源,積累人力資本。
[Abstract]:The left behind women are the largest labor resources in rural China and the main force of the local agricultural production, but they are faced with many problems, such as low productivity, backward professional technology, heavy domestic labor and many other problems. After studying the labor time allocation of the left behind women, it deeply analyzes the decision making of the family left behind and the labor supply of the women. The results show that the migration of the male labor force in rural families - the behavior pattern of the female labor force, on the one hand, improves the economic contribution of the husband to the household, on the other hand, mobilizes the initiative and enthusiasm of the women left behind in the rural areas, and the decision is rational in the short term. However, the irrational time allocation of the left behind women restricts its gain. From the perspective of human resources development, this paper, from the perspective of human resources development, makes investment in human capital for left behind women through training, improves production efficiency and balances labor and leisure time. The study is intended to adopt a literature review method: a large amount of collection of domestic and foreign rural labor transfer, two yuan market segmentation economy, retention phenomenon and human resources The development of the literature, through the carding of the extraction of essential, analysis and synthesis. Standard analysis method: using the relevant theoretical knowledge to explain the concept on the basis of analysis. Empirical analysis method: in the study of the rationality of the time allocation of left behind women, the rural households (towns) which are more serious in Shanxi province are investigated. The data, taking the labor time distribution, salary, income, education, age, and the income of the left behind family as variables, set up the labor leisure model of the left behind women, and make the empirical research on the regression analysis of the variables, and analyze the influence degree of the variables as the basis for the policy recommendations. The results show that the results show that The labor time allocation of left behind women has a positive correlation with the salary income obtained. It has a negative correlation with the age, the annual income of the family, and the long labor time of the women, the short leisure time and the unreasonable time allocation, which leads them to not be able to participate in the agricultural technical training, and it is difficult to improve the skill level and productivity, which will lead to the fatigue of the left behind women for a long time. In this way, we propose to strengthen the abilities of the left behind women and improve the level of agricultural science and technology, and develop this training into a complete and efficient training system for women left behind and devotes to the development of women left behind.
