【摘要】：近年來(lái),我國(guó)反洗錢(qián)體系不斷完善,洗錢(qián)分子在我國(guó)境內(nèi)洗錢(qián)的難度增加,逐漸采取更為復(fù)雜和隱蔽的洗錢(qián)方式以逃避法律制裁。隨著人民幣資本項(xiàng)目的開(kāi)放,跨境資本流動(dòng)規(guī)模不斷擴(kuò)大,洗錢(qián)行為也隨之出現(xiàn)了新動(dòng)向,涉及資本項(xiàng)下非法資金的跨境洗錢(qián)問(wèn)題,給我國(guó)的金融安全和穩(wěn)定帶來(lái)了威脅。本文分析了我國(guó)資本項(xiàng)目開(kāi)放背景下對(duì)跨境洗錢(qián)帶來(lái)的影響以及跨境洗錢(qián)的新方式,提出應(yīng)從國(guó)際合作、制度建設(shè)、人員管理等方面完善反洗錢(qián)機(jī)制的建議。
[Abstract]:In recent years, the anti-money laundering system of our country has been improved continuously, the money laundering elements in our country have become more difficult to launder money, and gradually adopt more complicated and covert ways of money laundering in order to evade the legal sanctions. With the opening of RMB capital account, the scale of cross-border capital flow continues to expand, and the money laundering behavior also appears new trends. The cross-border money laundering problem involving illegal funds under capital item has brought threat to the financial security and stability of our country. This paper analyzes the influence of capital account opening on cross-border money laundering and the new ways of cross-border money laundering, and puts forward some suggestions for perfecting anti-money laundering mechanism from the aspects of international cooperation, system construction, personnel management and so on.
