【摘要】：利用衡陽市酃湖鄉(xiāng)農戶的調查數據,運用Logistic模型,探討了城市邊緣區(qū)不同類型農戶宅基地流轉的意愿及其影響因素。結果表明:①整體上,調查區(qū)農戶宅基地流轉意愿偏低,影響不同類型農戶決策的因子呈現整體一致、局部差異的特征;②不同類型農戶的共同影響因子是經濟因素和社會因素,出租和出售是主要的流轉方式。流轉政策認知程度低、鄉(xiāng)土情結重與就業(yè)壓力大是農戶流轉決策的主要障礙因子;③純農業(yè)型農戶宅基地流轉意愿受到年齡、勞動力投入量與自然災害頻率的影響。但該類型農戶宅基地流轉意愿最高,以出售為主要流轉方式;一兼農業(yè)型與農工兼具型農戶的影響因子一致,以出租為主要流轉方式;二兼農業(yè)型農戶影響因素最少,流轉意愿最低,流轉方式以出租和入股為主;純非農業(yè)型農戶流轉決策受外出務工收入和家庭人口數量影響較大,流轉意愿最高,以出租和置換為主要流轉方式。研究認為,盡管不同類型農戶宅基地流轉意愿影響因素存在差異,但核心問題還在于流轉政策。政府應在農戶自愿基礎上,完善現有農戶宅基地流轉政策,解決農戶后顧之憂,將有助于提高農戶流轉意愿。
[Abstract]:Using survey data of Ling Lake township farmers in Hengyang City, using the Logistic model, discusses the city fringe area of different types of households' willingness of transfer and its influencing factors. The results show that: 1. On the whole, the survey area farmers homestead circulation will lower the impact factor of different types of farmers decision-making showed an overall consistent feature of local differences; the influence of different types of farmers is the factor of economic and social factors, rental and sale is the main way of circulation. The cognitive degree of circulation policy is low, local complex weight and employment pressure is the main obstacle factors of farmers in decision-making of circulation; the pure agricultural households' willingness to transfer by age, affect the amount and nature of labor input the frequency of disasters. But this type of households' willingness to transfer to the sale of the highest, as the main way of circulation agriculture and agriculture; and both influence the farmers Factor, to rent as the main way of circulation; and two agricultural factors affecting farmers willingness to transfer at least, the lowest, is mainly in the form of rental and transfer shares; pure non decision agricultural farmers' transfer is influenced by the income of migrant workers and the population of the family, the most high willingness to transfer, rental and replacement as the main way of circulation. That, despite the factors of different types of farmers homestead circulation will have different influence, but the core problem lies in the transfer of policy. The government should be in the farmers on a voluntary basis, to improve the existing rural residential land transfer policy, resolve the menace from the rear, will help to improve the farmers' willingness to transfer.
