【摘要】：住房問題是重要的民生問題，“人人享有適當(dāng)住房”是聯(lián)合國千年發(fā)展目標(biāo)的重要內(nèi)容。住房保障作為社會保障的重要方面，是政府在新形勢下為有效解決中低收入者住房困難而采取的重大舉措。保障性住房建設(shè)在緩解住房市場供需失衡和保障居民基本住房權(quán)等方面發(fā)揮出了較大作用，但在實(shí)際運(yùn)行中也暴露出了一些問題，集中體現(xiàn)在保障性住房供不應(yīng)求、供給現(xiàn)狀不能滿足實(shí)際需求。問題發(fā)生的原因是多方面的，，如果不及時(shí)予以解決，將嚴(yán)重影響住房保障政策的實(shí)施效率，危害政府的公信力，致使“居者有其屋”的目標(biāo)難以實(shí)現(xiàn)。本文從分析秦皇島市保障性住房的供給和需求現(xiàn)狀入手，通過對二者進(jìn)行比較，分析出供需是否匹配，再結(jié)合問題出現(xiàn)的原因提出完善秦皇島市保障性住房供需的對策建議。 首先，本文對保障性住房的概念、特點(diǎn)、形式和保障對象等基礎(chǔ)理論進(jìn)行了系統(tǒng)地梳理，又選取了與保障性住房相關(guān)的幾個管理學(xué)或經(jīng)濟(jì)學(xué)理論，為進(jìn)一步研究奠定了理論基礎(chǔ)。 其次，本文從總量、形式、房源和相關(guān)制度上介紹了秦皇島市保障性住房的供給現(xiàn)狀，又采用調(diào)查問卷和實(shí)地走訪的方式對秦皇島市保障性住房的需求現(xiàn)狀進(jìn)行了詳細(xì)地了解。 再次，根據(jù)秦皇島市保障性住房的供給和需求現(xiàn)狀，分別從總量、形式、房源、面積和戶型、地理位置和配套設(shè)施這幾方面對供給和需求二者進(jìn)行比較，分析出秦皇島市保障性住房的供需是否相匹配，并進(jìn)一步探討造成供需不匹配的原因。 最后，通過借鑒國外住房保障的先進(jìn)經(jīng)驗(yàn)，并充分運(yùn)用保障性住房的基礎(chǔ)理論和相關(guān)理論，對完善秦皇島市保障性住房供需不匹配現(xiàn)狀提出了對策建議。
[Abstract]:Housing is an important livelihood issue, and "adequate housing for all" is an important element of the United Nations Millennium Development goals. Housing security is an important aspect of social security, It is a major measure taken by the government under the new situation to effectively solve the housing difficulties of low- and middle-income people. The construction of affordable housing has played a greater role in alleviating the imbalance between supply and demand in the housing market and in guaranteeing residents' basic housing rights. However, in the actual operation, some problems have been exposed, which are mainly reflected in the fact that the supply of affordable housing exceeds supply, and the present supply cannot meet the actual demand. The causes of the problems are various, if they are not solved in time, It will seriously affect the efficiency of the implementation of housing security policy, endanger the credibility of the government, and make the goal of "home ownership" difficult to achieve. This paper begins with the analysis of the supply and demand of affordable housing in Qinhuangdao City. Through the comparison of the two, the author analyzes whether the supply and demand match, and then puts forward the countermeasures and suggestions to perfect the supply and demand of affordable housing in Qinhuangdao City. First of all, this paper systematically combs the basic theories of affordable housing, such as concept, characteristics, forms and security objects, and then selects several management or economic theories related to affordable housing. It lays a theoretical foundation for further research. Secondly, this paper introduces the current situation of the supply of affordable housing in Qinhuangdao from the aspects of total amount, form, housing supply and related systems. Questionnaire and field visits are used to understand the demand for affordable housing in Qinhuangdao. Thirdly, according to the current situation of supply and demand of affordable housing in Qinhuangdao City, the supply and demand are compared from the aspects of total amount, form, source, area and household type, geographical location and supporting facilities, respectively. This paper analyzes whether the supply and demand of the affordable housing in Qinhuangdao city match, and further discusses the causes of the mismatch between supply and demand. Finally, by drawing lessons from the advanced experience of foreign housing security, and making full use of the basic theory and relevant theories of affordable housing, this paper puts forward some countermeasures and suggestions to perfect the mismatch between supply and demand of affordable housing in Qinhuangdao City.
