【摘要】：城市中各種要素在空間配置中如果出現(xiàn)"空間失配"問題,就會引發(fā)大量的交通需求,在交通供給不足的情況下必然形成交通擁堵。目前,在中國大城市中,居住與就業(yè)的空間失配(職住失衡),以及公共服務(wù)供給與需求的空間失配(公共服務(wù)過度集中)是導(dǎo)致交通擁堵的兩大原因。以北京為案例城市,本文首先分析了這兩種空間失配導(dǎo)致交通擁堵的關(guān)鍵機(jī)制;然后利用北京市人口和經(jīng)濟(jì)普查、空間地理信息、實(shí)時路況等數(shù)據(jù),測度北京市各個街道交通擁堵、職住失衡和公共服務(wù)過度集中的情況,并采用計量模型定量測度職住失衡與公共服務(wù)過度集中對各個區(qū)位交通擁堵的影響程度;在此基礎(chǔ)上,模擬測算對兩種空間失配的優(yōu)化會在多大程度上緩解交通擁堵并減少相應(yīng)的社會成本。本文的分析方法及定量結(jié)果能夠?yàn)榫徑饨煌〒矶潞铜h(huán)境污染等城市病的城市規(guī)劃和管理政策提供決策支持。
[Abstract]:If there is a problem of "space mismatch" in the spatial allocation of various elements in the city, a large number of traffic demand will be caused, and traffic congestion will inevitably occur when the traffic supply is insufficient. At present, the space mismatch between housing and employment (job-housing imbalance) and the space mismatch between public service supply and demand (excessive concentration of public service) are two major causes of traffic congestion in large cities of China. Taking Beijing as a case city, this paper first analyzes the key mechanisms of traffic congestion caused by these two spatial mismatches. Then, using the data of population and economic census, spatial geographical information and real-time road conditions in Beijing, the traffic congestion, imbalance of occupation and housing and excessive concentration of public services in various streets of Beijing are measured. The econometric model is used to quantitatively measure the influence of the imbalance of duty and housing and the excessive concentration of public services on traffic congestion in each location. On this basis, the simulation calculates the extent to which the optimization of the two kinds of space mismatch will alleviate the traffic congestion and reduce the corresponding social cost. The analysis method and quantitative results in this paper can provide decision support for urban planning and management policies to alleviate urban diseases such as traffic congestion and environmental pollution.
