【摘要】：城鎮(zhèn)化是當(dāng)今世界社會(huì)發(fā)展的熱點(diǎn)，它是人類社會(huì)由傳統(tǒng)農(nóng)業(yè)走向現(xiàn)代工業(yè)化的必經(jīng)之路。同時(shí)也是社會(huì)發(fā)展的必然選擇和趨勢(shì)。目前，城鎮(zhèn)化已成為拉動(dòng)經(jīng)濟(jì)增長(zhǎng)的重要渠道，各地區(qū)都在以加快城鎮(zhèn)化的發(fā)展這一途徑來(lái)促進(jìn)經(jīng)濟(jì)的增長(zhǎng)。然而新疆的經(jīng)濟(jì)發(fā)展落后，城鎮(zhèn)化發(fā)展不突出是客觀現(xiàn)實(shí)存在的，這就要求我們?cè)诟鱾�(gè)方面加強(qiáng)對(duì)該區(qū)域城鎮(zhèn)化問(wèn)題進(jìn)行的深入分析和研究，以便給政府決策部門提供更好的科學(xué)依據(jù)和有效措施。在城鎮(zhèn)化發(fā)展的同時(shí)，金融是現(xiàn)代經(jīng)濟(jì)的核心。隨著工業(yè)化、城鎮(zhèn)化的發(fā)展，金融日益影響著我國(guó)經(jīng)濟(jì)社會(huì)生活的各個(gè)方面，它對(duì)經(jīng)濟(jì)社會(huì)發(fā)展的作用越來(lái)越重要。充分發(fā)揮金融服務(wù)功能，發(fā)揮它在資源配置、調(diào)節(jié)經(jīng)濟(jì)的服務(wù)作用，這對(duì)推動(dòng)和支持城鎮(zhèn)化有十分重要的意義。 目前新疆社會(huì)經(jīng)濟(jì)發(fā)展的重要戰(zhàn)略之一就是實(shí)現(xiàn)農(nóng)村的城鎮(zhèn)化發(fā)展，從根本上解決“三農(nóng)”問(wèn)題。而農(nóng)村金融則是新疆農(nóng)村經(jīng)濟(jì)增長(zhǎng)與經(jīng)濟(jì)發(fā)展的核心，它的發(fā)展與否直接關(guān)系著整個(gè)經(jīng)濟(jì)發(fā)展的效率和質(zhì)量。但現(xiàn)階段，新疆農(nóng)村金融的發(fā)展與城市金融的發(fā)展相比較，仍存在很大的弱質(zhì)性與滯后性，這將嚴(yán)重制約了新疆農(nóng)村經(jīng)濟(jì)的整體發(fā)展。所以，在農(nóng)村城鎮(zhèn)化的前提背景下研究新建農(nóng)村金融體系就有了十分重要的現(xiàn)實(shí)意義。 本文通過(guò)以下幾個(gè)部分研究了新疆農(nóng)村城鎮(zhèn)化種中農(nóng)村金融體系的完善。 首先闡明了農(nóng)村城鎮(zhèn)化與農(nóng)村金融體系理論基礎(chǔ)和。分別對(duì)農(nóng)村城鎮(zhèn)化與農(nóng)村金融的內(nèi)在含義進(jìn)行了解釋，其次對(duì)金融發(fā)展與經(jīng)濟(jì)增長(zhǎng)理論進(jìn)行介紹，主要講了金融供需理論，這幾種理論共同構(gòu)成了本文開展研究的理論基礎(chǔ)。 然后重點(diǎn)對(duì)新疆農(nóng)村城鎮(zhèn)化與新疆農(nóng)村金融體系之間的關(guān)系進(jìn)行研究和分析，通過(guò)對(duì)這兩者的發(fā)展現(xiàn)狀的揭露，從中看出了各自在的發(fā)展過(guò)程中即存在著問(wèn)題又有一定的進(jìn)步。然后針對(duì)這兩者的現(xiàn)狀，分析他們之間存在的相互促進(jìn)和影響的相關(guān)關(guān)系，分別介紹了城鎮(zhèn)化對(duì)金融的影響和金融對(duì)城鎮(zhèn)化的支持作用。 通過(guò)研究城鎮(zhèn)化過(guò)程中農(nóng)村金融體系存在的供需矛盾，進(jìn)一步系統(tǒng)地總結(jié)了農(nóng)村城鎮(zhèn)化過(guò)程中農(nóng)村金融體系存在的問(wèn)題。還提出了構(gòu)建農(nóng)村金融體系的原則。 最后，針對(duì)這些問(wèn)題和矛盾，對(duì)新疆在城鎮(zhèn)化的條件下構(gòu)建農(nóng)村金融體系提出了相應(yīng)的對(duì)策和建議。認(rèn)為在農(nóng)村金融體系重構(gòu)的過(guò)程中，最終目的是為了讓其真正的可以為農(nóng)村經(jīng)濟(jì)的發(fā)展發(fā)揮其支持作用。
[Abstract]:Urbanization is the hot spot of social development in the world today. It is the only way for human society to move from traditional agriculture to modern industrialization. At the same time, it is also the inevitable choice and trend of social development. Urbanization has become an important channel to stimulate economic growth. All regions are promoting economic growth by accelerating the development of urbanization. However, the economic development of Xinjiang is lagging behind, and the urbanization development is not prominent in objective reality. This requires us to strengthen in-depth analysis and research on urbanization in the region in all aspects in order to provide a better scientific basis and effective measures for government policy-making departments. Finance is the core of modern economy. With the development of industrialization and urbanization, finance is increasingly affecting all aspects of our country's economic and social life, and it plays an increasingly important role in economic and social development. It is of great significance to promote and support urbanization by exerting its service role in resource allocation and economic adjustment. At present, one of the important strategies for the social and economic development of Xinjiang is to realize the development of urbanization in rural areas, and to fundamentally solve the problems of "agriculture, countryside and farmers". However, rural finance is the core of the economic growth and economic development of Xinjiang's rural areas. Its development is directly related to the efficiency and quality of the whole economic development. However, at present, compared with the development of urban finance, the development of rural finance in Xinjiang is still weak and lagging. This will seriously restrict the overall development of rural economy in Xinjiang. Therefore, it is of great practical significance to study the new rural financial system under the background of rural urbanization. This paper studies the perfection of rural financial system in the urbanization of Xinjiang through the following several parts. First of all, it explains the theoretical basis of rural urbanization and rural financial system, explains the inherent meaning of rural urbanization and rural finance, and then introduces the theory of financial development and economic growth. This paper mainly discusses the theory of financial supply and demand, which constitute the theoretical basis of this paper. Then it focuses on the research and analysis of the relationship between rural urbanization in Xinjiang and the rural financial system in Xinjiang, and exposes the current situation of the development of the two. We can see that there are problems and some progress in the process of their development. Then, in view of the present situation of the two, we analyze the relationship between them that promote each other and influence each other. This paper introduces the impact of urbanization on finance and the supporting role of finance on urbanization. By studying the contradiction between supply and demand of rural financial system in the process of urbanization, this paper sums up the problems of rural financial system in the process of urbanization, and puts forward the principles of constructing rural financial system. Finally, in view of these problems and contradictions, this paper puts forward the corresponding countermeasures and suggestions for the construction of rural financial system in Xinjiang under the condition of urbanization. The ultimate aim is to let it really play its supporting role for the development of rural economy.
