【摘要】:發(fā)展公共租賃住房(包括廉租房,以下簡(jiǎn)稱公租房)是完善住房供應(yīng)體系、解決中低收入群體住房難題、構(gòu)建和諧社會(huì)的重要舉措。公租房面向城市中低收入家庭,解決其基本住房需求。公租房是未來住房保障的核心,是備受百姓重視的民生工程。 自2007年《國(guó)務(wù)院關(guān)于解決城市低收入家庭住房困難的若干意見》(國(guó)發(fā)[2007]24號(hào))發(fā)布以來,北京市的住房保障工作一直走在全國(guó)前列。目前,,北京市保障性住房的供應(yīng)結(jié)構(gòu)正由“以售為主”向“以租為主”轉(zhuǎn)變!笆濉逼陂g,北京市公開配租的公租房將占保障性住房總數(shù)的60%以上。 隨著各區(qū)縣政府的積極推進(jìn),公租房入住家庭日益增加,公租房的后期管理必將成為公租房整體工作中的重點(diǎn)和難點(diǎn)。北京市積極探索和研究公租房管理政策,先后出臺(tái)了《關(guān)于加強(qiáng)本市公共租賃住房建設(shè)和管理的通知》(京政發(fā)[2011]61號(hào))、《北京市公共租賃住房后期管理暫行辦法》(京建法[2013]15號(hào))和《關(guān)于加強(qiáng)本市公共租賃住房社會(huì)管理和服務(wù)的意見》(京建法[2013]19號(hào))等政策文件,對(duì)公租房后期管理中的各項(xiàng)主體和工作職責(zé)做了相關(guān)規(guī)定。 雖然北京市公租房的建設(shè)管理已經(jīng)取得初步成效,但是在實(shí)際運(yùn)營(yíng)中仍暴露出一些問題。本論文通過對(duì)北京市第一個(gè)面向社會(huì)配租的公租房項(xiàng)目——遠(yuǎn)洋沁山水公租房小區(qū)進(jìn)行了問卷調(diào)研分析,發(fā)現(xiàn)了租金收繳論難、運(yùn)營(yíng)管理缺乏標(biāo)準(zhǔn)、租戶不合理使用、社區(qū)文化建設(shè)不足等問題。 針對(duì)以上問題,借鑒國(guó)內(nèi)外經(jīng)驗(yàn),結(jié)合與北京市住建委、運(yùn)營(yíng)機(jī)構(gòu)、物業(yè)服務(wù)企業(yè)等相關(guān)負(fù)責(zé)人的座談研究,本文提出了使用監(jiān)管、運(yùn)營(yíng)管理、社會(huì)管理“三位一體”的管理模式。使用監(jiān)管包括動(dòng)態(tài)監(jiān)管和退出管理,本文提倡以正面鼓勵(lì)宣傳的方式,減少租戶欠租違規(guī)使用等現(xiàn)象。同時(shí)盡力完善個(gè)人信用查詢渠道,建立擔(dān)保制度。運(yùn)營(yíng)管理為產(chǎn)權(quán)單位所負(fù)責(zé),針對(duì)運(yùn)營(yíng)機(jī)構(gòu)應(yīng)建立準(zhǔn)入和考核機(jī)制。社會(huì)管理應(yīng)實(shí)行屬地管理,子女可以就近入學(xué),社區(qū)層面則應(yīng)加強(qiáng)黨團(tuán)建設(shè)和志愿服務(wù)等!叭灰惑w”的管理模式,有利于進(jìn)一步完善公租房管理機(jī)制,推動(dòng)社會(huì)和諧發(fā)展。
[Abstract]:The development of public rental housing (including low-rent housing, hereinafter referred to as public rental housing) is to improve the housing supply system, to solve the housing problems of low-income groups. Public rental housing is the core of housing security in the future, and it is a livelihood project that people attach great importance to. Since 2007, "some opinions of the State Council on solving the Housing difficulties of Urban Low-income families" (National Development) [The housing security work in Beijing has been in the forefront of the country since the release of 24 (2007). The supply structure of affordable housing in Beijing is changing from "mainly selling" to "rent-oriented". During the 12th Five-Year Plan period, public rental housing in Beijing will account for more than 60% of the total number of affordable housing. With the active promotion of the district and county governments, the number of families living in public rental housing is increasing day by day. The late management of public rental housing will become the focus and difficulty in the overall work of public rental housing. Beijing actively explore and study the public rental housing management policy. A circular on strengthening the construction and management of public rental housing in this city was issued one after another. Although the construction of public rental housing management in Beijing has achieved initial results. However, some problems are still exposed in the actual operation. This paper analyzes the questionnaire of the first public rental housing project facing the social rent in Beijing-ocean Qinshan landscape public rental housing district. The problems of rent collection, lack of standard in operation management, unreasonable use of tenants, insufficient construction of community culture and so on have been found. In view of the above problems, draw lessons from domestic and foreign experience, combined with the Beijing Municipal living and Construction Committee, operating institutions, property service enterprises and other relevant responsible persons of the discussion study, this paper proposed the use of supervision, operational management. The use of supervision includes dynamic supervision and exit management. This paper advocates a positive way to encourage publicity. At the same time, we should try our best to perfect the channel of personal credit inquiry and establish the guarantee system. The operation and management is the responsibility of the property right unit. In view of the operation organization should establish access and examination mechanism, social management should implement territorial management, children can go to school nearby, community level should strengthen the party group construction and voluntary service, etc. "Trinity" management mode. It is conducive to further improving the management mechanism of public rental housing and promoting the harmonious development of society.
