【摘要】：國(guó)土資源執(zhí)法監(jiān)察是我國(guó)國(guó)土資源行政管理工作重要的組成部分，也是各級(jí)國(guó)土資源管理部門的法定職能。國(guó)土資源執(zhí)法監(jiān)察管理工作中信息系統(tǒng)的建設(shè)，有效推動(dòng)了違法案件查處、綜合統(tǒng)計(jì)、重大違法案件備案、土地礦產(chǎn)衛(wèi)片執(zhí)法檢查等執(zhí)法監(jiān)察工作制度的貫徹，推動(dòng)國(guó)土資源執(zhí)法監(jiān)察工作的信息化建設(shè)發(fā)展水平，切實(shí)保障了執(zhí)法監(jiān)察工作的現(xiàn)代化、技術(shù)化和高效化發(fā)展。 本文研究的內(nèi)容采取文獻(xiàn)分析、比較分析、問卷調(diào)查等方法對(duì)巴彥淖爾市國(guó)土資源執(zhí)法監(jiān)察信息系統(tǒng)在巴彥淖爾市國(guó)土資源具體的執(zhí)法監(jiān)察工作中的應(yīng)用現(xiàn)狀、成效分析進(jìn)行了全面、系統(tǒng)的評(píng)價(jià)。 通過(guò)深入的調(diào)查研究發(fā)現(xiàn)，在巴彥淖爾市國(guó)土資源執(zhí)法監(jiān)察信息系統(tǒng)應(yīng)用過(guò)程中存在一些問題。諸如在實(shí)際的使用過(guò)程中系統(tǒng)數(shù)據(jù)共享程度差、系統(tǒng)應(yīng)用水平低、相關(guān)基礎(chǔ)數(shù)據(jù)庫(kù)建設(shè)重復(fù)、分散，缺乏統(tǒng)一的數(shù)據(jù)標(biāo)準(zhǔn)以及各數(shù)據(jù)庫(kù)之間的關(guān)聯(lián)性差、利用率低，操作人員應(yīng)用不夠、相關(guān)技術(shù)人才缺乏、人員流動(dòng)大、科研及培訓(xùn)工作滯后等諸多問題。這些問題，在很大程度上制約了相關(guān)信息系統(tǒng)在巴彥淖爾市國(guó)土資源執(zhí)法監(jiān)察工作中應(yīng)用效果和成效的發(fā)揮。 針對(duì)上述問題本文提出：首先對(duì)原有信息系統(tǒng)平臺(tái)進(jìn)行相應(yīng)的完善、改造和升級(jí)，使相關(guān)信息系統(tǒng)與現(xiàn)有工作相適應(yīng)；其次，對(duì)系統(tǒng)使用所涉及的工作人員進(jìn)行專業(yè)培訓(xùn)，熟悉系統(tǒng)的操作，更為全面的使用系統(tǒng)的各項(xiàng)功能，使之可以真正為國(guó)土資源執(zhí)法監(jiān)察工作服務(wù)。最后，針對(duì)國(guó)土資源執(zhí)法監(jiān)察工作中信息系統(tǒng)的應(yīng)用進(jìn)行修改、設(shè)計(jì)，，構(gòu)建新的國(guó)土資源執(zhí)法監(jiān)察監(jiān)管平臺(tái)，以彌補(bǔ)現(xiàn)有信息系統(tǒng)的不足。旨在促進(jìn)和完善巴彥淖爾市國(guó)土資源執(zhí)法監(jiān)察工作中相關(guān)信息系統(tǒng)的使用和建設(shè)；使執(zhí)法監(jiān)察工作中對(duì)信息系統(tǒng)的使用更加規(guī)范和高效；進(jìn)一步改變工作管理模式，加大執(zhí)法力度，提高工作效率，推進(jìn)巴彥淖爾市國(guó)土資源執(zhí)法監(jiān)察工作，實(shí)現(xiàn)信息化、規(guī)范化、科學(xué)化目標(biāo)。
[Abstract]:The law enforcement and supervision of land and resources is an important part of the administration of land and resources in our country, and it is also the legal function of the land and resources management departments at all levels, and the construction of information system in the supervision and management of land and resources law enforcement. It has effectively promoted the implementation of the law enforcement and supervision system, such as the investigation and handling of illegal cases, comprehensive statistics, the filing of major illegal cases, and the law enforcement and inspection of land, mineral and satellite films. To promote the development level of information construction of land and resources law enforcement supervision work, to ensure the modernization, technology and high efficiency development of law enforcement supervision work. The content of this paper is analyzed by literature analysis and comparative analysis. The present situation of the application of Bayannur Land and Resources Law Enforcement Supervision Information system in the specific law enforcement and supervision work of Bayannur City is evaluated comprehensively and systematically by means of questionnaire investigation and other methods. Through in-depth investigation and study, it is found that there are some problems in the application of land resources law enforcement and supervision information system in Bayannur city, such as the poor degree of system data sharing in the actual use process. System application level is low, related basic database construction duplication, dispersion, lack of unified data standards and the correlation between the database poor, low utilization rate, the operator application is not enough, lack of relevant technical personnel. Many problems, such as large turnover of personnel, lag in scientific research and training, to a great extent, restrict the application effect and effectiveness of relevant information system in the law enforcement and supervision of land and resources in Bayannur City. In view of the above problems, this paper puts forward the following points: firstly, the original information system platform should be improved, improved and upgraded accordingly, so that the relevant information system can adapt to the existing work; Secondly, the staff involved in the use of the system for professional training, familiar with the operation of the system, more comprehensive use of the system's various functions, so that it can really serve the land and resources law enforcement supervision. Finally. According to the application of information system in land and resources law enforcement and supervision, the author designs and constructs a new land and resources law enforcement supervision and supervision platform. The purpose is to promote and perfect the use and construction of relevant information systems in the law enforcement and supervision of land and resources in Bayannur; To make the use of information systems more standardized and efficient in law enforcement and supervision; Further changes the work management pattern, strengthens the law enforcement dynamics, enhances the work efficiency, advances the Bayannur city land resources law enforcement supervision work, realizes the information, the standardization, the scientific goal.
