【摘要】：近年來,隨著我國城鎮(zhèn)化建設(shè)步伐的加快,城鎮(zhèn)人口數(shù)量也出現(xiàn)了激增,城市市政基礎(chǔ)設(shè)施建設(shè)越來越受到政府的重視。市政基礎(chǔ)設(shè)施可以說是城鎮(zhèn)化的支撐,又是一個城市社會經(jīng)濟發(fā)展的重要基礎(chǔ),更是維持城市正常運轉(zhuǎn)的前提條件。在國家宏觀經(jīng)濟政策的引導(dǎo)下,呼和浩特市政府通過整合資源,著力提升政府市政基礎(chǔ)設(shè)施融資能力,為呼和浩特市市政基礎(chǔ)設(shè)施的建設(shè)與發(fā)展提供資金支持,以期促進呼和浩特市城鎮(zhèn)化建設(shè)步伐的加快。但在實際的融資過程中暴露出一些問題,使融資的功能與作用沒有有效發(fā)揮,進而也制約了呼和浩特市市政基礎(chǔ)設(shè)施的進一步發(fā)展。目前,呼和浩特市市政基礎(chǔ)設(shè)施融資面臨相對落后的現(xiàn)實情況,若想進一步提升呼和浩特市市政基礎(chǔ)設(shè)施建設(shè)的融資能力,就先要找出存在的問題,針對問題提出對策,向國內(nèi)外成功經(jīng)驗學習,才能改變呼和浩特市市政基礎(chǔ)設(shè)施發(fā)展相對落后的局面。本文主要圍繞呼和浩特市市政基礎(chǔ)設(shè)施融資這一主題進行分析研究。首先,對市政基礎(chǔ)設(shè)施以及融資的相關(guān)概念和特征加以界定,以公共經(jīng)濟學和管理學的視角,對呼和浩特市融資現(xiàn)狀以及存在的問題都加以分析論述。其次,進一步深入探究呼和浩特市市政基礎(chǔ)設(shè)施融資問題的原因所在。通過對國內(nèi)外市政基礎(chǔ)設(shè)施融資工具、途徑以及模式創(chuàng)新發(fā)展的成功案例的學習,能夠給呼和浩特市市政基礎(chǔ)設(shè)施融資以啟示。最后,結(jié)合呼和浩特實際,初步探索呼和浩特市市政基礎(chǔ)設(shè)施融資持續(xù)、健康、多元化方向發(fā)展的對策建議。以期對呼和浩特市乃至其它城市的市政基礎(chǔ)設(shè)施融資理論與實際的發(fā)展能有所裨益。
[Abstract]:In recent years, with the acceleration of urbanization in China, the number of urban population has also increased, and the construction of urban municipal infrastructure has been paid more and more attention by the government. Municipal infrastructure can be said to be the support of urbanization, but also an important basis for the social and economic development of a city, but also a prerequisite to maintain the normal operation of the city. Under the guidance of national macroeconomic policy, Hohhot Municipal Government strives to improve the financing capacity of government municipal infrastructure through the integration of resources, and provides financial support for the construction and development of municipal infrastructure in Hohhot City, in order to accelerate the pace of urbanization construction in Hohhot City. However, some problems have been exposed in the actual financing process, which makes the function and function of financing not play an effective role, and then restricts the further development of municipal infrastructure in Hohhot. At present, the financing of municipal infrastructure in Hohhot is facing the reality of relative backwardness. If we want to further improve the financing ability of municipal infrastructure construction in Hohhot, we must first find out the existing problems, put forward countermeasures for the problems, and learn from the successful experience at home and abroad in order to change the relatively backward situation of the development of municipal infrastructure in Hohhot. This paper mainly focuses on the theme of municipal infrastructure financing in Hohhot. First of all, the related concepts and characteristics of municipal infrastructure and financing are defined, and the present situation and existing problems of financing in Hohhot are analyzed and discussed from the perspective of public economics and management. Secondly, further explore the reasons for the financing of municipal infrastructure in Hohhot. Through the study of domestic and foreign municipal infrastructure financing tools, ways and successful cases of mode innovation and development, we can enlighten Hohhot municipal infrastructure financing. Finally, combined with the reality of Hohhot, this paper preliminarily explores the countermeasures and suggestions for the sustainable, healthy and diversified development of municipal infrastructure financing in Hohhot. In order to benefit the theory and practice of municipal infrastructure financing in Hohhot and other cities.
