【摘要】：新型城鎮(zhèn)化建設(shè)是我國全面實現(xiàn)小康社會宏偉目標(biāo)的有力載體,是促進(jìn)城鄉(xiāng)關(guān)系良好發(fā)展、共同繁榮的重要契機。因此,在全國上下全面進(jìn)行新型城鎮(zhèn)化建設(shè)的背景下,如何高質(zhì)量、高效率實現(xiàn)建設(shè)任務(wù),是人們關(guān)注和研究的重點內(nèi)容。文章以張家口市為研究區(qū)域,結(jié)合其特殊的城市特點,進(jìn)行新型城鎮(zhèn)化建設(shè)的對策研究,竭力為河北省和全國的新型城鎮(zhèn)化建設(shè)服務(wù)。論文以馬克思鄉(xiāng)村城市化理論及相關(guān)內(nèi)容為指導(dǎo),參考和借鑒國內(nèi)外研究成果,運用實證分析、文獻(xiàn)和比較研究等方法,通過走訪張家口市各級政府和相關(guān)部門以及對具有代表性的區(qū)、縣進(jìn)行實地調(diào)研,綜合研究得出張家口市新型城鎮(zhèn)化建設(shè)現(xiàn)狀,并從中總結(jié)出已經(jīng)取得的成就,有:城鄉(xiāng)面貌顯著變化,社會民生不斷發(fā)展,對外開放有所進(jìn)步,生態(tài)環(huán)境明顯改善。論文還列舉了天津、成都兩地進(jìn)行新型城鎮(zhèn)化建設(shè)的創(chuàng)新之舉,總結(jié)出天津模式和成都模式,吸取成功經(jīng)驗。當(dāng)然,張家口市仍然存在著嚴(yán)重的問題阻礙著新型城鎮(zhèn)化建設(shè),例如:山區(qū)面積比重較大,地區(qū)發(fā)展不平衡,產(chǎn)業(yè)發(fā)展滯后,普通群眾參與度不夠。已經(jīng)取得的成就需要繼續(xù)保持和完善,而存在的問題需要努力尋求解決方式。結(jié)合張家口市實際情況及相關(guān)理論,從制定合理規(guī)劃和發(fā)展目標(biāo),完善城市功能并提升城市品位,進(jìn)一步推進(jìn)產(chǎn)業(yè)結(jié)構(gòu)重組,不斷增強群眾的參與度和主動性等方面,嘗試提出有助于張家口市新型城鎮(zhèn)化建設(shè)的建議。論文創(chuàng)新點體現(xiàn)在:對于城鎮(zhèn)化建設(shè)的研究非常多,但是都側(cè)重于某一方面進(jìn)行研究。論文嘗試以張家口市為切入點,立足于十八大,對新型城鎮(zhèn)化建設(shè)進(jìn)行系統(tǒng)而全面的研究,并利用黨的群眾路線教育實踐活動的契機,深入群眾中了解其迫切需要解決的問題,進(jìn)行針對性建設(shè),將理論與實際充分結(jié)合,為張家口市新型城鎮(zhèn)化建設(shè)提供參考意見。
[Abstract]:The construction of new urbanization is a powerful carrier to realize the grand goal of a well-off society in China and an important opportunity to promote the good development of urban-rural relations and common prosperity. Under the background of carrying out the new urbanization construction all over the country, how to realize the construction task with high quality and high efficiency is the focus of people's attention and research. This article takes Zhangjiakou City as the research area. Combined with its special urban characteristics, this paper studies the countermeasures of new urbanization construction, and tries its best to serve the new urbanization construction in Hebei province and the whole country. The paper is guided by Marx's rural urbanization theory and related contents. Reference and reference to domestic and foreign research results, using empirical analysis, literature and comparative research methods, through visits to all levels of government and relevant departments in Zhangjiakou City, as well as representative districts, counties to carry out field research. Comprehensive study of Zhangjiakou new urbanization construction status quo, and summed up the achievements have been made, there are: urban and rural face significant changes, social and people's livelihood continues to develop, open to the outside world has made progress. The ecological environment is obviously improved. This paper also enumerates the innovation of new urbanization construction in Tianjin and Chengdu, summarizes the Tianjin model and Chengdu model, and draws the successful experience. Zhangjiakou City still has serious problems hindering the construction of new urbanization, such as: large proportion of mountainous area, unbalanced regional development, lagging behind the development of industry. The ordinary people's participation is not enough. The achievements that have been achieved need to be maintained and improved, while the existing problems need to seek solutions. Combined with the actual situation of Zhangjiakou City and related theories. From the formulation of reasonable planning and development goals, improve the city function and improve the city grade, further promote the restructuring of industrial structure, constantly enhance the participation of the masses and initiative, and so on. Try to put forward to help Zhangjiakou new urbanization construction proposals. The innovation of this paper is reflected in: there are a lot of research on urbanization construction. However, the thesis tries to take Zhangjiakou City as the breakthrough point, based on the 18 big, to carry on the systematic and comprehensive research to the new urbanization construction. And take advantage of the Party's mass line education practice, in-depth understanding of the masses of its urgent need to solve the problems, targeted construction, the full integration of theory and practice. For Zhangjiakou new urbanization construction provides the reference opinion.
