南京新城區(qū)居住就業(yè)空間及協(xié)調(diào)發(fā)展機(jī)制研究

【摘要】:在中國(guó)城市化邁向城市型社會(huì)為主體的時(shí)代,中國(guó)的經(jīng)濟(jì)、社會(huì)和城市化呈現(xiàn)快速、持續(xù)發(fā)展的態(tài)勢(shì),城市規(guī)模迅速增長(zhǎng),城市空間結(jié)構(gòu)發(fā)生劇變。國(guó)內(nèi)大中城市先后提出了城市的跨越式發(fā)展戰(zhàn)略,新城區(qū)建設(shè)迅速發(fā)展。中國(guó)新城建設(shè)在汲取西方新城建設(shè)經(jīng)驗(yàn)教訓(xùn)的基礎(chǔ)上,新城建設(shè)職住平衡的理念早已深入人心,理應(yīng)避開西方新城建設(shè)職住分離的陷阱,然而,中國(guó)大城市新城與主城間交通擁堵,通勤時(shí)間持續(xù)增長(zhǎng),新城建設(shè)存在嚴(yán)重的職住分離現(xiàn)象。在此背景下,筆者基于居住—就業(yè)視角,選取南京東山副城、江北副城、仙林副城作為實(shí)證研究對(duì)象,比較分析南京三個(gè)新城區(qū)居住與就業(yè)空間的相關(guān)特征及其相互關(guān)系,進(jìn)而對(duì)中國(guó)大城市新城建設(shè)的職住失調(diào)間題,其發(fā)展規(guī)律、形成機(jī)制、均衡發(fā)展的控制引導(dǎo)模式進(jìn)行深入探討,以期推動(dòng)大城市新城區(qū)以更為健康、協(xié)調(diào)的方式發(fā)展。論文首先對(duì)國(guó)內(nèi)外新城建設(shè)、居住空間、就業(yè)空間、居住就業(yè)關(guān)系等方面相關(guān)研究進(jìn)行了歸納與總結(jié),確立了基于居住—就業(yè)視角的新城區(qū)居住、就業(yè)空間協(xié)調(diào)發(fā)展機(jī)制研究的技術(shù)路線和研究框架。在總結(jié)國(guó)內(nèi)新城建設(shè)及南京新城區(qū)發(fā)展演變進(jìn)程的基礎(chǔ)上,對(duì)南京三個(gè)新城區(qū)居住就業(yè)的總量進(jìn)行測(cè)度,結(jié)果顯示南京新城區(qū)居住-就業(yè)總量相對(duì)平衡。論文進(jìn)而選取江北副城的泰山園區(qū)、仙林副城的仙鶴片區(qū)、東山副城的百家湖片區(qū)進(jìn)行問卷調(diào)研,利用SPSS軟件對(duì)調(diào)研數(shù)據(jù)進(jìn)行統(tǒng)計(jì)分析,采用“單因子-主因子-聚類分析”的因子分析法分別對(duì)三個(gè)新城區(qū)的居住和就業(yè)空間特征進(jìn)行比較分析。隨后,以職住人群的通勤行為特征為剖析點(diǎn),分析新城區(qū)居住就業(yè)失配關(guān)系,測(cè)算職住人群的居住就業(yè)分離度,基于職住分離度分別對(duì)三個(gè)新城區(qū)居住、就業(yè)人群的職住失配特征進(jìn)行解析和對(duì)比研究。最后,歸納總結(jié)了新城區(qū)居住-就業(yè)空間協(xié)調(diào)發(fā)展的“總量平衡律”、“結(jié)構(gòu)匹配律”、“通勤交通適配律”、“公共設(shè)施協(xié)配律”,對(duì)新城區(qū)居住-就業(yè)空間結(jié)構(gòu)失配現(xiàn)象形成的內(nèi)在動(dòng)因進(jìn)行探討,并提出新城區(qū)居住-就業(yè)空間均衡發(fā)展的控制引導(dǎo)模式和優(yōu)化策略。
[Abstract]:In the era when China's urbanization has moved towards a city-oriented society, China's economy, society and urbanization have shown a rapid and sustained development, and the scale of cities has grown rapidly. The urban spatial structure has undergone drastic changes. Large and medium-sized cities in China have successively put forward the leapfrog development strategy of cities, and the construction of new urban areas has developed rapidly. The construction of new cities in China is based on the lessons learned from the construction of new cities in the West. The idea of a balance of occupation and residence in the construction of a new city has long been deeply rooted in the people's heart, and it should avoid the trap of separation of occupation and residence in the construction of a new town in the West. However, the traffic between the new city and the main city in China is congested, and the commuting time continues to grow. In this context, based on the perspective of live-employment, the author chooses Dongshan, Jiangbei and Xianlin as the empirical research objects. This paper compares and analyzes the characteristics of residence and employment space in the three new urban areas of Nanjing and their mutual relations, and then analyzes the problems of occupation and housing imbalance in the construction of new cities in China, its development law and formation mechanism. The control and guiding mode of balanced development is discussed in order to promote the development of new urban areas in large cities in a more healthy and coordinated manner. First of all, the paper discusses the construction, living space and employment space of new cities at home and abroad. The research on the relationship between residence and employment is summarized, and the new urban residence based on the perspective of living-employment is established. On the basis of summing up the construction of the new city in China and the evolution process of the development of the new urban area in Nanjing, this paper measures the total amount of residential employment in the three new urban areas of Nanjing. The results show that the total amount of residence and employment in Nanjing New City is relatively balanced. The paper then selects Taishan Park of Jiangbei Sub-city, Xianhe District of Xianlin sub-city and Baijia Lake area of Dongshan sub-city to carry out questionnaire investigation. Using the SPSS software to carry on the statistical analysis to the investigation data, using the factor analysis method of "single factor-principal factor-cluster analysis" to compare and analyze the living and employment space characteristics of the three new urban areas respectively. Based on the commuting behavior characteristics of the occupants, this paper analyzes the relationship between residential and employment mismatch in the new urban area, calculates the degree of the occupation and employment separation of the occupants, and respectively analyzes the three new urban areas based on the separation degree of occupation and residence. The characteristics of occupational mismatch among employed people are analyzed and compared. Finally, This paper sums up the "total balance law", "structure matching law", "commuting traffic adaptation law", "public facilities co-allocation law", which are used in the coordinated development of residential and employment space in the new urban area, which is the inner part of the mismatch of the residential and employment spatial structure in the new urban area. In the context of motivation, The paper also puts forward the control and guidance mode and optimization strategy for the balanced development of residential-employment space in the new urban area.
