【摘要】:目前,河南省的經(jīng)濟(jì)總量位居全國(guó)前列,但是城鎮(zhèn)化水平相對(duì)落后,甚至低于全國(guó)平均水平;另外,河南省是我國(guó)的人口大省,農(nóng)村人口比例高、數(shù)量大,農(nóng)村有著大量的剩余勞動(dòng)力,因此,加速推進(jìn)城鎮(zhèn)化,吸納農(nóng)村剩余勞動(dòng)力,促進(jìn)經(jīng)濟(jì)結(jié)構(gòu)轉(zhuǎn)型,提高農(nóng)民生活水平,改善農(nóng)村面貌和形象,實(shí)現(xiàn)全面建設(shè)小康社會(huì)的目標(biāo)是河南省現(xiàn)階段面臨的主要任務(wù)。同時(shí),河南也是國(guó)家的產(chǎn)糧大省,尤其是小麥的產(chǎn)量,占全國(guó)的四分之一,河南在國(guó)家糧食安全體系中有著重要的作用。因此,河南省在城鎮(zhèn)化過(guò)程中不僅要面臨招商引資、增加就業(yè)、社會(huì)保障等城鎮(zhèn)化相關(guān)問題,還要面臨死守耕地紅線,確保國(guó)家糧食安全的責(zé)任。要實(shí)現(xiàn)河南全省人民富民強(qiáng)省的目標(biāo)和任務(wù)就必須處理好嚴(yán)守耕地紅線和滿足城鎮(zhèn)化建設(shè)用地需求的矛盾,解決好這個(gè)矛盾,既要通過(guò)合理進(jìn)行城鎮(zhèn)建設(shè)規(guī)劃,集約利用城鎮(zhèn)建設(shè)用地,減少人均建設(shè)用地面積;又要開荒造地,增加耕地面積,提高耕地質(zhì)量,確保糧食產(chǎn)量穩(wěn)中有增。 在耕地增加潛力有限的現(xiàn)實(shí)情況下,走涵蓋農(nóng)村在內(nèi)的新型城鎮(zhèn)化的道路,通過(guò)村村合并方式以解決城鎮(zhèn)建設(shè)用地和工業(yè)用地,通過(guò)村村合并,建設(shè)具有城鎮(zhèn)服務(wù)功能的新型農(nóng)村新社區(qū),把農(nóng)民集中起來(lái)居住,節(jié)約出大量的農(nóng)村宅基地,將其復(fù)墾為耕地?fù)Q取城市建設(shè)用地指標(biāo),在減少人均宅基地面積的同時(shí)也讓農(nóng)民享受到具有城鎮(zhèn)水平的公共設(shè)施和服務(wù)。在新型農(nóng)村建設(shè)過(guò)程中出現(xiàn)了建設(shè)資金不足,土地怎樣流轉(zhuǎn),增值收益怎么分等相關(guān)問題。本文就這些問題進(jìn)行了深入的探索和研究,第一章,闡述了本文的研究背景及選題意義,從不同角度對(duì)國(guó)內(nèi)外學(xué)者有關(guān)城鎮(zhèn)化和村村合并建設(shè)新型農(nóng)村社區(qū)等問題的研究進(jìn)行了梳理和總結(jié),并引出了本文要研究的問題:在欠發(fā)達(dá)地區(qū)進(jìn)行新型農(nóng)村社區(qū)建設(shè)所面臨的的資金籌措、土地流轉(zhuǎn)機(jī)制和土地增值收益的分享問題,最后總括地闡述了本文的主要內(nèi)容、基本觀點(diǎn)、研究思路、研究方法和創(chuàng)新之處。第二章,分析了中國(guó)河南省現(xiàn)階段城鎮(zhèn)化的現(xiàn)狀和所面臨的問題,得出新型城鎮(zhèn)化是破解發(fā)展難題的必然選擇的結(jié)論;并通過(guò)相關(guān)理論分析和結(jié)合河南省城鎮(zhèn)化的實(shí)踐,提出了河南省進(jìn)行以小城鎮(zhèn)建設(shè)和新型農(nóng)村社區(qū)建設(shè)為主要內(nèi)容的新型城鎮(zhèn)化道路。第三章,通過(guò)分析河南省城鎮(zhèn)化建設(shè)中新型農(nóng)村社區(qū)建設(shè)不同方式、不同類型的實(shí)踐經(jīng)驗(yàn),點(diǎn)出了目前河南新型新型農(nóng)村社區(qū)建設(shè)面臨的主要問題,主要包括新型社區(qū)建設(shè)的資金籌措問題,農(nóng)村土地流轉(zhuǎn)的問題,如何實(shí)現(xiàn)城鎮(zhèn)建設(shè)用地和農(nóng)村集體建設(shè)用地增減掛鉤的問題,土地交易價(jià)格的確定和土地增值利益在地方政府、企業(yè)開發(fā)商和原農(nóng)戶之間的分配問題。第四章,本章通過(guò)結(jié)合河南省已經(jīng)進(jìn)行的新型農(nóng)村社區(qū)建設(shè)的實(shí)踐,得出了通過(guò)政府財(cái)政、社會(huì)融資、銀行融資、農(nóng)村資產(chǎn)證券化融資和特許經(jīng)營(yíng)等建設(shè)資金籌措的可行途徑。第五章,通過(guò)分析重慶等地地票交易制度的實(shí)踐和國(guó)家相關(guān)土地流轉(zhuǎn)的政策、法規(guī)和制度,結(jié)合河南省的實(shí)際情況,提出了土地流轉(zhuǎn)和土地交易的相關(guān)問題的解決辦法。第六章,通過(guò)博弈論分析,解決了土地流轉(zhuǎn)過(guò)程中地方政府、企業(yè)和農(nóng)戶之間利益分享的相關(guān)問題。 本文的特色和創(chuàng)新之處在于:1.嘗試提出解決欠發(fā)達(dá)農(nóng)區(qū)村村合并進(jìn)行農(nóng)村新社區(qū)建設(shè)資金籌措的路徑,在傳統(tǒng)籌資途徑的基礎(chǔ)上提出新的籌資方式和途徑,為我國(guó)其他地區(qū)推行城鎮(zhèn)化提供了具有借鑒意義的資金籌措方式,尤其是農(nóng)村人口比例較大的欠發(fā)達(dá)地區(qū)的城鎮(zhèn)化;2.結(jié)合國(guó)內(nèi)其他地區(qū)的實(shí)踐,提出適合河南省省情的土地流轉(zhuǎn)模式和土地拍賣機(jī)制,實(shí)現(xiàn)了城鎮(zhèn)建設(shè)用地和農(nóng)村集體建設(shè)用地的增減掛鉤,解決了城鎮(zhèn)化用地需求和保護(hù)耕地之間的矛盾;3.基于博弈論的分析,通過(guò)對(duì)地方政府和農(nóng)戶、企業(yè)和農(nóng)戶的土地增值收益分享的博弈分析,提出農(nóng)戶、集體、政府和企業(yè)等各方對(duì)土地收益分享的比例界定,,并提出相關(guān)建議。
