【摘要】：合規(guī)風(fēng)險(xiǎn)與操作風(fēng)險(xiǎn)之間存在著相關(guān)性,分析兩類風(fēng)險(xiǎn)的相互關(guān)系有助于制定協(xié)同、一致的解決方案。產(chǎn)生合規(guī)風(fēng)險(xiǎn)和操作風(fēng)險(xiǎn)的主體是銀行員工,而銀行文化對(duì)員工具有內(nèi)在的約束、激勵(lì)和導(dǎo)向作用,因此,從文化視角出發(fā),研究合規(guī)文化對(duì)風(fēng)險(xiǎn)管理的作用機(jī)制具有重要的理論意義和現(xiàn)實(shí)意義。"主動(dòng)合規(guī)"是商業(yè)銀行合規(guī)文化建設(shè)的方向。"規(guī)"是一種行為規(guī)范,"合"是一種思維方式,"主動(dòng)"是一種價(jià)值觀念。在這一價(jià)值觀念指引下,銀行員工會(huì)深刻領(lǐng)悟合規(guī)價(jià)值,并將長(zhǎng)期習(xí)慣性的合規(guī)操作轉(zhuǎn)化為自身的責(zé)任,使合規(guī)操作融入銀行經(jīng)營(yíng)管理之中。商業(yè)銀行實(shí)現(xiàn)合規(guī)文化建設(shè)的目標(biāo),關(guān)鍵是要正確處理業(yè)務(wù)發(fā)展與合規(guī)操作的關(guān)系、客戶滿意度與合規(guī)操作之間的關(guān)系、不同業(yè)務(wù)部門規(guī)章制度之間相沖突的關(guān)系、高管人員要求和規(guī)章制度之間的關(guān)系、檢查考核與降低操作風(fēng)險(xiǎn)之間的關(guān)系、文化建設(shè)的長(zhǎng)期性要求和短期性需求之間的關(guān)系。
[Abstract]:There is a correlation between compliance risk and operational risk. The subject of the compliance risk and operational risk is the bank employee, and the bank culture has the inherent restriction, incentive and guidance function to the employee, therefore, from the cultural angle of view, It is of great theoretical and practical significance to study the mechanism of compliance culture on risk management. " Active compliance is the direction of the construction of compliance culture in commercial banks. Regulation is a standard of conduct, harmony is a mode of thinking, and initiative is a value. Under the guidance of this value concept, the bank staff will deeply understand the compliance value and transform the long-term habitual compliance operation into their own responsibility, so that the compliance operation can be integrated into the management of the bank. For commercial banks to achieve the goal of building a compliance culture, the key is to correctly handle the relationship between business development and compliance operations, the relationship between customer satisfaction and compliance operations, and the conflict between the rules and regulations of different business departments, The relationship between executive requirements and rules and regulations, the relationship between examination and assessment and the reduction of operational risk, and the relationship between the long-term requirements of cultural construction and short-term needs.
