【摘要】：自2002年以來西安市城市綠化工作突飛猛進,2010年成為國家園林城市,2013年,西安市政府又啟動創(chuàng)建森林城市的工作,這給城市綠化建設(shè)又帶來良好的發(fā)展空間。但總體來看,西安市存在綠化養(yǎng)護管理水平相對較低等情況。這種狀況不僅不能滿足城市生態(tài)環(huán)境的根本改善,也制約了城市經(jīng)濟建設(shè)和社會生態(tài)建設(shè)的協(xié)調(diào)發(fā)展。如何改變這種不協(xié)調(diào)的狀況,使城市綠化建設(shè)成為經(jīng)濟和社會協(xié)調(diào)發(fā)展的重心,給城市提供更好的人居環(huán)境,確實是一項較為艱巨的任務(wù)。本文在研究已有相關(guān)文獻資料的基礎(chǔ)上,聯(lián)系西安市城市綠化養(yǎng)護管理實際,綜合分析了西安市綠化養(yǎng)護管理的現(xiàn)狀。通過對西安市綠化養(yǎng)護管理的現(xiàn)狀分析,總結(jié)綠化養(yǎng)護管理與城市綠化的發(fā)展有著不可割舍的聯(lián)系,得出如下結(jié)論:1、西安市把生態(tài)建設(shè)放在首位,城市綠化建設(shè)得了較大成就,城市生態(tài)得到改善、城市環(huán)境不斷美化,促進社會和諧。2、城市綠化養(yǎng)護管理還有著許多不足,綠化管理水平有待提高。綠化養(yǎng)護管理資金投入跟不上城市綠化建設(shè),應(yīng)提高綠化養(yǎng)護管理人員工資待遇,調(diào)動從業(yè)人員積極性。3、提出了提高城市養(yǎng)護管理水平的對策和建議:規(guī)劃設(shè)計中要形成穩(wěn)定的城市綠地生態(tài)系統(tǒng);綠化施工要嚴格按照操作規(guī)程;搞好綠化養(yǎng)護管理;做好各項植保防控工作;提高養(yǎng)護管理從業(yè)人員的整體水平;提高綠化養(yǎng)護人員工資待遇;完善綠化法規(guī),健全綠化管理制度;落實精細化管理完善養(yǎng)護管理制度;努力成為節(jié)地、節(jié)水、節(jié)材、節(jié)能、節(jié)力的園林,更新以往養(yǎng)護管理模式。
[Abstract]:Since 2002, Xi'an city greening work has been advancing by leaps and bounds. In 2010, Xi'an city has become a national garden city. In 2013, Xi'an municipal government started the work of establishing forest city, which brings good development space to urban greening construction. But overall, Xi'an City has relatively low level of greening maintenance management and so on. This situation not only can not meet the fundamental improvement of urban ecological environment, but also restricts the coordinated development of urban economic construction and social ecological construction. How to change this uncoordinated situation, make urban greening construction become the focus of coordinated economic and social development, and provide a better living environment for the city, is indeed a relatively difficult task. On the basis of the research on the related documents and the practice of urban greening maintenance management in Xi'an, this paper comprehensively analyzes the present situation of the greening maintenance management in Xi'an. Based on the analysis of the current situation of greening maintenance management in Xi'an city, the paper concludes that the greening maintenance management and the development of urban greening can not be separated from each other. The conclusions are as follows: 1. Ecological construction is put first in Xi'an city. Great achievements have been made in urban greening construction, urban ecology has been improved, urban environment has been continuously beautified, and social harmony has been promoted. 2. There are still many deficiencies in urban greening maintenance and management, and the level of greening management needs to be improved. The investment in greening and maintenance management cannot keep up with the construction of urban greening. Therefore, the salary and treatment of the greening and maintenance management personnel should be improved, and the enthusiasm of the employees should be aroused. The countermeasures and suggestions to improve the level of urban maintenance and management are put forward: the stable urban green space ecosystem should be formed in the planning and design; The greening construction should strictly follow the operation rules; do well the greening maintenance management; do well the plant protection and prevention and control work; improve the whole level of the maintenance and management personnel; raise the salary and treatment of the greening maintenance personnel; Perfect the greening laws and regulations, perfect the greening management system; carry out the fine management and perfect the maintenance management system; strive to become the garden of saving land, saving water, saving materials, saving energy, renewing the previous maintenance management mode.
