【摘要】：區(qū)域綠色空間是城市空間的重要組成部分,也是區(qū)域生態(tài)網絡的重要空間承載要素。區(qū)域綠地規(guī)劃在當今的城市空間規(guī)劃體系和城市空間土地利用發(fā)展中具有相對重要的地位和作用。新頒布的《國家新型城鎮(zhèn)化規(guī)劃(2014-2020年)》提出要依托河流、湖泊、山巒等自然地理格局建設區(qū)域生態(tài)網絡。上海市在城市不同層面、不同時期城市綠地系統(tǒng)規(guī)劃中關注區(qū)域綠地空間的規(guī)劃編制。2008年編制形成《上�；旧鷳B(tài)網絡規(guī)劃》。然而,在熱點關注其規(guī)劃空間結構和功能的規(guī)劃編制理念指導下,當今的編制和實施體系之間存在一定程度的脫節(jié)和不銜接性、不一致性,這種不銜接和不一致性導致了城市綠地規(guī)劃得不到很好的實施,相關政策體系對城市綠地規(guī)劃的保障作用得不到體現(xiàn)。本文通過構建綠色空間現(xiàn)狀與政策體系一致性評價的指標體系,在現(xiàn)狀空間和政策間架起一座溝通的橋梁,以它們之間效用的一致性作為政策實施效率的反映,以期發(fā)現(xiàn)政策體系存在的問題,并基于問題提出政策體系的發(fā)展策略。 論文首先研究分析上海市區(qū)域綠色空間實施現(xiàn)狀。研究區(qū)范圍選擇為北至蘇州河,南到黃浦江,東至上海市外環(huán)線(A20)和A4公路,西達上海市行政邊界和淀山湖水域東段邊界。主要包括的青浦區(qū)、松江區(qū)的絕大部分和閔行區(qū)西側一部分,研究區(qū)總面積超過1200平方公里。研究依據生態(tài)網絡的思想和景觀生態(tài)學的基本理論和方法,結合2011年研究區(qū)的航拍圖像,統(tǒng)計分析研究選區(qū)內的區(qū)域綠色空間現(xiàn)狀,通過對“斑塊-廊道-基質”等不同類型的綠地分類統(tǒng)計,分別從研究區(qū)綠地組成和空間結構兩個方面對研究區(qū)綠色空間現(xiàn)狀進行評析。 其次,從國家、省級、地方三個空間維度和三個職能分工的維度(①法律、法規(guī)、標準；②規(guī)劃政策；③管理、處罰和激勵政策)構建上海市區(qū)域綠色空間規(guī)劃的政策體系。并在政策體系中提煉出研究區(qū)范圍內的廊道空間數(shù)據和大型斑塊空間數(shù)據,以此繪制出研究區(qū)綠色空間規(guī)劃藍圖。然后,對政策體系和規(guī)劃藍圖進行簡要評價。 再次,文章依托對生態(tài)網絡現(xiàn)狀和政策體系的分析研究,建立研究區(qū)范圍內綠色空間實施現(xiàn)狀和政策體系(藍圖)一致性評價指標體系,該指標體系包含3個一級指標,9個二級指標,27個三級指標。其中三個一級指標分別是：①空間結構；②關聯(lián)性；③協(xié)調性。用定量、定性結合的方法分別對27個指標的一致性進行評價。結果在27個三級指標中,一致性評價結果為優(yōu)、良、中、較差、差的分別有5、6、1、11、4個,整體來看現(xiàn)狀與政策間的一致性較差；一級指標評價方面,一致性最好的是空間結構方面,關聯(lián)性和協(xié)調性一致性都不理想。 最后,結合上述評價結果,歸納了區(qū)域綠地控制實施的政策體系中存在的主要問題,并提出了健全該政策體系的相關策略。
[Abstract]:Regional green space is an important part of city space, space is also an important regional ecological network bearing elements. Regional green space planning in the city land use spatial planning system and city spatial development in the position and role of the relative importance. "The national new urbanization plan issued a new (2014-2020) proposed to rely on the river. Lakes, mountains, and other natural geographical pattern of regional ecological construction in Shanghai city. The network at different levels in different periods of city, city green space system planning focus on planning.2008 regional green space for forming" Shanghai basic ecological network planning. However, in the light of the idea of planning focus of the planning space structure and function. There is a disconnect to a certain extent and cohesion between the preparation and implementation of this system, inconsistency, discontinuity and inconsistency in the city Green planning is not well implemented, security policy system of city green space planning is not reflected. Through constructing the index system of the present situation and policy system of green space consistency evaluation, set up a bridge of communication between space and policy in the current situation, the consistency between them reflect the utility the implementation of the policy efficiency, in order to find the policy system problems, and based on the problems and puts forward the development strategy of the policy system.
Firstly, the research and analysis of Shanghai regional green space implementation status. The choice of research area is north to the Suzhou River, South to the Huangpu River, east of Shanghai outer ring (A20) and A4 Road, west of Shanghai City, the administrative boundary and Dianshan Lake area. Including the eastern border region of Qingpu, a part of most of Songjiang District and west of Minhang District the study area, a total area of over 1200 square kilometers. The basic theory and method of study on the basis of the idea of ecological network and landscape ecology, combined with aerial images of the area in 2011, the statistical analysis of regional green space research within the selection, through the "patch corridor matrix" statistical classification of different types of green space, two aspects of the research area of green space and green space structure of the status quo of the research area of assessment.
Secondly, from the national, provincial, local three spatial dimensions and three dimensions (the function division of labor laws, regulations and standards; the planning policy; the management, punishment and incentive policy) construction of policy system of green space planning in Shanghai area. And refines the corridor space data in the study area and large patch spatial data in the policy system, in order to map out the green space planning blueprint for the study area. Then, a brief evaluation on the policy and planning blueprint.
Again, based on the research of ecological network status and policy system, establish the research area within the scope of the present situation and the policy of green space system (blueprint) evaluation index system consistency, the indicator system includes 3 first grade indexes, 9 level two indexes, 27 level three indexes. The three level indicators are: 1. The spatial structure; relevance; the coordination. Using quantitative method, qualitative consistency of 27 indicators were evaluated. Results in the 27 level three indexes, the consistency of the evaluation results is excellent, good, poor, poor respectively 5,6,1,11,4 a whole, view of the situation and policy of poor consistency; an index evaluation, consistency is the best spatial structure, correlation and coordination consistency is not ideal.
Finally, combined with the above evaluation results, the main problems existing in the policy system of the implementation of regional green space control are summarized, and relevant strategies for improving the policy system are put forward.
