黑龍江省種糧大戶融資渠道選擇及其影響因素研究

【摘要】:隨著城鎮(zhèn)化進(jìn)程的逐步推進(jìn),我國(guó)農(nóng)業(yè)現(xiàn)代化快速發(fā)展。當(dāng)前傳統(tǒng)農(nóng)業(yè)生產(chǎn)方式正面臨著"誰(shuí)來(lái)種地"與"怎樣種地"的困境。為適應(yīng)現(xiàn)代農(nóng)業(yè)的發(fā)展,改變傳統(tǒng)農(nóng)業(yè)生產(chǎn)方式,近年來(lái)中央的"一號(hào)文件"連續(xù)14年聚焦三農(nóng),積極出臺(tái)相關(guān)扶持政策,加快培育新型的農(nóng)業(yè)經(jīng)營(yíng)主體,為農(nóng)業(yè)的健康發(fā)展保駕護(hù)航。黑龍江省作為我國(guó)糧食商品率最高的農(nóng)業(yè)大省,緊跟國(guó)家政策,在"三江平原"和"嫩江平原"的現(xiàn)代農(nóng)業(yè)綜合配套改革試驗(yàn)區(qū)推動(dòng)下,農(nóng)村中涌現(xiàn)出了一大批種糧大戶這樣的新型農(nóng)業(yè)經(jīng)營(yíng)主體。據(jù)陳潔等統(tǒng)計(jì),全國(guó)6.67公頃以上的種糧大戶至少有47.84萬(wàn)戶,其中黑龍江省超過(guò)30萬(wàn)戶。當(dāng)前階段,我國(guó)農(nóng)業(yè)經(jīng)營(yíng)主體正在發(fā)生新的變化,種糧大戶已經(jīng)成為建設(shè)現(xiàn)代農(nóng)業(yè)的骨干力量。但是,在規(guī)模和數(shù)量擴(kuò)張的同時(shí),種糧大戶在農(nóng)業(yè)生產(chǎn)中的資金需求也呈現(xiàn)出了新的特征,其對(duì)融資渠道的選擇及影響因素也有別于傳統(tǒng)農(nóng)戶,這對(duì)于進(jìn)一步理解新型農(nóng)業(yè)經(jīng)營(yíng)主體的融資需求,進(jìn)而改善其融資渠道是不利的。因而,針對(duì)種糧大戶展開(kāi)研究具有—定的實(shí)踐意義。本文通過(guò)對(duì)農(nóng)戶融資渠道變遷的歷程描述,理論分析影響其選擇行為的因素,并以此為依據(jù),采用糧食主產(chǎn)區(qū)——黑龍江省種糧大戶的調(diào)研數(shù)據(jù),使用Probit二值選擇模型進(jìn)行計(jì)量分析,探討傳統(tǒng)農(nóng)業(yè)向新型農(nóng)業(yè)過(guò)渡的過(guò)程中,各影響因素的作用方向和作用力度。以期幫助政府和農(nóng)村金融機(jī)構(gòu)根據(jù)種糧大戶的渠道選擇影響因素及融資約束條件有的放矢地制定農(nóng)村金融政策,為推進(jìn)農(nóng)業(yè)現(xiàn)代化建設(shè)創(chuàng)造有利的條件。經(jīng)過(guò)研究,得到如下結(jié)論:第一,正規(guī)金融機(jī)構(gòu)是種糧大戶實(shí)際融資渠道的首選,種糧大戶普遍存在融資行為,但其融資需求不能得到很好的滿足。第二,家庭年收入、種植面積、成為大戶年數(shù)、銀行關(guān)系、正規(guī)金融機(jī)構(gòu)融資規(guī)模、信用評(píng)級(jí)、小額信貸認(rèn)知度均對(duì)種糧從正規(guī)渠道獲得貸款具有顯著地正向影響;貸款用途、融資時(shí)是否需要抵押擔(dān)保、貸款審批復(fù)雜度對(duì)種糧大戶從正規(guī)渠道獲得貸款具有顯著地負(fù)向影響。為此,我國(guó)應(yīng)在現(xiàn)代化農(nóng)業(yè)改革中不斷完善農(nóng)村金融體系,創(chuàng)新種糧大戶融資渠道,推動(dòng)農(nóng)村經(jīng)濟(jì)健康發(fā)展。
[Abstract]:With the gradual advancement of urbanization, China's agricultural modernization is developing rapidly. At present, the traditional agricultural production mode is facing the dilemma of "who cultivates land" and "how to farm land". In order to adapt to the development of modern agriculture and to change the traditional agricultural production mode, in recent years, the "No. 1 document" of the central government has focused on agriculture, rural areas and farmers for 14 consecutive years, and actively introduced relevant supporting policies to speed up the cultivation of new agricultural management subjects. To protect the healthy development of agriculture. Heilongjiang Province, as the largest agricultural province with the highest grain commodity rate in China, closely follows the national policy and is promoted by the modern agricultural comprehensive reform pilot area of "Sanjiang Plain" and "Nenjiang Plain". A large number of large grain farmers have emerged in the countryside. According to Chen Jie and other statistics, more than 6.67 hectares of grain at least 478400 households, including more than 300000 in Heilongjiang Province. At present, new changes are taking place in the main body of agricultural management in China, and grain farmers have become the backbone of the construction of modern agriculture. However, with the expansion of scale and quantity, the financial needs of large grain farmers in agricultural production also show new characteristics, and the choice of financing channels and their influencing factors are different from those of traditional farmers. This is unfavorable for further understanding the financing needs of new agricultural operators and improving their financing channels. Therefore, it is of practical significance to carry out research on large grain producers. Based on the description of the course of the change of farmers' financing channels and the theoretical analysis of the factors affecting their choice behavior, this paper adopts the survey data of the grain producers in Heilongjiang Province, the main grain producing region. Based on the Probit binary selection model, this paper discusses the direction and intensity of the influence factors in the process of transition from traditional agriculture to new type agriculture. In order to help the government and rural financial institutions to select the influencing factors and financing constraints according to the channel of large grain growers, the government and rural financial institutions can formulate rural financial policies in a targeted way, and create favorable conditions for promoting the modernization of agriculture. The main conclusions are as follows: first, formal financial institutions are the first choice of actual financing channels for large grain growers, but their financing needs can not be well met. Second, annual household income, planting area, number of years of large households, bank relations, financing scale of formal financial institutions, credit rating, microcredit recognition all have a significant positive impact on obtaining loans from formal channels. Whether mortgage guarantee is needed in financing, the complexity of loan approval has a significant negative impact on the large grain growers obtaining loans from formal channels. In order to promote the healthy development of rural economy, China should continuously perfect the rural financial system in the course of modern agricultural reform, innovate the financing channels of large grain growers and promote the healthy development of rural economy.
