【摘要】：本文在分析環(huán)境經(jīng)濟系統(tǒng)結構的基礎上,引入了碳排放、耕地投入、科教投入等指標,構建了較完善的評價指標體系,進一步采用社會支付意愿(WTP)貨幣化加權方法來降低投入產(chǎn)出指標的維度,從而建立了環(huán)境經(jīng)濟效率測算WTP-DEA模型,并對2005-2014年中國30省份環(huán)境經(jīng)濟效率進行了實證研究。研究結論表明:目前我國東部地區(qū)環(huán)境經(jīng)濟效率高于全國平均水平,中部地區(qū)環(huán)境經(jīng)濟效率略低于全國水平,西部地區(qū)環(huán)境經(jīng)濟效率則低于全國水平;提出并驗證了以松弛變量與投入原始值的比值為投入低效性度量參數(shù)的方法;通過將WTP-DEA模型與未降維的DEA模型對比分析,驗證了WTP-DEA模型的計算結果具有更高的可區(qū)分度。最后,根據(jù)實證結果提出了對策建議。

[Abstract]:Based on the analysis of the structure of environmental and economic system, this paper introduces carbon emission, cultivated land input, science and education input and other indicators, constructs a more perfect evaluation index system, further adopts the (WTP) monetization weighting method of social willingness to pay to reduce the dimension of input-output index, thus establishes the WTP-DEA model for measuring environmental economic efficiency, and makes an empirical study on the environmental economic efficiency of 30 provinces in China from 2005 to 2014. The results show that the environmental economic efficiency in the eastern part of China is higher than the national average level, the environmental economic efficiency in the central region is slightly lower than the national level, and the environmental economic efficiency in the western region is lower than the national level, and the method of taking the ratio of relaxation variable to the original value of input as the measurement parameter of input inefficiency is put forward and verified. By comparing the WTP-DEA model with the unreduced dimension DEA model, it is verified that the calculated results of the WTP-DEA model have higher discriminability. Finally, according to the empirical results, the countermeasures and suggestions are put forward.
