【摘要】：金融危機(jī)之后,雖然各國(guó)央行開(kāi)始意識(shí)到以維持物價(jià)和產(chǎn)量穩(wěn)定為目標(biāo)的貨幣政策框架忽視了信貸和資產(chǎn)價(jià)格對(duì)價(jià)格穩(wěn)定的影響,但大多數(shù)央行決策者和金融界人士主張傳統(tǒng)的貨幣政策框架應(yīng)維持不變。在貨幣政策與金融穩(wěn)定的關(guān)系上,他們?nèi)耘f堅(jiān)持危機(jī)前就已廣泛流行的觀點(diǎn),即認(rèn)為只有當(dāng)金融穩(wěn)定風(fēng)險(xiǎn)影響到對(duì)通貨膨脹和產(chǎn)量缺口預(yù)期的情況下,貨幣政策才有必要做出適當(dāng)?shù)姆磻?yīng)。近幾年來(lái),西方一些金融理論界人士開(kāi)始主張將金融穩(wěn)定風(fēng)險(xiǎn)包括在貨幣政策目標(biāo)之內(nèi),甚至少數(shù)國(guó)家央行已通過(guò)采取"逆風(fēng)干預(yù)策略"將其付諸政策實(shí)踐。國(guó)際清算銀行最近明確提出,各國(guó)央行有必要在維持價(jià)格穩(wěn)定目標(biāo)的同時(shí),考慮如何系統(tǒng)地將金融穩(wěn)定作為其貨幣政策的目標(biāo)之一。本文圍繞金融穩(wěn)定與貨幣政策的關(guān)系,重點(diǎn)討論以下三個(gè)問(wèn)題:第一,如何將金融穩(wěn)定納入央行貨幣政策的目標(biāo)函數(shù)中;第二,如何定義和衡量金融穩(wěn)定風(fēng)險(xiǎn)的指標(biāo);第三,如何理解貨幣政策與宏觀審慎政策在應(yīng)對(duì)金融穩(wěn)定風(fēng)險(xiǎn)方面的作用。
[Abstract]:After the financial crisis, although central banks began to realize that monetary policy frameworks aimed at maintaining price and output stability ignored the impact of credit and asset prices on price stability, But most central bankers and financiers argue that the traditional monetary policy framework should remain unchanged. On the relationship between monetary policy and financial stability, they still hold to the pre-crisis view that it is only when the risks of financial stability affect expectations of inflation and production shortfalls. Monetary policy requires a proper response. In recent years, some financial theorists in the West have begun to advocate that the risk of financial stability should be included in the monetary policy objective, and even a few central banks have put it into practice by adopting "counterwind intervention strategy". The Bank for International Settlements has recently made it clear that central banks need to consider how to make financial stability one of their monetary policy goals while maintaining price stability targets. Focusing on the relationship between financial stability and monetary policy, this paper focuses on the following three issues: first, how to integrate financial stability into the objective function of central bank monetary policy; second, how to define and measure the risk of financial stability; third, How to understand the role of monetary policy and macro-prudential policy in dealing with financial stability risks.
