【摘要】：隨著我國(guó)經(jīng)濟(jì)的快速發(fā)展,商業(yè)銀行獲得極大的發(fā)展機(jī)遇,在資產(chǎn)和利潤(rùn)上持續(xù)增長(zhǎng),在國(guó)民經(jīng)濟(jì)中所發(fā)揮的作用也越來越重要。基層商業(yè)銀行與基層群眾的經(jīng)濟(jì)生活密切相關(guān),然而,近年來,基層商業(yè)銀行操作風(fēng)險(xiǎn)事件頻繁發(fā)生,使得基層商業(yè)銀行在防控操作風(fēng)險(xiǎn)方面顯得力不從心。基層商業(yè)銀行存在許多不同于較高級(jí)別商業(yè)銀行的特征,現(xiàn)有商業(yè)銀行操作風(fēng)險(xiǎn)研究鮮有從基層商業(yè)銀行視角進(jìn)行討論。因此,做好基層商業(yè)銀行的操作風(fēng)險(xiǎn)防控研究對(duì)于維持基層群眾經(jīng)濟(jì)安全有著重要的理論和現(xiàn)實(shí)的意義。本文以基層商業(yè)銀行為對(duì)象開展操作風(fēng)險(xiǎn)的防控研究,基于作者的工作經(jīng)歷等便利條件,在有效分析了基層商業(yè)銀行的內(nèi)外部環(huán)境并借鑒現(xiàn)有相關(guān)研究的基礎(chǔ)上首先對(duì)國(guó)內(nèi)外商業(yè)銀行操作風(fēng)險(xiǎn)的研究現(xiàn)狀進(jìn)行分析,歸納出基層商業(yè)銀行的特征,并探討相關(guān)操作風(fēng)險(xiǎn)的成因,然后分前期、中期和后期三個(gè)階段開展操作風(fēng)險(xiǎn)的防控工作,最后提出了基層商業(yè)銀行在實(shí)施操作風(fēng)險(xiǎn)防控工作時(shí)所需要注意的一些相關(guān)事項(xiàng)。本文的創(chuàng)新之處在于從基層商業(yè)銀行視角討論操作風(fēng)險(xiǎn)的防控,擬為基層商業(yè)銀行的操作風(fēng)險(xiǎn)防控提供一定的指導(dǎo)。
[Abstract]:With the rapid development of our country's economy, commercial banks have obtained great opportunities for development, and have continued to increase their assets and profits, thus playing a more and more important role in the national economy.The grass-roots commercial banks are closely related to the economic life of the grassroots people. However, in recent years, the operational risks of the grass-roots commercial banks have occurred frequently, which makes the grass-roots commercial banks seem unable to control the operational risks.There are many characteristics of basic-level commercial banks which are different from the higher-level commercial banks. The operational risk studies of existing commercial banks are rarely discussed from the perspective of grass-roots commercial banks.Therefore, it is of great theoretical and practical significance to study the operational risk prevention and control of grassroots commercial banks.In this paper, the basic commercial banks as the object of operational risk prevention and control research, based on the author's work experience and other convenient conditions,Based on the effective analysis of the internal and external environment of grass-roots commercial banks and the reference of existing relevant research, this paper first analyzes the current research situation of operational risks of commercial banks at home and abroad, and concludes the characteristics of grass-roots commercial banks.The causes of related operational risks are discussed, and then the prevention and control of operational risks are carried out in three stages: early, middle and late stages. Finally, some relevant matters needing attention in the implementation of operational risk prevention and control by grass-roots commercial banks are put forward.The innovation of this paper is to discuss the prevention and control of operational risks from the perspective of grass-roots commercial banks, and to provide some guidance for the prevention and control of operational risks of grass-roots commercial banks.
