【摘要】：本文基于2008-2013年中國645個(gè)城市的數(shù)據(jù),構(gòu)建"反事實(shí)框架"并利用傾向得分匹配法,系統(tǒng)考察了外商直接投資(FDI)進(jìn)入對城市基礎(chǔ)設(shè)施績效的影響,結(jié)果顯示:FDI進(jìn)入對城市基礎(chǔ)設(shè)施績效產(chǎn)生了顯著的"增進(jìn)效應(yīng)",這不僅顯著表現(xiàn)于"資金效應(yīng)"方面,還顯著表現(xiàn)在"技術(shù)效應(yīng)"方面;上述技術(shù)效應(yīng)隨年份的推移呈逐漸擴(kuò)大態(tài)勢,并且具有"累積式"滯后特征,即FDI進(jìn)入所帶來的先進(jìn)技術(shù)或管理經(jīng)驗(yàn)需經(jīng)歷一定時(shí)期才能對城市基礎(chǔ)設(shè)施績效的提升起促進(jìn)作用。本文結(jié)論可為在中國新型城鎮(zhèn)化進(jìn)程中充分、有效地利用外資提供政策啟示。
[Abstract]:Based on the data of 645 cities in China from 2008 to 2013, this paper constructs a "counterfactual framework" and makes use of the tendency score matching method to systematically investigate the impact of foreign direct investment (FDI) entry on urban infrastructure performance. The results show that the "enhancement effect" of FDI entry on urban infrastructure performance is significant, not only in the aspect of "financial effect", but also in "technological effect". These technical effects are gradually expanding with the passage of the year, and have the characteristic of "cumulative" lag. That is, the advanced technology or management experience brought by FDI can promote the improvement of urban infrastructure performance. The conclusion of this paper can provide policy inspiration for the full and effective utilization of foreign capital in the process of new urbanization in China.
