【摘要】:目前,河南省的經濟總量位居全國前列,但是城鎮(zhèn)化水平相對落后,甚至低于全國平均水平;另外,河南省是我國的人口大省,農村人口比例高、數(shù)量大,農村有著大量的剩余勞動力,因此,加速推進城鎮(zhèn)化,吸納農村剩余勞動力,促進經濟結構轉型,提高農民生活水平,改善農村面貌和形象,實現(xiàn)全面建設小康社會的目標是河南省現(xiàn)階段面臨的主要任務。同時,河南也是國家的產糧大省,尤其是小麥的產量,占全國的四分之一,河南在國家糧食安全體系中有著重要的作用。因此,河南省在城鎮(zhèn)化過程中不僅要面臨招商引資、增加就業(yè)、社會保障等城鎮(zhèn)化相關問題,還要面臨死守耕地紅線,確保國家糧食安全的責任。要實現(xiàn)河南全省人民富民強省的目標和任務就必須處理好嚴守耕地紅線和滿足城鎮(zhèn)化建設用地需求的矛盾,解決好這個矛盾,既要通過合理進行城鎮(zhèn)建設規(guī)劃,集約利用城鎮(zhèn)建設用地,減少人均建設用地面積;又要開荒造地,增加耕地面積,提高耕地質量,確保糧食產量穩(wěn)中有增。 在耕地增加潛力有限的現(xiàn)實情況下,走涵蓋農村在內的新型城鎮(zhèn)化的道路,通過村村合并方式以解決城鎮(zhèn)建設用地和工業(yè)用地,通過村村合并,建設具有城鎮(zhèn)服務功能的新型農村新社區(qū),把農民集中起來居住,節(jié)約出大量的農村宅基地,將其復墾為耕地換取城市建設用地指標,在減少人均宅基地面積的同時也讓農民享受到具有城鎮(zhèn)水平的公共設施和服務。在新型農村建設過程中出現(xiàn)了建設資金不足,土地怎樣流轉,增值收益怎么分等相關問題。本文就這些問題進行了深入的探索和研究,第一章,闡述了本文的研究背景及選題意義,從不同角度對國內外學者有關城鎮(zhèn)化和村村合并建設新型農村社區(qū)等問題的研究進行了梳理和總結,并引出了本文要研究的問題:在欠發(fā)達地區(qū)進行新型農村社區(qū)建設所面臨的的資金籌措、土地流轉機制和土地增值收益的分享問題,最后總括地闡述了本文的主要內容、基本觀點、研究思路、研究方法和創(chuàng)新之處。第二章,分析了中國河南省現(xiàn)階段城鎮(zhèn)化的現(xiàn)狀和所面臨的問題,得出新型城鎮(zhèn)化是破解發(fā)展難題的必然選擇的結論;并通過相關理論分析和結合河南省城鎮(zhèn)化的實踐,提出了河南省進行以小城鎮(zhèn)建設和新型農村社區(qū)建設為主要內容的新型城鎮(zhèn)化道路。第三章,通過分析河南省城鎮(zhèn)化建設中新型農村社區(qū)建設不同方式、不同類型的實踐經驗,點出了目前河南新型新型農村社區(qū)建設面臨的主要問題,主要包括新型社區(qū)建設的資金籌措問題,農村土地流轉的問題,如何實現(xiàn)城鎮(zhèn)建設用地和農村集體建設用地增減掛鉤的問題,土地交易價格的確定和土地增值利益在地方政府、企業(yè)開發(fā)商和原農戶之間的分配問題。第四章,本章通過結合河南省已經進行的新型農村社區(qū)建設的實踐,得出了通過政府財政、社會融資、銀行融資、農村資產證券化融資和特許經營等建設資金籌措的可行途徑。第五章,通過分析重慶等地地票交易制度的實踐和國家相關土地流轉的政策、法規(guī)和制度,結合河南省的實際情況,提出了土地流轉和土地交易的相關問題的解決辦法。第六章,通過博弈論分析,解決了土地流轉過程中地方政府、企業(yè)和農戶之間利益分享的相關問題。 本文的特色和創(chuàng)新之處在于:1.嘗試提出解決欠發(fā)達農區(qū)村村合并進行農村新社區(qū)建設資金籌措的路徑,在傳統(tǒng)籌資途徑的基礎上提出新的籌資方式和途徑,為我國其他地區(qū)推行城鎮(zhèn)化提供了具有借鑒意義的資金籌措方式,尤其是農村人口比例較大的欠發(fā)達地區(qū)的城鎮(zhèn)化;2.結合國內其他地區(qū)的實踐,提出適合河南省省情的土地流轉模式和土地拍賣機制,實現(xiàn)了城鎮(zhèn)建設用地和農村集體建設用地的增減掛鉤,解決了城鎮(zhèn)化用地需求和保護耕地之間的矛盾;3.基于博弈論的分析,通過對地方政府和農戶、企業(yè)和農戶的土地增值收益分享的博弈分析,提出農戶、集體、政府和企業(yè)等各方對土地收益分享的比例界定,,并提出相關建議。
[Abstract]:At present, the total economy in Henan province ranked the forefront of the country, but the urbanization level is relatively backward, even lower than the national average; in addition, Henan is China's most populous province, a high proportion of the rural population, a large number of rural surplus labor force, there are many, therefore, accelerating urbanization, absorb rural surplus labor, promote economic restructuring, improve the living standards of farmers, improve the rural landscape and image, to achieve the goal of building a well-off society is the main task of Henan province at the present stage. At the same time, Henan is a major grain producing province of the country, especially the yield of wheat, accounting for 1/4 of the country, Henan plays an important role in the national food the security system in Henan province. Therefore, in the process of urbanization is facing not only the investment, increase employment, social security and other related issues of urbanization, but also keep the dying surface of arable land and ensure the country Food safety responsibility. To achieve the goals and tasks of Henan province people enriching province must handle strictly arable land and meet the contradiction of land demand of urbanization, to solve this contradiction, not only through the reasonable planning of urban construction, urban construction land intensive utilization, reduce the construction land per capita area; and land reclamation, increase the cultivated area, improve the quality of cultivated land, ensure the grain yield has increased steadily.
