【摘要】：中國共產黨第十八次全國代表大會的工作報告七次提到“城鎮(zhèn)化”,國務院總理李克強也在2012年指出,“城鎮(zhèn)化是中國現代化進程中一個基本問題,是一個大戰(zhàn)略、大問題”�？梢�,城鎮(zhèn)化已是大趨勢。在城鎮(zhèn)化的進程中,農民既是權利主體,也是市場主體,農民市民化的有效促進能夠推動城鎮(zhèn)化進程,本文即以此為出發(fā)點,探究農民市民化過程中面臨的困境及其成因,以期提出對策和制度建議。 本文的主要內容安排如下： 緒論部分。本部分主要是闡明選題的目的和意義,對當前國內外關于城鎮(zhèn)化及農民市民化相關的研究文獻進行梳理,闡明本文的研究意義,并對本文的研究方法、研究思路做出概括說明。 第一部分：我國農民市民化的概況及其與城鎮(zhèn)化的互動關系。本部分分為三節(jié)。第一節(jié)闡釋了農民市民化的重要構成要件,包括其對象、相關法律制度及基礎設施建設等；第二節(jié)介紹了我國農民市民化的現狀,具體表現有速度快,就業(yè)水平低下,缺少社會保障,且出現半市民化的現象；第三節(jié)探究了我國市民化與城鎮(zhèn)化之間的互動關系,二者彼此促進,相輔相成。 第二部分：農民市民化面臨的障礙。本部分論述了市民化過程中需要面對的困難,比如農民思想觀念的滯后,就業(yè)不理想且收入較低,居住環(huán)境差,社會的偏見等,這些都導致農民進入城市后無法得到應有的權利保護,也很難獲得心理認同,對市民化的推進形成了障礙。 第三部分：農民市民化存在障礙的重要成因。本部分分為三節(jié),是本文論述的重點之一。第一節(jié)從制度層面著眼,論述了阻礙市民化關鍵性的幾個制度,包括土地制度、戶籍制度、社會保障制度、就業(yè)制度。第二節(jié)從思想層面進行了探究,市民化之所以進展緩慢,其中重要的影響因素就是農民難以轉變傳統(tǒng)思想,權利意識較低；第三節(jié)是會社會大環(huán)境的剖析,論述了社會各界對市民化的認識不夠,對農民存有偏見,而農民也無法較好適應城市的人際交往方式。 第四部分：推進農民市民化的對策建議。本部分是本文的又一個重點,具體的對策建議均是考量了阻礙市民化的原因之后進行的對癥下藥,主要對策有完善土地、戶籍以及社會保障制度,增強農民的思想認識,引導他們學習職業(yè)技能,提高自身素質,除此之外,還應優(yōu)化農民進城后的就業(yè)環(huán)境,消除大眾對農民的偏見,使農民真正融入城市生活,成為真正的城市主體。 本文以我國的城鎮(zhèn)化進程為切入點,主要論述農民市民化的內涵,探尋市民化過程中存在的問題及其成因,希冀為農民市民化的順利推進提供制度建議,但因能力所限,很多論述僅停留在理論分析階段,在對城鎮(zhèn)化中農民市民化的影響因素討論還有待進一步深入,提出的建議未進行充分的可行性分析。
[Abstract]:"urbanization" was mentioned seven times in the report on the work of the 18th National Congress of the Communist Party of China. Premier Li Keqiang of the State Council also pointed out on 2012 that "urbanization is a fundamental problem in the process of China's modernization." In the process of urbanization, farmers are not only the subject of rights, but also the main body of the market. The effective promotion of the urbanization of farmers can promote the process of urbanization. Based on this, this paper probes into the dilemma and its causes in the process of farmers' urbanization, in order to put forward countermeasures and institutional suggestions. The main contents of this paper are as follows: The introduction part. This part is mainly to clarify the purpose and significance of the topic, the current domestic and foreign research on urbanization and farmers citizenship related literature to comb, clarify the significance of this study. And the research method of this paper, research ideas to make a general explanation. This part is divided into three sections. The first section explains the important elements of farmers' urbanization, including its object. Related legal system and infrastructure construction; The second section introduces the present situation of farmers' urbanization in our country, which has the characteristics of fast speed, low employment level, lack of social security, and the phenomenon of semi-urbanization. The third section explores the interactive relationship between urbanization and urbanization in China, the two promote each other and complement each other. The second part: the obstacles faced by farmers in the process of citizenship. This part discusses the difficulties that need to be faced in the process of urbanization, such as the lagging of farmers' ideas, poor employment and low income, poor living environment. Because of the prejudice of society, the peasants can not get the protection of their rights after entering the city, and it is difficult to obtain the psychological identity, which is an obstacle to the advancement of the city. This part is divided into three sections, which is one of the key points of this paper. The first section discusses several key systems that hinder the urbanization from the system level. Including the land system, the household registration system, the social security system, the employment system. One of the important factors is that farmers are difficult to change their traditional ideas, and their awareness of rights is low. The third section is the analysis of the general environment of the society, which discusses that the social circles do not have enough understanding of the city and have prejudice against the farmers, and the farmers are unable to adapt to the way of interpersonal communication in the city. Part 4th: countermeasures and suggestions to promote the urbanization of farmers. This part is another focus of this paper, the specific countermeasures and suggestions are to consider the reasons for the obstruction of urbanization after the right remedy. The main countermeasures are to improve the land, household registration and social security system, enhance farmers' ideological understanding, guide them to learn vocational skills, improve their own quality, in addition, we should also optimize the employment environment of farmers after entering the city. Eliminate the prejudice of the masses to farmers, so that farmers truly integrate into urban life, become the real city subject. Based on the process of urbanization in our country, this paper mainly discusses the connotation of the urbanization of farmers, explores the problems and causes in the process of urbanization, and hopes to provide system suggestions for the smooth advancement of the urbanization of farmers. However, due to the limitation of capacity, many discussions only stay in the stage of theoretical analysis, and the discussion on the influencing factors of the urbanization of farmers' citizenship still needs to be further deepened, and the suggestions made are not fully feasible analysis.
