【摘要】：可持續(xù)發(fā)展是當(dāng)今社會(huì)發(fā)展的主旋律之一，是人們對(duì)傳統(tǒng)經(jīng)濟(jì)發(fā)展模式進(jìn)行深刻反思的結(jié)晶。對(duì)公共工程進(jìn)行全壽命期可持續(xù)能力研究，是貫徹落實(shí)科學(xué)發(fā)展觀，走可持續(xù)發(fā)展道路的重要實(shí)施，是新的社會(huì)經(jīng)濟(jì)環(huán)境下每個(gè)公民應(yīng)盡的責(zé)任和義務(wù)。本文主要針對(duì)我國(guó)公共工程全壽命周期可持續(xù)能力過程責(zé)任歸屬進(jìn)行了分析與研究，以期能對(duì)實(shí)際建設(shè)項(xiàng)目的可持續(xù)發(fā)展提供理論依據(jù)和幫助。 論文首先根據(jù)公共工程項(xiàng)目的特點(diǎn)，結(jié)合可持續(xù)發(fā)展和全壽命周期理論，闡述了公共工程可持續(xù)發(fā)展的內(nèi)涵，指明責(zé)任歸屬的涵義與原則。 然后，在理論依據(jù)的研究基礎(chǔ)上，從責(zé)任法定和生態(tài)學(xué)角度分析公共工程全壽命期責(zé)任歸屬的特殊屬性，引入公共工程可持續(xù)能力指標(biāo)體系，并結(jié)合全壽命期的劃分，建立了公共工程全壽命期可持續(xù)評(píng)價(jià)指標(biāo)體系。 最后，分析指標(biāo)體系中各指標(biāo)間的相互影響，，構(gòu)建了因果反饋圖，并在指標(biāo)體系的基礎(chǔ)上運(yùn)用層次分析法對(duì)各項(xiàng)指標(biāo)進(jìn)行分析。計(jì)算各指標(biāo)對(duì)公共工程可持續(xù)發(fā)展的貢獻(xiàn)權(quán)重，確定責(zé)任歸屬，以期能對(duì)公共工程的可持續(xù)發(fā)展提供理論依據(jù)。
[Abstract]:Sustainable development is one of the main theme of today's social development, is the crystallization of people's profound reflection on the traditional mode of economic development. The study of whole life sustainable ability of public project is the implementation of Scientific Outlook on Development, an implementation of the road of sustainable development, is the new social and economic environment of each citizen's responsibility and obligation. This article mainly aims at the whole life cycle of public project in China sustainable ability of responsibility is analyzed and studied, in order to provide theoretical basis and practical help to the sustainable development of construction projects.
Firstly, according to the characteristics of public works, combined with the theory of sustainable development and life cycle, this paper expounds the connotation of sustainable development of public works, and points out the meaning and principles of responsibility attribution.
Then, based on the theoretical basis, the special attributes of the attribution of responsibility of public engineering life cycle analysis from the legal responsibility and ecological point of view, the introduction of sustainable ability index system of public project, combined with the division of whole life, a life of public engineering sustainable evaluation index system.
Finally, analyze the interaction between the various indicators in the index system, construct the causal loop diagram, and based on the index system based on AHP indexes were analyzed. The weight of each index is calculated with the sustainable development of public works, to determine the attribution of responsibility, so as to provide theoretical basis for the sustainable development of public works.
