【摘要】：加快發(fā)展區(qū)域性股權(quán)市場(chǎng),既是緩解中小微企業(yè)融資難、融資貴問(wèn)題的有效方法,也是中小微企業(yè)拓寬融資渠道、提高直接融資比重的重要手段,更是實(shí)現(xiàn)多層次資本市場(chǎng)改革目標(biāo)的方向所在。然而當(dāng)前我國(guó)區(qū)域性股權(quán)市場(chǎng)建設(shè)中存在定位不明確、市場(chǎng)不統(tǒng)一、政策依賴性太強(qiáng)等若干障礙。促進(jìn)區(qū)域性股權(quán)市場(chǎng)發(fā)展,應(yīng)當(dāng)明晰政府監(jiān)管職責(zé),明確區(qū)域性股權(quán)市場(chǎng)職能定位,完善規(guī)制建設(shè),加強(qiáng)政策引導(dǎo),強(qiáng)化資源配置的市場(chǎng)化方向,努力構(gòu)建差異化和特色性資本市場(chǎng)體系。
[Abstract]:To accelerate the development of regional equity markets, both to ease the financing difficulties of small and micro enterprises, effective methods for the financing of the problem, but also small and micro enterprises to broaden the financing channels, an important means to improve the proportion of direct financing, is to achieve the goal of multi-level capital market reform direction. However, the current construction of regional equity market in China exists localization clearly, the market is not unified, policy too strong dependence on several obstacles. To promote the development of regional equity markets, the government should clarify regulatory responsibilities, clear regional equity market positioning functions, perfect the regulation construction, strengthen policy guidance, strengthening the direction of the market allocation of resources, and strive to build the capital market system differences and characteristics.
