【摘要】：近年來,隨著國家經(jīng)濟實力不斷提升,同時受周邊國際形勢的影響,我國軍工企業(yè)面臨任務重、要求高的重大挑戰(zhàn)。我國的軍工企業(yè)始建于20世紀五十年代,原有的企業(yè)能力已經(jīng)不能適應現(xiàn)階段型號研制發(fā)展的需求。2009年國家啟動了面向軍工企業(yè)科研和生產(chǎn)能力提升的技術(shù)改造項目,旨在通過產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整,提高軍工企業(yè)核心競爭能力。隨著國家技術(shù)改造項目投入的不斷加大,企業(yè)對于項目的管理水平跟不上日益發(fā)展的需要。部分企業(yè)對于技術(shù)改造項目的管理重視程度不夠,很多企業(yè)的項目組織結(jié)構(gòu)不明確,層次不清楚,工作職責含糊,人員管理不到位,從而影響了技術(shù)改造項目的實施。組織結(jié)構(gòu),有時也稱組織類型,它反映了生產(chǎn)要素相結(jié)合的結(jié)構(gòu)形式,即管理活動中各職能的橫向分工和層次劃分,其貫穿項目管理活動的全過程。本文以WBS(工作分解結(jié)構(gòu))項目管理手段為基礎,通過分析軍工企業(yè)技術(shù)改造項目整個壽命周期的管理內(nèi)容、要求,分析項目管理的特點,針對現(xiàn)有存在的問題,提出優(yōu)化的項目管理模式。建立和完善項目管理組織,明確各有關(guān)部門責任,優(yōu)化業(yè)務流程,從而保證技術(shù)改造項目的實施質(zhì)量、進度和成本控制,使其能最大化的盡快發(fā)揮預期效益。
[Abstract]:In recent years, with the development of national economic strength and the influence of the surrounding international situation, China's military industry enterprises are faced with heavy tasks and demanding major challenges. China's military industry enterprises were founded in 1950s. In 2009, the state launched a technical transformation project for military enterprises to improve their scientific research and production capacity. The aim is to improve the core competitiveness of military enterprises through the adjustment of industrial structure. The level of enterprise management for the project can not keep up with the growing needs. Some enterprises do not pay enough attention to the management of the technical transformation project, many enterprises' project organization structure is not clear, the level is not clear. Vague job responsibilities and inadequate personnel management affect the implementation of technical transformation projects. The organizational structure, sometimes also known as the organizational type, reflects the structural form of the combination of production factors. That is, the horizontal division of functions and division of levels in management activities, which runs through the whole process of project management activities. This paper is based on WBS (work breakdown structure) project management means. By analyzing the management contents and requirements of the whole life cycle of the technical transformation project of the military enterprises, the characteristics of the project management are analyzed, aiming at the existing problems. Put forward the optimized project management mode, establish and perfect the project management organization, clarify the responsibility of all the departments concerned, optimize the business process, so as to ensure the implementation quality, schedule and cost control of the technical transformation project. Make it possible to maximize the expected benefits as soon as possible.