In reality, the increase in cultivated land potential is limited under the new towns in rural areas, covering the road through the village merger so as to solve and industrial land in urban construction, the village merger, the new community of new rural construction with urban services, farmers living together, save a large number of rural homestead the reclamation of arable land, for the city construction land, in reducing the per capita homestead area also let farmers enjoy with the level of urban public facilities and services. In this paper, in-depth exploration and Study on these problems, the first chapter introduces the research background and significance of the topic, from different angles on the domestic and foreign scholars on the urbanization and construction of village merger Study on the new rural community problems and summarizes, and puts forward the research question: facing the financing of the new rural community construction in underdeveloped areas, sharing the land transfer mechanism and land value-added benefits, finally explains the main contents in this paper, the basic ideas, research train of thought, research methods and innovations. The second chapter analyzes the current situation of Chinese in Henan province at the present stage of urbanization and the problems faced by the new urbanization is the inevitable choice to solve development problems and the conclusion; and combined with the practice of urbanization in Henan province through the relevant theoretical analysis, put forward the new urbanization in Henan province the road to the construction of small towns and new rural community construction as the main content. The third chapter, through the analysis of the construction of new rural communities construction of cities and towns in Henan Province in different ways, different The type of practical experience, points out the main problems of the Henan model of new rural community construction is facing, mainly including the construction of new community financing, rural land circulation problems, how to realize the land and rural collective construction land for urban construction, land price and land value-added benefits in place the government, enterprises and developers of the original allocation among farmers. In the fourth chapter, the practice of the new rural community construction through the combination of Henan Province, has been carried out, obtained through the government finance, social financing, bank financing, asset securitization financing feasible way of rural construction and franchise financing. In the fifth chapter, through the analysis and practice of countries such as Chongqing to the ticket trading system related land transfer policies, laws and regulations, combined with the actual situation of Henan Province, put forward the land flow The sixth chapter, through game theory analysis, solves the problems of interest sharing between local governments, enterprises and farmers in the process of land transfer.
The characteristics and innovation of this paper lies in: 1. try to solve in undeveloped rural areas village merger path of new rural community construction financing, it puts forward the new ways based on the traditional financing channels, providing reference for fund raising for the implementation of the urbanization in other parts of the country, especially the proportion of a large rural population in underdeveloped areas of urbanization; 2. combined with the practice of other parts of the country, Henan province put forward the suitable mode of land transfer and land auction mechanism, the implementation of urban construction land and rural collective construction land linked to the solution of urbanization between land demand and land protection contradiction; 3. based on the analysis of game theory, based on the local government and farmers, game analysis, enterprises and farmers to share the land value-added income of farmers, collective, government and enterprise etc. The proportion of land income sharing is defined and relevant suggestions are put forward.
