【摘要】：在信用債市場(chǎng)上,信息不對(duì)稱使得市場(chǎng)運(yùn)作下的信用融資、政府隱形信用支持或剛性兌付下的擔(dān)保融資均會(huì)發(fā)生資源無法實(shí)現(xiàn)優(yōu)化配置的謬誤:一是好項(xiàng)目得不到融資和再融資;二是無效率項(xiàng)目得到融資和再融資。第一類謬誤造成的結(jié)果可能是成長(zhǎng)型企業(yè)生命周期縮短和"破壞性創(chuàng)新"窗口關(guān)閉;第二類謬誤造成的結(jié)果可能是債務(wù)效率低下、債務(wù)違約、不良債務(wù)積聚和債務(wù)風(fēng)險(xiǎn)敞口提升。基于此理論邏輯,本文在分析中國(guó)非金融部門債務(wù)狀況事實(shí)的基礎(chǔ)上,結(jié)合行為主體在市場(chǎng)運(yùn)作和政府干預(yù)兩種情境下的博弈形式,探討中國(guó)企業(yè)信用債違約形成機(jī)理,并就如何使市場(chǎng)在信貸資源配置中發(fā)揮決定性作用和更好地發(fā)揮政府作用提出對(duì)策思路。
[Abstract]:In the credit market, the information asymmetry makes the credit financing under the market operation. The government's implicit credit support or guaranteed financing under rigid payment will lead to the fallacy that resources can not be allocated optimally: first, good projects can not be financed and refinanced; The first kind of fallacy may result in the shortening of the life cycle of the growth enterprise and the closure of the window of "destructive innovation"; The second fallacy may result in debt inefficiencies, debt defaults, accumulation of bad debts and increased exposure to debt, based on this theoretical logic. Based on the analysis of the fact of non-financial sector debt situation in China, this paper discusses the formation mechanism of the default of Chinese enterprises' credit debt by combining the game forms of the main actors in the market operation and the government intervention. It also puts forward some countermeasures on how to make the market play a decisive role in the allocation of credit resources and how to play a better role of the government.
