【摘要】:近幾年,各類(lèi)突發(fā)事件越趨頻繁,給國(guó)家?guī)?lái)了重大損失,給人民生命帶來(lái)了巨大的威脅,應(yīng)急管理工作正受到國(guó)家和人民的重視,從而應(yīng)急管理問(wèn)題的研究也就成為了既棘手又具有挑戰(zhàn)性的一項(xiàng)重要課題。醫(yī)藥物資作為挽救生命的關(guān)鍵性應(yīng)急資源,能否在應(yīng)急過(guò)程中得到有效保障是應(yīng)急管理工作成敗的重要因素之一,在應(yīng)急管理中起著不可替代的作用。但實(shí)際救援中,醫(yī)藥物資的供應(yīng)與配送仍存在不合理、混亂和調(diào)度瓶頸等不良現(xiàn)象,嚴(yán)重影響了應(yīng)急效率,阻礙了醫(yī)療救助工作的順利進(jìn)行。因此,本文認(rèn)為,研究如何合理分配醫(yī)藥物資、改善醫(yī)藥物資在應(yīng)急調(diào)度中的低效率問(wèn)題,對(duì)促進(jìn)醫(yī)藥物資應(yīng)急調(diào)度工作的科學(xué)化發(fā)展,具有重要的現(xiàn)實(shí)意義。 本文以醫(yī)藥物資在應(yīng)急過(guò)程中的調(diào)度問(wèn)題為對(duì)象進(jìn)行了研究,其內(nèi)容主要包含三部分:第一,在對(duì)突發(fā)事件、應(yīng)急調(diào)度和優(yōu)化算法三方面理論文獻(xiàn)綜述的基礎(chǔ)上,總結(jié)了應(yīng)急過(guò)程中所需醫(yī)藥物資的應(yīng)急特性,從宏觀角度分析了我國(guó)醫(yī)藥物資的應(yīng)急保障現(xiàn)狀,提出了我國(guó)醫(yī)藥物資保障體系的發(fā)展方略,并結(jié)合實(shí)際救援中醫(yī)藥物資供應(yīng)與需求特點(diǎn),提出了醫(yī)藥物資的應(yīng)急調(diào)度特征;第二,在已研究的理論基礎(chǔ)上,分析了醫(yī)藥物資應(yīng)急調(diào)度的理想方案是最小化調(diào)度時(shí)間的前提下,達(dá)到各災(zāi)區(qū)點(diǎn)醫(yī)藥物資未滿(mǎn)足需求量最少,從而構(gòu)建了應(yīng)急調(diào)度時(shí)間最小化和未滿(mǎn)足需求量最小化的雙目標(biāo)調(diào)度優(yōu)化模型,并根據(jù)實(shí)際情況將問(wèn)題界定為多配送點(diǎn)多需求點(diǎn)的調(diào)度拓?fù)潴w系研究;第三,借鑒傳統(tǒng)遺傳算法,,設(shè)計(jì)了適合本文模型的改進(jìn)遺傳算法,并使用MATLAB R2011對(duì)其予以實(shí)現(xiàn),利用簡(jiǎn)單算例進(jìn)行了仿真驗(yàn)證。結(jié)果顯示,本文改進(jìn)遺傳算法求解效果良好,能有效解決所建模型的調(diào)度問(wèn)題,并驗(yàn)證了本文調(diào)度模型具有可行性。
[Abstract]:In recent years, all kinds of emergencies have become more and more frequent, which has brought great losses to the country and a great threat to the lives of the people. The emergency management work is being taken seriously by the state and the people. Therefore, the study of emergency management has become a difficult and challenging important issue. Medical supplies as the key emergency resources to save lives. Whether can get the effective safeguard in the emergency process is one of the important factors of the success or failure of the emergency management, and plays an irreplaceable role in the emergency management, but in the actual rescue. The supply and distribution of medical materials are still unreasonable chaos and scheduling bottlenecks and other adverse phenomena seriously affect the efficiency of emergency and hinder the smooth progress of medical relief work. It is of great practical significance to study how to distribute medical materials reasonably and improve the low efficiency of medical materials in emergency dispatch. It is of great practical significance to promote the scientific development of medical materials emergency dispatch. In this paper, the scheduling of medical supplies in the emergency process as an object of study, its content mainly includes three parts: first, in the emergency. Based on the literature review of emergency dispatch and optimization algorithm, this paper summarizes the emergency characteristics of medical materials needed in the emergency process, and analyzes the current situation of emergency support of medical materials in China from the macro point of view. The development strategy of medical material security system in China is put forward, and the characteristics of emergency dispatch of medical materials are put forward according to the characteristics of supply and demand of actual relief Chinese medicine materials. Secondly, on the basis of the theory that has been studied, the paper analyzes the ideal plan of medical material emergency dispatch is to minimize the scheduling time, and reach the least demand of medical materials in various disaster areas. Thus, a two-objective scheduling optimization model of minimizing emergency scheduling time and minimizing unsatisfied demand is constructed, and the problem is defined as the scheduling topology system of multi-distribution points and multi-demand points according to the actual situation. Thirdly, using the traditional genetic algorithm for reference, an improved genetic algorithm suitable for the model of this paper is designed and implemented with MATLAB R2011, and a simple example is used to verify the simulation. The result shows that the improved genetic algorithm is suitable for the model of this paper. The improved genetic algorithm is effective in solving the scheduling problem of the established model, and the feasibility of the proposed model is verified.
