基于TOD模式的重慶保障性住房選址研究

【摘要】:“十二五”是政府建設(shè)保障性住房的關(guān)鍵時(shí)期,保障性住房是解決城市中低收入家庭無(wú)力購(gòu)買(mǎi)住房問(wèn)題的重要舉措。但從已經(jīng)建成投入使用的保障性住房來(lái)看,選址不合理問(wèn)題突出,,有的保障性住房位于城市的邊緣或郊區(qū),公共交通和公共服務(wù)設(shè)施相對(duì)缺乏,給居民的出行和工作帶來(lái)很多不便,同時(shí)也給城市帶來(lái)一定的交通壓力。因此,研究保障性住房選址相關(guān)問(wèn)題,采取合理的優(yōu)化策略和建議,對(duì)提高保障性住房居民的生活質(zhì)量具有重要意義。 論文主要采用文獻(xiàn)研究、分析歸類(lèi)和案例分析等研究方法,立足于TOD的模式基本理論,對(duì)重慶保障性住房選址相關(guān)問(wèn)題進(jìn)行了研究。首先,對(duì)研究的基本概念和范圍進(jìn)行了界定,闡述了重慶保障性住房的發(fā)展歷程和建設(shè)規(guī)模,分析了重慶保障性住房存在住房費(fèi)用與其經(jīng)濟(jì)性、公共交通與居住社區(qū)、就業(yè)空間與居住增長(zhǎng)、公共服務(wù)設(shè)施與居住環(huán)境不匹配問(wèn)題。其次,介紹了TOD模式的內(nèi)涵與基本功能結(jié)構(gòu),闡述了TOD模式的適用范圍、作用及土地使用特征,并分析了美國(guó)、新加坡、香港和北京利用TOD模式的實(shí)踐案例,為基于TOD模式的重慶保障性住房選址提供參考借鑒作用。最后,闡述了保障性住房選址影響因素和選址原則,對(duì)重慶保障性住房選址結(jié)合TOD模式的必要性進(jìn)行了分析,并從宏觀、中觀、微觀三個(gè)方面提出了基于TOD模式的重慶保障性住房選址實(shí)施策略,同時(shí)采用熵權(quán)模糊綜合評(píng)價(jià)法對(duì)民心佳園、康莊美地、康居西城公租房選址進(jìn)行了評(píng)價(jià),得出康莊美地更符合TOD模式下的選址要求,并給出與TOD軌道交通站點(diǎn)距離、周邊住房消費(fèi)收入比、TOD結(jié)構(gòu)中適宜崗位比例及公共服務(wù)設(shè)施建設(shè)規(guī)模是基于TOD模式下重慶保障性住房選址重點(diǎn)關(guān)注的四大因素。
[Abstract]:The 12th Five-Year Plan is a crucial period for the government to build affordable housing, which is an important measure to solve the problem of low-income families in urban areas unable to buy housing. But from the perspective of affordable housing that has already been built and put into use, The problem of unreasonable location is prominent. Some affordable housing is located on the edge of the city or in the suburbs, and the public transportation and public service facilities are relatively lacking, which brings a lot of inconvenience to the travel and work of the residents. At the same time, it also brings certain traffic pressure to the city. Therefore, it is of great significance to study the problems related to the location of affordable housing and to adopt reasonable optimization strategies and suggestions to improve the quality of life of the residents of affordable housing. Based on the basic theory of TOD, this paper mainly adopts the methods of literature research, analysis, classification and case analysis to study the problems related to the location of affordable housing in Chongqing. This paper defines the basic concept and scope of the research, expounds the development process and construction scale of the affordable housing in Chongqing, and analyzes the existence of housing cost and its economy, public transportation and residential community in Chongqing. Employment space and housing growth, public service facilities and living environment do not match. Secondly, this paper introduces the connotation and basic functional structure of TOD model, expounds the scope of application, role and land use characteristics of TOD model, and analyzes the United States. Singapore, Hong Kong and Beijing make use of the practical cases of TOD model to provide reference for Chongqing supportable housing location based on TOD model. This paper analyzes the necessity of Chongqing supportable housing location combined with TOD model, and puts forward the implementation strategy of Chongqing supportable housing location based on TOD model from macro, meso and micro aspects. At the same time, the fuzzy comprehensive evaluation method of entropy weight is used to evaluate the location of public rental housing in Jiayuan, Kangzhuang Meidi and Kangju West City. It is concluded that Kangzhuang Meidi is more suitable for the location requirements under the TOD mode, and the distance from the TOD rail transit station is given. The proportion of suitable jobs and the scale of construction of public service facilities in the Tod structure of peripheral housing consumption income ratio are the four major factors which focus on the location of affordable housing in Chongqing based on TOD model.
