【摘要】：近年來,揚(yáng)州大力推進(jìn)創(chuàng)新型城市建設(shè),基本建立了以新興產(chǎn)業(yè)、現(xiàn)代服務(wù)業(yè)和高效農(nóng)業(yè)為主導(dǎo)的現(xiàn)代產(chǎn)業(yè)體系,財政科技投入、企業(yè)研發(fā)投入穩(wěn)步提高,企業(yè)研發(fā)機(jī)構(gòu)建設(shè)、專利創(chuàng)造、品牌打造、標(biāo)準(zhǔn)制定、人才資源結(jié)構(gòu)改善、創(chuàng)新載體平臺打造等方面取得了長足進(jìn)步,信息化建設(shè)和節(jié)能減排成效顯著,已經(jīng)成功獲批國家創(chuàng)新型試點城市及多個國家級榮譽(yù)稱號,城市創(chuàng)新能力位列大陸城市第19位,揚(yáng)州已經(jīng)步入依靠創(chuàng)新驅(qū)動發(fā)展的新階段。為推動揚(yáng)州更好地建設(shè)創(chuàng)新型城市,實現(xiàn)經(jīng)濟(jì)社會的持續(xù)穩(wěn)定發(fā)展和以創(chuàng)新為核心的城市發(fā)展方式變革,本研究采取文獻(xiàn)綜合分析、定量和定性分析相結(jié)合、比較和個例分析相結(jié)合等方法,對揚(yáng)州目前創(chuàng)新型城市建設(shè)的現(xiàn)狀進(jìn)行分析,找出不足,并尋找揚(yáng)州未來城市發(fā)展的新途徑。本研究從城市綜合實力、創(chuàng)新特色、產(chǎn)業(yè)體系、科技進(jìn)步、資源集聚、環(huán)境改善等方面分析了揚(yáng)州建設(shè)創(chuàng)新型城市的基礎(chǔ)優(yōu)勢,同時將揚(yáng)州對照國家和省定的創(chuàng)新型城市建設(shè)指標(biāo)、省先進(jìn)地區(qū)進(jìn)行了對比,發(fā)現(xiàn)揚(yáng)州城市經(jīng)濟(jì)競爭優(yōu)勢不夠、體制機(jī)制創(chuàng)新不夠、金融對科技支撐不夠、國際化水平和對外開放度不夠、創(chuàng)新創(chuàng)業(yè)的文化氛圍不夠。 針對以上情況,本研究綜合分析了國家發(fā)改委、科技部、統(tǒng)計局和江蘇省創(chuàng)新型城市評價指標(biāo)體系,結(jié)合揚(yáng)州城市發(fā)展的實際情況,從創(chuàng)新資源、創(chuàng)新投入、創(chuàng)新產(chǎn)出、創(chuàng)新產(chǎn)業(yè)、創(chuàng)新企業(yè)、創(chuàng)新效率等六大方面,選擇了38項指標(biāo)構(gòu)成揚(yáng)州建設(shè)國家創(chuàng)新型城市指標(biāo)體系,并提出要主要依靠一、二、三產(chǎn)業(yè)轉(zhuǎn)型升級和企業(yè)創(chuàng)新發(fā)展打造城市創(chuàng)新的主動力,依靠創(chuàng)新載體建設(shè)、人才發(fā)展、體制機(jī)制創(chuàng)新、創(chuàng)新文化環(huán)境打造城市創(chuàng)新的支撐力,并通過智慧城市建設(shè)、提升經(jīng)濟(jì)國際化水平和“兩型”社會建設(shè)實現(xiàn)城市發(fā)展方式的轉(zhuǎn)變。
[Abstract]:In recent years, Yangzhou has made great efforts to promote the construction of innovative cities and has basically established a modern industrial system dominated by emerging industries, modern service industries and efficient agriculture. The financial investment in science and technology and the investment in R & D of enterprises have steadily increased. Enterprise R & D institutions, patent creation, brand building, standard-setting, talent resource structure improvement, innovation carrier platform has made great progress, information construction and energy conservation and emission reduction remarkable results. Has been successfully approved by the national innovative pilot cities and a number of national honorary titles, urban innovation capacity ranked 19th in mainland cities. Yangzhou has entered a new stage of innovation-driven development. In order to promote Yangzhou to better build innovative cities, to achieve sustainable and stable economic and social development and innovation as the core of urban development changes. This study adopts the methods of literature comprehensive analysis, quantitative and qualitative analysis, comparison and case analysis to analyze the current situation of Yangzhou innovative city construction, find out the shortcomings. And to find a new way of Yangzhou city development in the future. This study from the comprehensive strength of the city, innovative characteristics, industrial system, scientific and technological progress, resource agglomeration. Environmental improvement and other aspects of Yangzhou analysis of the basic advantages of the construction of innovative cities, Yangzhou compared with the national and provincial indicators of innovative city construction, provincial advanced areas were compared. It is found that the economic competitive advantage of Yangzhou is not enough, the innovation of system and mechanism is not enough, the financial support to science and technology is not enough, the level of internationalization and opening to the outside world is not enough, and the cultural atmosphere of innovation and entrepreneurship is not enough In view of the above, this study comprehensively analyzed the National Development and Reform Commission, the Ministry of Science and Technology, the Bureau of Statistics and Jiangsu Province innovative city evaluation index system, combined with the actual situation of Yangzhou city development, from innovative resources, innovation input. Innovative output, innovative industries, innovative enterprises, innovative efficiency and other six aspects, selected 38 indicators to build a national innovative city index system, and put forward to rely mainly on one, two. The transformation and upgrading of three industries and the innovation and development of enterprises create the main motive force of urban innovation, relying on the construction of innovation carrier, the development of talents, the innovation of system and mechanism, the innovation of cultural environment and the supporting force of urban innovation. Through the construction of intelligent city, the level of economic internationalization and the construction of "two types" society can be improved to realize the transformation of urban development mode.
