【摘要】：城市規(guī)劃、城市設(shè)計(jì)和城市更新是城市公共政策的重要組成部分。從城市問題入手,通過大規(guī)模的相互割裂的城市規(guī)劃和城市更新來實(shí)現(xiàn)城市發(fā)展,這樣的思路由于忽視了城市社會(huì)價(jià)值而往往陷入政策失敗。事實(shí)上,作為公共政策的城市規(guī)劃背后,是城市權(quán)力和多重利益的調(diào)整,這種調(diào)整既體現(xiàn)在政府之間,也體現(xiàn)在國家與市場、社會(huì)之間,還體現(xiàn)在個(gè)體城市與都會(huì)區(qū)域之間。因此,只有當(dāng)我們認(rèn)識(shí)到城市規(guī)劃是一項(xiàng)涉及正義分配的制度設(shè)計(jì)時(shí),是一項(xiàng)涉及利益平衡的公共政策時(shí),是一項(xiàng)關(guān)于良好公共生活的持續(xù)供給時(shí),城市規(guī)劃才真正地回答了城市發(fā)展與社會(huì)生活的雙重命題。
[Abstract]:Urban planning, urban design and urban renewal are important components of urban public policy. Starting from the urban problem, the idea of realizing the urban development through the large-scale separated urban planning and urban renewal often falls into the failure of the policy because of neglecting the social value of the city. In fact, behind the urban planning as public policy is the adjustment of urban power and multi-benefits, which is reflected in the adjustment between the government, the country and the market, the society, and the individual city and the metropolitan area. So it is only when we realize that urban planning is a design of a system that involves just distribution, that it is a public policy that involves a balance of interests, that it is a continuous supply of good public life, Urban planning really answers the dual proposition of urban development and social life.
