【摘要】:目前,住房公積金已成為工薪階層購(gòu)買商品房的主要資金來(lái)源,在房貸業(yè)務(wù)中,住房公積金貸款占比較高,成為房貸主要渠道,對(duì)我國(guó)房地產(chǎn)事業(yè)發(fā)展產(chǎn)生了十分積極的促進(jìn)作用。過(guò)去幾年來(lái),使用公積金購(gòu)房的人越來(lái)越多,這使得公積金貸款覆蓋范圍不斷擴(kuò)大,享受公積金貸款的職工人數(shù)也不斷增加,其對(duì)社會(huì)經(jīng)濟(jì)效益增長(zhǎng)產(chǎn)生了巨大的推動(dòng)作用。這幾年來(lái),國(guó)內(nèi)外發(fā)生了一系列經(jīng)濟(jì)危機(jī)以及金融波動(dòng),對(duì)國(guó)內(nèi)房地產(chǎn)市場(chǎng)造成了巨大的影響,無(wú)形中加劇了國(guó)內(nèi)住房需求。如果住房貸款需求增長(zhǎng)超過(guò)公積金中心資金回收速度,則公積金中心就會(huì)出現(xiàn)資金周轉(zhuǎn)緊張的問(wèn)題,導(dǎo)致信貸資金不能滿足貸款需求者,從而引發(fā)系統(tǒng)性金融風(fēng)險(xiǎn)。如果不對(duì)這個(gè)問(wèn)題采取有效解決對(duì)策,則必然會(huì)對(duì)房貸市場(chǎng)長(zhǎng)期發(fā)展產(chǎn)生影響。本文采用實(shí)證研究方法,對(duì)C市住房公積金貸款使用情況進(jìn)行分析,總結(jié)和分析其面臨的主要風(fēng)險(xiǎn),分析風(fēng)險(xiǎn)背后的成因,提出有針對(duì)性的解決對(duì)策和建議,建立一套科學(xué)完善的住房公積金貸款風(fēng)險(xiǎn)預(yù)警體系,建立有效的貸款風(fēng)險(xiǎn)應(yīng)急機(jī)制,以保證C市住房公積金管理系統(tǒng)正常運(yùn)轉(zhuǎn),更好地滿足廣大工薪階層住房貸款的需求,不斷改善城鎮(zhèn)職工住房條件,促進(jìn)經(jīng)濟(jì)社會(huì)和諧發(fā)展。因此,本文研究對(duì)進(jìn)一步完善C市住房公積金貸款風(fēng)險(xiǎn)管理機(jī)制,最大程度發(fā)揮住房公積金解決城鎮(zhèn)職工住房問(wèn)題的作用,促進(jìn)C市社會(huì)和諧穩(wěn)定發(fā)展具有十分積極的理論和現(xiàn)實(shí)意義。
[Abstract]:At present, the housing provident fund has become the main source of funds for the working class to buy commercial housing, in the housing loan business, housing provident fund loans account for a relatively high, become the main channel of housing loans. In the past few years, more and more people have used the provident fund to buy the house, which makes the scope of the accumulation fund loan continuously expand. The number of employees who enjoy provident fund loans has also been increasing, which has greatly promoted the growth of social and economic benefits. Over the past few years, a series of economic crises and financial fluctuations have taken place at home and abroad. It has a huge impact on the domestic real estate market, which invisibly intensifies the domestic housing demand. If the demand for housing loans grows faster than the fund recovery rate of the provident fund center. Then the provident fund center will have the problem of tight capital turnover, which will lead to the loan fund can not meet the demand for loans, and thus lead to systemic financial risk. If we do not take effective measures to solve this problem. This paper uses the empirical research method to analyze the use of housing provident fund loans in C City, summarizes and analyzes the main risks it faces. Analyze the causes behind the risk, put forward targeted countermeasures and suggestions, establish a set of scientific and perfect housing provident fund loan risk early warning system, establish an effective loan risk emergency mechanism. In order to ensure C City housing provident fund management system normal operation, better meet the needs of the working class housing loans, constantly improve the housing conditions of urban workers, promote the harmonious development of the economy and society. This paper studies on the further improvement of housing accumulation fund loan risk management mechanism in C City, to maximize the role of housing provident fund to solve housing problems of urban workers. It is of great theoretical and practical significance to promote the harmonious and stable development of C city.
