【摘要】：城市群的形成與發(fā)展是經(jīng)濟發(fā)展和產(chǎn)業(yè)布局的客觀反映，已成為發(fā)達國家城市化、工業(yè)化的主體形態(tài)。進入21世紀(jì)以來，長三角城市群、珠三角城市群和京津冀城市群等的快速發(fā)展使城市群成為我國城市化進程的重要選擇，成為我國經(jīng)濟增長的主要推動力量。國家《十一五規(guī)劃綱要》強調(diào)“城市群的發(fā)展將作為中國推進城市化的主體形態(tài)”，國家《十二五規(guī)劃綱要》明確提出，未來5年要“形成以大城市為依托，中小城市為重點，逐步形成輻射作用大的城市群”。與此相呼應(yīng)，地方政府也將城市群作為地方經(jīng)濟發(fā)展的主要戰(zhàn)略選擇，紛紛出臺城市群發(fā)展規(guī)劃。城市群的發(fā)展水平直接關(guān)系到地方乃至中國經(jīng)濟的可持續(xù)發(fā)展。內(nèi)蒙古作為民族地區(qū)，經(jīng)濟的快速增長離不開呼包鄂城市群經(jīng)濟的快速發(fā)展，從2012年看，呼包鄂城市群地區(qū)生產(chǎn)總值為9324.68億元，占內(nèi)蒙古同期地區(qū)生產(chǎn)總值的58.72%。呼包鄂城市群已經(jīng)成為中國近年來經(jīng)濟增長速度最快的城市群，也是中國西部最具增長潛力的城市群。呼包鄂城市群與產(chǎn)業(yè)集群能否實現(xiàn)協(xié)同發(fā)展直接關(guān)系到呼包鄂城市群發(fā)展戰(zhàn)略的成敗。呼包鄂形成產(chǎn)業(yè)集群首先要確定呼和浩特市、包頭市和鄂爾多斯市的工業(yè)主導(dǎo)產(chǎn)業(yè)，呼和浩特市、包頭市、鄂爾多斯市工業(yè)主導(dǎo)產(chǎn)業(yè)協(xié)同發(fā)展存在哪些問題？如何實現(xiàn)呼包鄂城市群工業(yè)主導(dǎo)產(chǎn)業(yè)協(xié)同發(fā)展？是擺在我們面前亟待解決的課題。這一課題的解決，對于促進內(nèi)蒙古這一民族地區(qū)經(jīng)濟的可持續(xù)發(fā)展和地區(qū)穩(wěn)定，實現(xiàn)呼包鄂城市群產(chǎn)業(yè)合理布局與規(guī)劃具有重要的現(xiàn)實意義，也有利于中國西北地區(qū)新的經(jīng)濟增長極的培育。 本文在充分借鑒國內(nèi)外相關(guān)研究文獻的基礎(chǔ)上，利用因子分析法確定呼和浩特市、包頭市、鄂爾多斯市工業(yè)主導(dǎo)產(chǎn)業(yè)，并從呼包鄂城市群的視角，以比較優(yōu)勢理論和競爭優(yōu)勢理論為基礎(chǔ)，利用比較優(yōu)勢和競爭優(yōu)勢模型確定呼包鄂城市群工業(yè)主導(dǎo)產(chǎn)業(yè)定位與布局，進而提出促進呼包鄂城市群工業(yè)主導(dǎo)產(chǎn)業(yè)協(xié)同發(fā)展的具體對策措施。 本文共分為六部分，第一章為引言，主要包括研究背景和意義、城市群及產(chǎn)業(yè)協(xié)同的國內(nèi)外研究綜述，論文的研究內(nèi)容、研究方法、研究數(shù)據(jù)、創(chuàng)新點與不足。第二章為相關(guān)概念界定，主要界定了城市群、主導(dǎo)產(chǎn)業(yè)和產(chǎn)業(yè)協(xié)同三個概念，并分析了產(chǎn)業(yè)協(xié)同的聯(lián)動效應(yīng)。第三章為呼包鄂工業(yè)主導(dǎo)產(chǎn)業(yè)選擇，主要包括工業(yè)主導(dǎo)產(chǎn)業(yè)選擇的理論基礎(chǔ)、數(shù)據(jù)來源和研究方法，并通過構(gòu)建指標(biāo)體系，運用相關(guān)研究方法分析呼和浩特市、包頭市和鄂爾多斯市的工業(yè)主導(dǎo)產(chǎn)業(yè)。第四章為呼和浩特市、包頭市、鄂爾多斯市實現(xiàn)協(xié)同發(fā)展的產(chǎn)業(yè)選擇，主要利用比較優(yōu)勢理論分析呼和浩特市、包頭市、鄂爾多斯市實現(xiàn)協(xié)同發(fā)展的未來工業(yè)主導(dǎo)產(chǎn)業(yè)選擇的依據(jù)、過程和結(jié)果。第五章為實現(xiàn)呼和浩特市、包頭市、鄂爾多斯市產(chǎn)業(yè)協(xié)同提出對策建議，從政府、產(chǎn)業(yè)規(guī)劃、發(fā)展方式、融資機制、科技創(chuàng)新、資源配置六個方面提出了具體的對策建議，以期能實現(xiàn)呼和浩特市、包頭市、鄂爾多斯市產(chǎn)業(yè)協(xié)同發(fā)展。

In this paper, in order to fully draw on relevant research literatures at home and abroad, analysis of Hohhot City, Baotou City, the use of factor, Ordos leading industry, and from the perspective of hubaoe city group, with the comparative advantage theory and competitive advantage theory, the comparative advantage and competitive advantage model to determine the Hubao Hubei industry city group leading industry positioning and layout, and put forward the promotion of hubaoe city industry leading group specific measures for the joint development of the industry.
This paper is divided into six parts, the first chapter is the introduction, including research background and significance, review of city group and industry cooperation at home and abroad, research contents, research methods, research data, innovations and shortcomings. The second chapter is the definition of related concepts, mainly defines the concept of cooperative city group, three leading the industry and industry, and analyzed the linkage effect of industry cooperation. The fifth chapter is the implementation of Hohhot City, Baotou City, Erdos industry collaboration puts forward countermeasures and suggestions from the government, industry planning, development mode, financing mechanism, technological innovation, put forward specific suggestions in six aspects of resource allocation, in order to achieve Hohhot City, Baotou City, the coordinated development of industrial Ordos city.
