【摘要】:人力資源項(xiàng)目管理一直是世界各國(guó)人力資源項(xiàng)目建設(shè)的重點(diǎn)與難點(diǎn),建立一套行之有效的人力資源選拔、管理、考核制度是做好中國(guó)人力資源隊(duì)伍建設(shè)的關(guān)鍵,也是推進(jìn)中國(guó)社會(huì)主義黨政人才隊(duì)伍現(xiàn)代化建設(shè)的重點(diǎn)和基礎(chǔ)。當(dāng)前,中國(guó)主要采取“人本管理”的干部管理模式,即注重人的主觀能動(dòng)性與創(chuàng)造性,管理體制現(xiàn)狀與經(jīng)濟(jì)社會(huì)發(fā)展還存在較大差距,仍然面臨不少苦難。隨著社會(huì)經(jīng)濟(jì)的快速發(fā)展和政治體制深化改革的不斷深入,“人本管理”模式越來越不能適應(yīng)現(xiàn)實(shí)的需要,選人用人科學(xué)性不高、高素質(zhì)人才引進(jìn)較難。在推進(jìn)制度改革過程中,如何認(rèn)識(shí)和探討有效解決這些問題,顯然是當(dāng)前我國(guó)重點(diǎn)改革的緊迫任務(wù)和干部管理的重大課題。因此,本文嘗結(jié)合文昌市人力資源項(xiàng)目管理的實(shí)際情況,緊緊圍繞人力資源項(xiàng)目管理體系、考核機(jī)制和素質(zhì)培養(yǎng)中一系列重要問題展開研究,首先闡述從國(guó)家層面到文昌市層面關(guān)于對(duì)人力資源項(xiàng)目建設(shè)關(guān)于社會(huì)評(píng)價(jià)方面的基本現(xiàn)狀和存在問題;通過對(duì)人力資源項(xiàng)目管理、項(xiàng)目組織管理、人力資源測(cè)評(píng)技術(shù)等理論進(jìn)行綜述,結(jié)合當(dāng)前存在的人才選拔、結(jié)構(gòu)和考核等方面不足,對(duì)綜合評(píng)價(jià)指標(biāo)體系、評(píng)價(jià)方法和調(diào)查方法進(jìn)行研究分析,采取層次工作分析法、人崗匹配理論、測(cè)量技術(shù)評(píng)價(jià)、模糊綜合評(píng)價(jià)模型等方法,運(yùn)用到干部隊(duì)伍的考核使用上來,探索建立一套選拔、管理、評(píng)估人力資源項(xiàng)目建設(shè)模型,同時(shí)借鑒學(xué)習(xí)英美等先進(jìn)國(guó)家的管理經(jīng)驗(yàn),用更加科學(xué)務(wù)實(shí)管用的標(biāo)準(zhǔn)體系進(jìn)行評(píng)價(jià),以期文昌市黨政人才隊(duì)伍建設(shè)水平得到進(jìn)一步提高,充分調(diào)動(dòng)廣大干部群眾的積極性和創(chuàng)造性,希望能夠借此對(duì)這一領(lǐng)域?qū)嵤┬Ч岢鼋ㄔO(shè)性的建議。
[Abstract]:Human resource project management has always been the key and difficult point of human resource project construction in the world. Establishing a set of effective human resources selection, management and assessment system is the key to do a good job in the construction of Chinese human resources team. It is also the key point and foundation of promoting the modernization of Chinese socialist party and government talents. At present, China mainly adopts the cadre management mode of "people-oriented management", that is, paying attention to the subjective initiative and creativity of people. There is still a big gap between the current situation of the management system and the economic and social development, and still face a lot of suffering, with the rapid development of the social economy and the deepening of the political system reform. The mode of "people-oriented management" is more and more unable to meet the needs of reality, the selection and employment of personnel is not scientific, and the introduction of high-quality talents is difficult. In the process of promoting the reform of the system, how to understand and explore how to effectively solve these problems. Obviously, it is the urgent task of the key reform and the important subject of cadre management in our country. Therefore, this article combines the actual situation of the human resource project management in Wenchang city, tightly revolves around the human resources project management system. A series of important problems in assessment mechanism and quality training are studied. Firstly, the basic status and existing problems of social evaluation of human resource project construction from the national level to the level of Wenchang City are expounded. Through the human resources project management, project organization management, human resources evaluation technology and other theories summarized, combined with the current talent selection, structure and assessment deficiencies, comprehensive evaluation index system. Evaluation methods and investigation methods for research and analysis, using the Analytic hierarchy process, post matching theory, measurement technology evaluation, fuzzy comprehensive evaluation model and other methods, applied to the cadre team assessment. To explore the establishment of a selection, management, evaluation of human resources project construction model, while learning from the management experience of advanced countries such as the United States and the United States, with a more scientific and practical standard system for evaluation. It is hoped that the construction level of the party and government talents in Wenchang City will be further improved and the enthusiasm and creativity of the broad masses of cadres will be fully mobilized. It is hoped that constructive suggestions can be put forward for the implementation effect in this field.