[Abstract]:At present, the total economy in Henan province ranked the forefront of the country, but the urbanization level is relatively backward, even lower than the national average; in addition, Henan is China's most populous province, a high proportion of the rural population, a large number of rural surplus labor force, there are many, therefore, accelerating urbanization, absorb rural surplus labor, promote economic restructuring, improve the living standards of farmers, improve the rural landscape and image, to achieve the goal of building a well-off society is the main task of Henan province at the present stage. At the same time, Henan is a major grain producing province of the country, especially the yield of wheat, accounting for 1/4 of the country, Henan plays an important role in the national food the security system in Henan province. Therefore, in the process of urbanization is facing not only the investment, increase employment, social security and other related issues of urbanization, but also keep the dying surface of arable land and ensure the country Food safety responsibility. To achieve the goals and tasks of Henan province people enriching province must handle strictly arable land and meet the contradiction of land demand of urbanization, to solve this contradiction, not only through the reasonable planning of urban construction, urban construction land intensive utilization, reduce the construction land per capita area; and land reclamation, increase the cultivated area, improve the quality of cultivated land, ensure the grain yield has increased steadily.
In reality, the increase in cultivated land potential is limited under the new towns in rural areas, covering the road through the village merger so as to solve and industrial land in urban construction, the village merger, the new community of new rural construction with urban services, farmers living together, save a large number of rural homestead the reclamation of arable land, for the city construction land, in reducing the per capita homestead area also let farmers enjoy with the level of urban public facilities and services. The second chapter analyzes the current situation of Chinese in Henan province at the present stage of urbanization and the problems faced by the new urbanization is the inevitable choice to solve development problems and the conclusion; and combined with the practice of urbanization in Henan province through the relevant theoretical analysis, put forward the new urbanization in Henan province the road to the construction of small towns and new rural community construction as the main content. In the fourth chapter, the practice of the new rural community construction through the combination of Henan Province, has been carried out, obtained through the government finance, social financing, bank financing, asset securitization financing feasible way of rural construction and franchise financing.
