【摘要】：隨著全球貿(mào)易發(fā)展的日益融合，世界經(jīng)濟(jì)一體化進(jìn)程推動(dòng)著中國(guó)成為世界的制造基地和采購(gòu)基地，目前，現(xiàn)代物流已經(jīng)作為一個(gè)產(chǎn)業(yè)得以迅猛發(fā)展，我國(guó)物流的市場(chǎng)化程度明顯提高，物流企業(yè)的競(jìng)爭(zhēng)越來(lái)越表現(xiàn)為品牌的競(jìng)爭(zhēng)，物流服務(wù)也從傳統(tǒng)的交通服務(wù)發(fā)展到信息服務(wù)�，F(xiàn)代物流產(chǎn)業(yè)是傳統(tǒng)和新興產(chǎn)業(yè)形態(tài)的結(jié)合體，是社會(huì)分工深化的結(jié)果。物流產(chǎn)業(yè)與國(guó)民經(jīng)濟(jì)其他各產(chǎn)業(yè)有著密切的產(chǎn)業(yè)關(guān)聯(lián),是有效實(shí)現(xiàn)社會(huì)再生產(chǎn)、提高國(guó)民經(jīng)濟(jì)運(yùn)行質(zhì)量和效率、提高國(guó)民經(jīng)濟(jì)綜合實(shí)力和競(jìng)爭(zhēng)力的重要基礎(chǔ)性產(chǎn)業(yè)�，F(xiàn)代物流產(chǎn)業(yè)發(fā)展涉及大規(guī)模的公共基礎(chǔ)設(shè)施建設(shè)，并伴隨“市場(chǎng)失靈”，為促進(jìn)現(xiàn)代物流產(chǎn)業(yè)發(fā)展就要求政府必須提供高質(zhì)量的公共產(chǎn)品和引導(dǎo)政策。 在上述背景下，從現(xiàn)代物流產(chǎn)業(yè)政策的界定及其理論基礎(chǔ)出發(fā)，主要介紹現(xiàn)代物流、政策、產(chǎn)業(yè)政策以及現(xiàn)代物流產(chǎn)業(yè)政策的定義，并對(duì)產(chǎn)業(yè)政策的產(chǎn)業(yè)結(jié)構(gòu)理論、產(chǎn)業(yè)組織理論、產(chǎn)業(yè)布局理論等進(jìn)行了比較細(xì)致的說(shuō)明。其次，對(duì)現(xiàn)代物流產(chǎn)業(yè)政策的生態(tài)環(huán)境、、基本類型和基本流程等現(xiàn)狀進(jìn)行具體分析。再次基于現(xiàn)代物流產(chǎn)業(yè)政策的現(xiàn)狀分析，探討現(xiàn)代物流產(chǎn)業(yè)政策存在的問(wèn)題，包括政策內(nèi)容方面的不系統(tǒng)、政策目標(biāo)的不明確、政策的滯后性等等，針對(duì)種種問(wèn)題的存在，從政策制定主體、政策監(jiān)督等方面分析了現(xiàn)代物流產(chǎn)業(yè)政策存在問(wèn)題的原因分析。借鑒國(guó)外發(fā)達(dá)國(guó)家現(xiàn)代物流產(chǎn)業(yè)政策的先進(jìn)經(jīng)驗(yàn)，對(duì)我國(guó)現(xiàn)代物流產(chǎn)業(yè)政策的完善給予啟示，，主要對(duì)完善現(xiàn)代物流產(chǎn)業(yè)政策進(jìn)行了探討，從現(xiàn)代物流產(chǎn)業(yè)政策的主要目標(biāo)出發(fā)，提出了幾大現(xiàn)代物流產(chǎn)業(yè)政策遵循的原則，從政策系統(tǒng)化等幾大方面入手，提出了現(xiàn)代物流產(chǎn)業(yè)政策的完善路徑。
[Abstract]:With the increasing integration of global trade, the process of world economic integration has promoted China to become a manufacturing base and procurement base in the world. At present, modern logistics has developed rapidly as an industry. The degree of marketization of logistics in our country is obviously improved, the competition of logistics enterprises is more and more manifested in the competition of brand, the logistics service also develops from the traditional transportation service to the information service. The modern logistics industry is the combination of the traditional and the emerging industrial form. The logistics industry is closely related to other industries of the national economy. It is an effective way to realize social reproduction and improve the quality and efficiency of the national economy. The development of modern logistics industry involves large-scale public infrastructure construction. In order to promote the development of modern logistics industry, the government must provide high quality public goods and guide policy. Under the above background, starting from the definition of modern logistics industry policy and its theoretical basis, this paper mainly introduces the definition of modern logistics, policy, industrial policy and modern logistics industry policy, and the industrial structure theory of industrial policy. The theory of industrial organization and the theory of industrial layout are explained in detail. Secondly, This paper makes a concrete analysis of the ecological environment, basic types and basic processes of the modern logistics industry policy. Thirdly, based on the analysis of the present situation of the modern logistics industry policy, the problems existing in the modern logistics industry policy are discussed. Including the policy content is not systematic, the policy objectives are unclear, the policy lag, and so on, in view of the existence of a variety of problems, from the policy makers, This paper analyzes the causes of the problems existing in the modern logistics industry policy from the aspects of policy supervision, draws lessons from the advanced experience of the modern logistics industry policies of the developed countries abroad, and gives enlightenment to the improvement of the modern logistics industry policy in our country. This paper mainly discusses the improvement of the policy of modern logistics industry, starting from the main goal of the policy of modern logistics industry, puts forward the principles to be followed by the policy of modern logistics industry, and starts with several aspects such as systematization of policy, etc. Put forward the perfect path of the modern logistics industry policy.
