【摘要】:食品安全與否對于人們的健康至關重要。近年來,隨著人們生活質(zhì)量的提高,健康意識也在不斷增強,與此同時食品安全事件的頻發(fā)使得食品質(zhì)量安全與否成為人們?nèi)找骊P注的焦點。食品供應鏈是一個復雜的過程,包括生產(chǎn)、加工、物流與銷售等多個環(huán)節(jié),在此過程中市場規(guī)范、政府監(jiān)管等方面也是必不可少的。目前,我國食品安全的現(xiàn)狀是技術還處于較低的水平,而且監(jiān)管體系也不完善,那么,該采取什么樣的措施來保障食品供應鏈各節(jié)點上的質(zhì)量安全對現(xiàn)實具有極大的指導意義。 乳制品已經(jīng)成為我國居民食品結(jié)構的一個重要組成部分,其質(zhì)量安全與否對于人們的健康至關重要。本文針對乳制品供應鏈各個環(huán)節(jié)存在或者可能出現(xiàn)的質(zhì)量安全問題,結(jié)合現(xiàn)代食品質(zhì)量安全管理的相關理論和方法,從監(jiān)督管理的角度出發(fā),對乳制品供應鏈進行了相關分析,建立乳制品質(zhì)量安全監(jiān)管體系,以“預防為主”為根本出發(fā)點,以確保乳制品質(zhì)量安全。本文的研究內(nèi)容包括以下幾個方面: ⑴首先提出課題研究背景和研究意義,經(jīng)過大量的研究與學習,總結(jié)出目前關于乳制品質(zhì)量監(jiān)控的國外研究現(xiàn)狀并對國內(nèi)的研究現(xiàn)狀進行綜述。在明確研究方向、方法的基礎上對相關概念進行介紹與學習。根據(jù)乳制品質(zhì)量安全的監(jiān)控特點提出進行監(jiān)控的思路,為后續(xù)展開更全面的分析奠定基礎。 ⑵了解乳制品供應鏈模式并對其構成環(huán)節(jié)存在的質(zhì)量安全問題進行分析,針對乳制品質(zhì)量安全風險問題,通過調(diào)查分析并采用因子分析法,分析提煉出5個公共因子;根據(jù)公共因子的得分系數(shù)矩陣,構造出公共因子風險計算函數(shù)以及其風險模型表達式。根據(jù)得分數(shù)值,分析風險水平,從而為制訂相應的風險管理措施,為乳制品質(zhì)量安全的內(nèi)部監(jiān)控和外部監(jiān)管提供參考和依據(jù)。 ⑶在相關理論及研究的基礎上,為了保證乳制品的質(zhì)量安全,提出有效的監(jiān)控思路。即如何在供應鏈內(nèi)部進行有效控制以及在外部進行有效監(jiān)管,建立由供應鏈、內(nèi)部控制和外部監(jiān)管三個部分構成的乳制品質(zhì)量安全監(jiān)控體系。 本文首先對質(zhì)量安全風險因素作因子分析,針對可能存在的風險考慮要加強乳制品的內(nèi)外監(jiān)控,,進而構建以HACCP體系為內(nèi)部控制與政府等外部管理相結(jié)合并通過信息追蹤系統(tǒng)得以實現(xiàn)的監(jiān)控體系,在加強HACCP效力及提高外部管理效率的同時也促進了乳制品質(zhì)量安全控制理論的豐富和發(fā)展,為完善我國食品安全監(jiān)管體系提供建議。
[Abstract]:Food safety is very important for people's health. In recent years, with the improvement of life quality, health awareness is also growing at the same time, the frequent incidents of food safety and food quality and safety has increasingly become the focus of attention. The food supply chain is a complex process, including production, processing, logistics and sales a number of links, standardize the market in the process, is also essential for government supervision and so on. At present, the status quo of China's food safety technology is still at a low level, and the supervision system is not perfect, so, what measures to guarantee the quality and safety of food supply chain with each node. Great guiding significance to the reality.
Dairy products have become an important part of the food structure of Chinese residents, the quality safety is very important for people's health. According to the various aspects of dairy supply chain quality or safety problems, combining the relevant theories and methods of management of the safety management of food quality supervision and management, starting from the angle of the dairy products supply chain is analyzed, the establishment of safety supervision system of the quality of dairy products, in order to "prevention" as the fundamental starting point, in order to ensure the quality and safety of dairy products. The research content of this paper includes the following aspects:
The first proposed the research background and significance of the research, through research and study a lot, summed up the current review on monitoring the quality of dairy products abroad, research status and research status at home. In the specific research methods on the basis of the related concepts are introduced. According to the characteristics of learning and monitoring the quality and safety of dairy products monitor the idea for the follow-up, a more comprehensive analysis of the foundation.
The understanding of dairy products supply chain and quality safety problems existed in the link which carries on the analysis, according to the safety problems of dairy products quality, through investigation and analysis by using factor analysis method, analysis to extract 5 common factors; according to the public factor score coefficient matrix, construct the calculation function and expression of the public risk model the risk factor score. According to the numerical analysis, the level of risk, so as to formulate the corresponding risk management measures, and provide reference for the internal supervision and external supervision of the safety of dairy products.
In the basis of the relevant theory and research, in order to ensure the safety and quality of dairy products, put forward ideas. That is how to effectively monitor within the supply chain for effective control and effective supervision in the external supply chain, established by the three parts, internal control and external supervision mechanism into the dairy products quality and safety monitoring system.
Firstly, the factor analysis of quality and safety risk factors for possible risks to consider to strengthen the internal control and external control of dairy products, and the construction of internal control and external government management combined monitoring system through the information tracking system can be realized in the HACCP system, in strengthening the effectiveness and improve the management efficiency of external HACCP also promote the enrichment and development of dairy products quality and safety control theory, provide the suggestion for the improvement of food safety supervision system in our country.
