【摘要】：為了應(yīng)對次貸危機之后的長期蕭條,歐元區(qū)與日本于2014年和2016年相繼開始實施負利率政策。負利率不僅打破了政策利率零下限的教條,而且對現(xiàn)有理論提出了挑戰(zhàn)�；诤髣P恩斯主義理論對負利率政策的傳導(dǎo)渠道及其有效性的影響因素進行的分析發(fā)現(xiàn),負利率政策成敗的關(guān)鍵取決于兩個方面:一是能否有效修復(fù)各部門的資產(chǎn)負債表,增強商業(yè)銀行貸款供給意愿,二是能否有效增加企業(yè)投資需求和貸款需求。只有這兩個方面同時發(fā)揮作用,負利率政策才能實現(xiàn)預(yù)期目標。
[Abstract]:In response to the prolonged depression following the subprime mortgage crisis, the euro zone and Japan began to implement negative interest rate policies in 2014 and 2016. Negative interest rate not only breaks the doctrine of zero lower limit of policy interest rate, but also challenges the existing theory. Based on the post-Keynesian theory, it is found that the key to the success or failure of the negative interest rate policy depends on two aspects: one is whether it can effectively repair the balance sheet of each department, strengthen the willingness of commercial banks to supply loans, and the other is whether it can effectively increase the investment demand and loan demand of enterprises. Only when these two aspects play a role at the same time, the negative interest rate policy can achieve the expected objectives.
