【摘要】：城市發(fā)展模式的轉(zhuǎn)變必然帶來城市公共物品生產(chǎn)模式的轉(zhuǎn)變。本文認(rèn)為,激勵性區(qū)劃制度可以成為存量規(guī)劃下一種有效的城市公共物品生產(chǎn)模式,并在對美國激勵性區(qū)劃制度的發(fā)展歷史、規(guī)劃編制、實(shí)施管理、評估監(jiān)管等方面進(jìn)行詳細(xì)剖析的基礎(chǔ)上,結(jié)合兩國制度差異和我國目前發(fā)展現(xiàn)狀,提出了在激勵性區(qū)劃政策本土化中的具體政策與制度建議。
[Abstract]:The transformation of urban development mode will inevitably bring about the transformation of urban public goods production mode. This paper holds that the incentive regionalization system can become an effective production model for urban public goods under stock planning, and it can also be used to manage the development history, planning and implementation of the incentive zoning system in the United States. Based on the detailed analysis of the evaluation and supervision, combined with the differences between the two countries' systems and the present development situation of our country, this paper puts forward some specific policies and institutional suggestions in the localization of the incentive regionalization policy.
