低碳物流驅(qū)動(dòng)因素的研究

【摘要】:隨著全球變暖形勢(shì)的日益嚴(yán)峻,以低能耗、低污染、低排放為基礎(chǔ)的低碳經(jīng)濟(jì)應(yīng)運(yùn)而生。當(dāng)前,低碳經(jīng)濟(jì)已成為減少碳排放、控制溫室效應(yīng)、促進(jìn)經(jīng)濟(jì)與環(huán)境可持續(xù)發(fā)展的重要措施。物流作為高端服務(wù)業(yè),也必須走低碳化道路,著力發(fā)展低碳物流服務(wù)。低碳物流是節(jié)能減排的重要環(huán)節(jié),也是物流企業(yè)重要的發(fā)展方向。為了保證低碳物流的實(shí)施,首先要對(duì)低碳物流的驅(qū)動(dòng)因素進(jìn)行深入探討,明確驅(qū)動(dòng)企業(yè)發(fā)展低碳物流的重要因素及程度,為其發(fā)展低碳物流提供有力指導(dǎo)。 本文以實(shí)地調(diào)研為基礎(chǔ),結(jié)合文獻(xiàn)資料和專家指導(dǎo),識(shí)別出16個(gè)驅(qū)動(dòng)因素、4個(gè)主因子。分別為:(1)政策法規(guī)驅(qū)動(dòng)力:政府采取相應(yīng)的鼓勵(lì)性措施,政府采取相應(yīng)的強(qiáng)制性措施,國(guó)際環(huán)保法令條例的頒布,監(jiān)督管理和舉報(bào)力度的加強(qiáng),碳關(guān)稅的征收;(2)低碳技術(shù)驅(qū)動(dòng)力:低碳物流技術(shù)的開(kāi)發(fā)和應(yīng)用,潔凈能源的開(kāi)發(fā)和利用,低碳物流設(shè)備的使用,低碳物流相關(guān)人才的培養(yǎng),低碳運(yùn)輸工具的選擇;(3)低碳意識(shí)驅(qū)動(dòng)力:領(lǐng)導(dǎo)者的環(huán)保意識(shí),員工的環(huán)保意識(shí),低碳物流的宣傳力度,顧客的低碳消費(fèi)意識(shí);(4)企業(yè)能力驅(qū)動(dòng)力:低碳物流成本的降低,企業(yè)的發(fā)展階段。其中,政策法規(guī)驅(qū)動(dòng)力驅(qū)動(dòng)性最強(qiáng),之后依次是低碳技術(shù)驅(qū)動(dòng)力,低碳意識(shí)驅(qū)動(dòng)力,企業(yè)能力驅(qū)動(dòng)力。又由第三章可知,政策法規(guī)驅(qū)動(dòng)力是企業(yè)發(fā)展低碳物流保障,因此,政府和企業(yè)如何行為最有利于發(fā)展低碳物流成為研究的重點(diǎn)。于是,對(duì)政府和企業(yè)進(jìn)行博弈分析,得出結(jié)論:在政府適當(dāng)增加罰金、減少監(jiān)管成本等合理有效監(jiān)管下,企業(yè)發(fā)展低碳物流,其經(jīng)濟(jì)效益最大。最后,根據(jù)文章對(duì)低碳物流驅(qū)動(dòng)因素的研究,本文提出了發(fā)展低碳物流的策略:(1)強(qiáng)化政府的強(qiáng)制性措施;(2)充分發(fā)揮政府鼓勵(lì)性措施的作用;(3)開(kāi)發(fā)并采用低碳技術(shù);(4)引進(jìn)和培養(yǎng)低碳物流人才;(5)合理使用低碳物流設(shè)備;(6)優(yōu)化物流環(huán)節(jié),實(shí)現(xiàn)低碳化生產(chǎn);(7)轉(zhuǎn)變個(gè)人觀念,將低碳意識(shí)轉(zhuǎn)化成行動(dòng)。 總之,本文的研究成果對(duì)于低碳物流的相關(guān)理論體系進(jìn)行了補(bǔ)允和完善,為低碳物流的發(fā)展提供了具體思路和實(shí)際方法,同時(shí)通過(guò)建立因子分析法的數(shù)理統(tǒng)計(jì)模型和博弈論模型,為低碳物流的研究提供了更加充分的科學(xué)依據(jù)和決策支持。
[Abstract]:With the increasingly serious situation of global warming, with low energy consumption, low pollution, low emission based on low carbon economy came into being. At present, the low carbon economy has become to reduce carbon emissions, control the greenhouse effect, an important measure to promote the sustainable development of economy and environment. Logistics as a high-end service industry, also must be low-carbon development. Low carbon logistics service. Low carbon logistics is an important part of energy saving and emission reduction is an important direction of development of logistics enterprises. In order to ensure the implementation of low-carbon logistics, first driving factors of low-carbon logistics are discussed, clear driving important factors for enterprises to develop low-carbon logistics and degree, provide useful guidance for the development of low carbon logistics.
Based on the field investigation, combined with literature data and expert guidance, identify the 16 driving factors, 4 main factors are: (1). The driving force of government policies and regulations: take appropriate measures to encourage the government to take coercive measures, the international environmental laws were promulgated, and strengthen supervision and management reporting efforts, carbon tariffs; (2) low carbon technology driving force: the development and application of low-carbon logistics technology, development and utilization of clean energy, the use of low carbon logistics equipment, logistics personnel training of low carbon, low carbon transport; (3) low carbon awareness drive force: the leader of the environmental awareness of staff awareness of environmental protection, low-carbon logistics publicity, customer awareness of low carbon consumption; (4) the ability of enterprise: to reduce the driving force of low carbon logistics cost, the stage of development of the enterprise. The driving force of the driving policies and regulations Strong, followed by the low carbon technology driving force, low carbon consciousness driving force, driving force and enterprise competence. Chapter third shows that the policy is the driving force of the development of low carbon logistics enterprises, therefore, how the behavior of the government and enterprises the most conducive to the development of low carbon logistics has become the focus of research. Then, game analysis and the conclusion of the government and enterprises in the government increase fines, reduce regulatory costs reasonable and effective supervision, the development of low carbon logistics enterprises, the maximum economic benefit. Finally, according to the research on low carbon logistics driving factors, this paper put forward the development of low carbon logistics strategy: (1) strengthening government coercive measures; (2) give full play to the government incentives effect; (3) the development and use of low-carbon technologies; (4) the introduction and cultivation of low carbon logistics personnel; (5) the rational use of low carbon logistics equipment; (6) the optimization of the logistics chain, to achieve low Carbonization production; (7) change the idea of individual and convert low carbon consciousness into action.
In conclusion, the results of this study for the related theory system of low carbon logistics to supplement and perfect, provides concrete ideas and practical methods for the development of low carbon logistics, at the same time through mathematical statistics establish the factor analysis model and game theory model, to provide more adequate scientific basis and decision support for the Research of low carbon logistics.
