【摘要】：近年來,隨著物質(zhì)生活水平的日益提高,人們的觀念從如何吃得飽向如何吃得好轉(zhuǎn)變。先進的科技在食品工業(yè)的應(yīng)用,如同一把雙刃劍,為大家?guī)砻牢渡畹耐瑫r,也為我們的生活增加了風險,農(nóng)藥、飼料、添加劑等都對食品安全造成潛在的威脅,隨之而來的食品安全風險日益增加。 食品安全不僅在我國是大眾關(guān)注的焦點,食品安全問題還是一個世界性話題,受到國際社會的廣泛關(guān)注,2013年2月發(fā)生的“掛牛肉賣馬肉”丑聞波及歐洲多個國家,同期的新西蘭奶粉檢出雙氰胺事件仍在發(fā)酵,德國又曝出雞蛋造假丑聞以及在我國屢屢出現(xiàn)的洋奶粉存在質(zhì)量問題,都說明食品安全問題無國界。 世界各國都在積極探索食品安全監(jiān)管的有利措施,加強食品安全監(jiān)管,完善食品安全法律體系,引入科學的食品安全管理制度。我國的食品安全問題處于高發(fā)期,食品安全監(jiān)管法律體系不健全,食品安全監(jiān)管制度不完善,食品行業(yè)缺乏自律,誠信缺失,社會性參與不足,農(nóng)村食品安全監(jiān)管難度大,成為我國食品安全監(jiān)管前進的制約因素,間接影響了我國的食品安全水平的提高。鑒于此,本文旨在分析和闡述食品安全監(jiān)管中的重要理論,研究國外的先進經(jīng)驗,深入探討我國食品安全監(jiān)管中存在的問題,提出完善食品安全監(jiān)管制度的若干建議。 第一部分,食品安全監(jiān)管的內(nèi)涵。從食品安全監(jiān)管的基本理論入手,為后續(xù)探討食品安全監(jiān)管做理論鋪墊,并對食品安全監(jiān)管的構(gòu)成要素進行了分析。 第二部分,我國食品安全監(jiān)管的現(xiàn)狀及不足分析。本部分對我國食品安全監(jiān)管制度、食品安全監(jiān)管的法制做出詳細敘述,在此基礎(chǔ)上歸納出現(xiàn)階段我國的食品安全監(jiān)管的缺陷,并對不足進行分析。 第三部分,發(fā)達國家食品安全監(jiān)管之先進經(jīng)驗及其對我國的啟示。本部分詳細評析了美國、日本和歐盟從立法保護、加強監(jiān)管以及采用科學的管理措施來完善食品安全監(jiān)管,主要介紹發(fā)達國家在食品安全監(jiān)管方面對我國的啟示。 第四部分,我國食品安全監(jiān)管制度的完善。在結(jié)合我國食品安全缺陷和發(fā)達國家食品安全監(jiān)管對我國的啟示基礎(chǔ)上,提出我國食品安全監(jiān)管制度的完善措施和建議。
[Abstract]:In recent years, with the increasing improvement of material standard of living, people's concept has changed from how to eat enough to eat well. The application of advanced technology in food industry is like a double-edged sword, which brings us a delicious life at the same time. It also increases the risk for our life, pesticide, feed, additive and so on all pose the potential threat to the food safety, the food safety risk increases day by day. Food safety is not only the focus of public concern in China, but also a worldwide topic, which has received extensive attention from the international community. In February 2013, the scandal of "hanging beef and selling horse meat" spread to many countries in Europe. In the same period, the detection of dicyandiamide in New Zealand milk powder is still fermenting, and the egg fraud scandal in Germany, as well as the quality problems of foreign milk powder that frequently appear in China, all show that food safety problems have no national boundaries. Countries all over the world are actively exploring favorable measures for food safety supervision, strengthening food safety supervision, perfecting food safety legal system, and introducing scientific food safety management systems. The legal system of food safety supervision is not perfect, the food safety supervision system is not perfect, the food industry lacks self-discipline, lack of good faith, insufficient social participation, and it is difficult to supervise food safety in rural areas. This paper aims to analyze and expound the important theories of food safety supervision and study the advanced experience of foreign countries. This paper probes into the problems existing in the food safety supervision in China, and puts forward some suggestions for perfecting the food safety supervision system. The first part, the connotation of food safety supervision, starts with the basic theory of food safety supervision, and makes a theoretical foundation for further discussion of food safety supervision, and analyzes the constituent elements of food safety supervision. The second part, the current situation and deficiency analysis of food safety supervision in China. This part makes a detailed description of the food safety supervision system and the legal system of food safety supervision in China. On this basis, the defects of food safety supervision in China are summarized and analyzed. The third part, the advanced experience of food safety supervision in developed countries and its enlightenment to our country. This part makes a detailed analysis of the legislative protection, strengthening supervision and adopting scientific management measures to perfect food safety supervision in the United States, Japan and the European Union. This paper mainly introduces the enlightenment of food safety supervision in developed countries. Part 4th, the perfection of food safety supervision system in our country, on the basis of combining the food safety defects of our country and the enlightenment of food safety supervision in developed countries, this paper puts forward the perfect measures and suggestions of food safety supervision system in our country.
