【摘要】：打破資源枯竭型城市的發(fā)展困境,必須大力發(fā)展接替產(chǎn)業(yè),利用接替主導(dǎo)產(chǎn)業(yè)的帶動(dòng)效應(yīng)實(shí)現(xiàn)城市經(jīng)濟(jì)的可持續(xù)發(fā)展。2009年3月,棗莊市被國務(wù)院確定為第二批資源枯竭城市轉(zhuǎn)型試點(diǎn)城市之一,標(biāo)志著棗莊市的發(fā)展上升為國家戰(zhàn)略。研究棗莊市接替主導(dǎo)產(chǎn)業(yè)不但能解決當(dāng)?shù)亍懊航叱撬ァ钡睦Ь?還能為其他資源枯竭型城市提供轉(zhuǎn)型經(jīng)驗(yàn)。 本文以棗莊市為例,利用2005-2009年統(tǒng)計(jì)資料,在分析棗莊市現(xiàn)有產(chǎn)業(yè)結(jié)構(gòu)基礎(chǔ)上,指出評(píng)選接替主導(dǎo)產(chǎn)業(yè)的三個(gè)約束條件,并從規(guī)模、市場(chǎng)需求、產(chǎn)品關(guān)聯(lián)、比較優(yōu)勢(shì)、經(jīng)濟(jì)效益五個(gè)方面構(gòu)建接替主導(dǎo)產(chǎn)業(yè)評(píng)選指標(biāo)體系。最后采用最小綜合得分法,對(duì)棗莊市接替主導(dǎo)產(chǎn)業(yè)進(jìn)行了初步研究。研究結(jié)果表明,棗莊市接替主導(dǎo)產(chǎn)業(yè)為非金屬礦物制品、煤炭開采和洗選業(yè)、文教體育用品制造業(yè)。
[Abstract]:To break the plight of resource-exhausted cities, it is necessary to develop the replacement industry vigorously, and to realize the sustainable development of urban economy by taking over the leading industry. In March 2009, Zaozhuang City has been designated by the State Council as one of the second pilot cities for the transformation of resource-exhausted cities, which marks the development of Zaozhuang City as a national strategy. It can also provide transition experience for other resource-exhausted cities. Taking Zaozhuang City as an example, based on the analysis of the existing industrial structure of Zaozhuang City from 2005 to 2009, this paper points out the three restrictive conditions for selecting and replacing the leading industries, and points out the comparative advantages from scale, market demand, product association and comparative advantage. This paper constructs the evaluation index system of succession leading industry in five aspects of economic benefit. Finally, the paper makes a preliminary study on the replacement leading industry in Zaozhuang by using the method of minimum comprehensive score. The results show that, Zaozhuang City to replace the leading industry for non-metallic mineral products, coal mining and washing industry, cultural and educational sports goods manufacturing industry.
