以“住有所居”為目的的基本住房保障制度研究

【摘要】:隨著我國(guó)住房市場(chǎng)化程度的加深,房地產(chǎn)業(yè)逐漸成了國(guó)民經(jīng)濟(jì)的支柱產(chǎn)業(yè),房地產(chǎn)業(yè)在促進(jìn)GDP的同時(shí)也使我國(guó)的住房問(wèn)題日益突出。高企的房?jī)r(jià)不懼政府嚴(yán)厲的宏觀調(diào)控繼續(xù)挑戰(zhàn)著百姓們的脆弱神經(jīng),政府為緩解住房矛盾,維護(hù)社會(huì)穩(wěn)定與和諧加大了對(duì)保障房的建設(shè)力度。黨的十八大、中央經(jīng)濟(jì)工作會(huì)議,2014“兩會(huì)”等都高度重視“住有所居”中國(guó)夢(mèng)的實(shí)現(xiàn),政府想要解決住房問(wèn)題的決心可見(jiàn)一斑。 然而,,從我國(guó)的住房國(guó)情來(lái)看,住房這種產(chǎn)品脫離了其基本的居住屬性而逐漸淪為一種投資、投機(jī)的工具。在我國(guó)住房市場(chǎng)上,存在著低檔商品房供給不足,保障房規(guī)模偏小等問(wèn)題,加大保障房建設(shè),完善住房供應(yīng)體系刻不容緩。 本文對(duì)新加坡、德國(guó)等國(guó)外的公共住房政策進(jìn)行了對(duì)比分析,客觀、全面分析了我國(guó)的住房國(guó)情,根據(jù)均衡理論構(gòu)建了住房供求總量和供求結(jié)構(gòu)的均衡模型,用計(jì)量方法對(duì)模型進(jìn)行了實(shí)證分析,得出結(jié)論:住房供給和需求存在長(zhǎng)期均衡關(guān)系,且需求決定供給,我國(guó)住房的供求總量基本平衡,但存在供求結(jié)構(gòu)性失衡的問(wèn)題。有鑒于此,論文提出了構(gòu)建全國(guó)性住房制度的設(shè)想,并重點(diǎn)設(shè)計(jì)了基本住房保障制度,希望能為“住有所居”的實(shí)現(xiàn)提供一定的借鑒。
[Abstract]:With the deepening of housing marketization in China, the real estate industry has gradually become the pillar industry of the national economy. While the real estate industry promotes GDP, it also makes the housing problem of our country more and more prominent. The high housing prices are not afraid of the government's strict macro-control and continue to challenge the fragile nerves of the people. The government is trying to alleviate the housing contradiction. Maintaining social stability and harmony has strengthened the construction of indemnificatory apartment. The 18th CPC National Congress and the 2014 "two sessions" of the CPC Central Economic work Conference all attach great importance to the realization of "living with one's residence". The government's determination to solve the housing problem can be seen as a sign. However, from the point of view of our country's housing situation, the product of housing has gradually degenerated into a tool of investment and speculation away from its basic residential properties. In the housing market of our country, there is a shortage of supply of low-grade commercial housing. Indemnificatory apartment small scale and other issues, increase the construction of indemnificatory apartment, improve the housing supply system is urgent. This paper makes a comparative analysis of the public housing policies of Singapore, Germany and other foreign countries, objectively and comprehensively analyzes the housing situation of our country, and constructs the equilibrium model of the total supply and demand of housing and the structure of supply and demand according to the equilibrium theory. Based on the empirical analysis of the model with econometric method, it is concluded that there is a long-term equilibrium relationship between housing supply and demand, and demand determines supply, and the total amount of housing supply and demand in China is basically balanced. However, there is a structural imbalance between supply and demand. In view of this, the paper puts forward the idea of constructing a national housing system, and focuses on designing the basic housing security system, hoping to provide some reference for the realization of "living with one's living".
