【摘要】：亞投行的成立是中國理念的對外實(shí)踐,是中國積極參與國際規(guī)則制定與改革的重要舉措。一方面,亞投行是各國政治博弈的結(jié)果,亞投行使中國與世界的互動(dòng)更加深刻。另一方面,亞投行是中國參與國際政治經(jīng)濟(jì)事務(wù)方式和角色轉(zhuǎn)變的拐點(diǎn)。在參與方式上,中國由被動(dòng)融入轉(zhuǎn)向主動(dòng)爭取;在參與角色上,中國由國際規(guī)則的適應(yīng)者轉(zhuǎn)向國際規(guī)則的制定者。中國主導(dǎo)設(shè)立的亞投行向世界宣傳互利共贏、和平發(fā)展的中國理念,彰顯中國負(fù)責(zé)任大國形象和世界情懷,是中國和平外交的重要體現(xiàn)。在全球經(jīng)濟(jì)受金融危機(jī)的影響而復(fù)蘇緩慢,落后的基礎(chǔ)設(shè)施建設(shè)成為亞洲經(jīng)濟(jì)持續(xù)發(fā)展的瓶頸,中國國內(nèi)經(jīng)濟(jì)處于經(jīng)濟(jì)增速換擋期的新形勢下,亞投行的設(shè)立有助于擴(kuò)大中國的國際影響力,對推動(dòng)亞洲命運(yùn)共同體的建設(shè)和完善全球治理體系具有重大意義。亞投行廣泛的融資方式和多元投資主體必將密切各成員國之間的貿(mào)易往來和經(jīng)濟(jì)合作,促進(jìn)中國資本市場的繁榮,加速人民幣的國際化進(jìn)程。亞投行與“一帶一路”建設(shè)連在一起是金融與實(shí)體的有機(jī)結(jié)合,可以為“一帶一路”建設(shè)提供強(qiáng)有力的金融支撐。亞投行的設(shè)立是符合東盟各國發(fā)展利益的,為各爭端國家在南海能源的開發(fā)過程中提供更高規(guī)范的行為準(zhǔn)則,為朝鮮核問題的緩解提供新的思路,為中國政府解決國際問題帶來新的契機(jī)。同時(shí),基礎(chǔ)設(shè)施領(lǐng)域的亞洲特色給亞投行的運(yùn)營提出了更高的要求,如何在保持亞洲特色的基礎(chǔ)上實(shí)現(xiàn)亞投行的創(chuàng)新是中國面臨的主要挑戰(zhàn)之一。在地緣政治博弈的過程中隨著歐洲各主要國家的加入,中國在亞投行的話語權(quán)被逐漸削弱,中國國有企業(yè)參與亞投行投資項(xiàng)目的阻力增加。把握中國當(dāng)前戰(zhàn)略機(jī)遇期,積極構(gòu)建對外開放新格局,創(chuàng)新中國外交理念和方式,不失時(shí)機(jī)的柔化亞投行給中國帶來的挑戰(zhàn),是中國面對亞投行帶來的機(jī)遇和挑戰(zhàn)的應(yīng)有之義和必然選擇。
[Abstract]:The establishment of the AIIB is a foreign practice of the Chinese concept and an important measure for China to take an active part in the international rulemaking and reform. On the one hand, the AIIB is the result of the political game between various countries. The AIIB makes the interaction between China and the world more profound. On the other hand, the AIIB is the turning point for China to participate in international political and economic affairs. In the role of participation, China has changed from an adaptor of international rules to an international rule-maker. The China-led AIIB has promoted the Chinese concept of win-win and peaceful development to the world. Showing the image of China as a responsible power and world sentiment is an important embodiment of China's peaceful diplomacy. The global economy is slowly recovering due to the impact of the financial crisis. The backward infrastructure construction has become the bottleneck of the sustained economic development in Asia. China's domestic economy is in the new situation of economic growth shift. The establishment of the AIIB will help to expand China's international influence. It is of great significance to promote the construction of the Asian Destiny Community and to perfect the global governance system. The AIIB's extensive financing methods and diversified investment subjects will certainly close the trade exchanges and economic cooperation among member countries. Promote the prosperity of China's capital market and accelerate the internationalization of RMB. The AIIB and Belt and Road construction are an organic combination of finance and entity. The establishment of the AIIB conforms to the development interests of ASEAN countries and provides a higher standard of conduct for all dispute countries in the process of energy development in the South China Sea. It provides a new way of thinking for the mitigation of the North Korean nuclear issue and a new opportunity for the Chinese government to solve international problems. At the same time, the Asian characteristics of the infrastructure sector put forward higher requirements for the operation of the AIIB. How to realize the innovation of the AIIB on the basis of maintaining the Asian characteristics is one of the main challenges facing China. In the process of geopolitical game, with the accession of major European countries. China's voice in the AIIB has been gradually weakened, and the resistance of Chinese state-owned enterprises to participate in AIIB investment projects has increased. Seize the current strategic opportunity period of China and actively build a new pattern of opening to the outside world. It is the necessary choice for China to innovate the concept and method of Chinese diplomacy and to seize the opportunity and challenge brought by the AIIB.
