中衛(wèi)市水權確權方案及其應用研究

【摘要】:水資源是不可代替的基礎性資源,是經(jīng)濟發(fā)展的必備資源,也是戰(zhàn)略儲備資源。目前,水資源短缺對寧夏經(jīng)濟社會的發(fā)展有著嚴重的威脅。鑒于此種情況,我國將在七個省份開展水權確權試點,目的是強化水資源管理,明晰水資源的使用權,完善水權確權制度,促進水權交易市場的發(fā)展,保障用水戶的權益。通過以上方式,促使我國水資源從低利用率部門向高利用率部門轉移,以提高水資源的利用效率。本文基于近年來我國水權制度建設實踐經(jīng)驗的調研,以寧夏中衛(wèi)市為例,提出水權確權方案,構建水權確權模型,并對水權確權數(shù)據(jù)庫進行深入的研究和探討,主要的研究成果如下:(1)在水權確權方面。通過分析,提出適宜寧夏中衛(wèi)市的水權確權方案,并對水權確權的基礎條件進行分析。(2)構建確權模型。建立“模糊層次分析(FAHP)+改進后的TOPSIS”法的水權確權模型,按照模糊層次分析法對各指標建立判斷矩陣,計算出各個指標相對總目標的權重。(3)計算確權比例。將“模糊層次分析法(FAHP)”確定的各指標相對應的總目標的權重與“正交投影改進后的TOPSIS法”構建的規(guī)范化決策矩陣相結合,計算各水權確權對象的比例。(4)將構建的模型應用到中衛(wèi)市。將“模糊層次分析(FAHP)+改進后的TOPSIS”水權確權模型分別應用到中衛(wèi)市沙坡頭區(qū)、中寧縣和海原縣,計算出各縣(區(qū))對應的鄉(xiāng)鎮(zhèn)的確權水量,并得出鄉(xiāng)鎮(zhèn)以下直開口的用水量。(5)建立中衛(wèi)市水權確權數(shù)據(jù)庫管理系統(tǒng)。按照水權確權的要求,對中衛(wèi)市水權確權數(shù)據(jù)庫管理系統(tǒng)進行設計,各縣(區(qū))按照統(tǒng)一標準建立水權確權數(shù)據(jù)庫,以實現(xiàn)水權信息化管理,完成數(shù)據(jù)的檢索、查詢、登記和更改等功能。
[Abstract]:Water resource is an irreplaceable basic resource, a necessary resource for economic development, and also a strategic reserve resource.At present, the shortage of water resources is a serious threat to the economic and social development of Ningxia.In view of this situation, China will carry out pilot projects in seven provinces in order to strengthen the management of water resources, clarify the right to use water resources, perfect the system of confirming water rights, promote the development of water rights trading market, and protect the rights and interests of water users.In order to improve the utilization efficiency of water resources, the water resources in our country should be transferred from the low utilization department to the high utilization one.Based on the practical experience of water rights system construction in China in recent years, taking Zhongwei City of Ningxia as an example, this paper puts forward a water right confirmation scheme, constructs a water right confirmation model, and makes a deep study and discussion on the water rights confirmation database.The main research results are as follows: 1) on the right to water.Through the analysis, the paper puts forward the water right confirmation scheme suitable for Ningxia Zhongwei city, and analyzes the basic conditions of water right confirmation.In this paper, the water weight confirmation model of the improved TOPSIS method is established. According to the fuzzy analytic hierarchy process, the judgment matrix of each index is established, and the weight of each index relative to the total target is calculated.This paper combines the weight of the total target corresponding to each index determined by the Fuzzy Analytic hierarchy process (AHP) with the normalized decision matrix constructed by the improved TOPSIS method of orthogonal projection.The model is applied to Zhongwei City.The improved TOPSIS model of water rights was applied to Shapotou, Zhongning and Haiyuan counties of Zhongwei City, respectively, and the water quantity of villages and towns corresponding to each county (district) was calculated.The water consumption of the township below the opening. 5) establishing the database management system of water right confirmation in Zhongwei city.According to the requirement of water right confirmation, the database management system of water right confirmation in Zhongwei city is designed. Each county (district) establishes the water right confirmation database according to the unified standard, in order to realize the information management of water right, complete the data retrieval and query.Registration and change functions.
