【摘要】：朝陽(yáng)市作為國(guó)家“一五“、“二五”和“三線建設(shè)”時(shí)期重點(diǎn)建設(shè)的城市,工業(yè)基礎(chǔ)較為雄厚,隨著多年的發(fā)展,尤其是改革開(kāi)放以后,老工業(yè)區(qū)國(guó)有經(jīng)濟(jì)改革滯后,民營(yíng)經(jīng)濟(jì)發(fā)展緩慢,體制性和結(jié)構(gòu)性矛盾不斷積累并日益顯露,與沿海地區(qū)城市發(fā)展的差距逐漸拉大,亟待調(diào)整改造。本文著重從朝陽(yáng)市老工業(yè)區(qū)搬遷改造的現(xiàn)狀出發(fā),在總結(jié)國(guó)內(nèi)外典型老工業(yè)區(qū)改造模式和相關(guān)理論的基礎(chǔ)上,總結(jié)了老工業(yè)區(qū)搬遷改造存在的問(wèn)題和原因,從企業(yè)搬遷、環(huán)境改善、城市功能完善、民生等要素協(xié)調(diào)統(tǒng)一發(fā)展的角度對(duì)朝陽(yáng)市老工業(yè)區(qū)搬遷改造方案進(jìn)行設(shè)計(jì),并提出推進(jìn)朝陽(yáng)市老工業(yè)區(qū)搬遷改造的對(duì)策建議,以期對(duì)朝陽(yáng)市老工業(yè)區(qū)的搬遷改造提供科學(xué)指導(dǎo)。本文總共分四章,第一章提出了朝陽(yáng)市老工業(yè)區(qū)搬遷改造的背景和意義,并系統(tǒng)梳理了國(guó)內(nèi)外老工業(yè)區(qū)改造涉及的相關(guān)理論；第二章通過(guò)對(duì)老工業(yè)區(qū)搬遷改造現(xiàn)狀分析,總結(jié)出搬遷改造中存在的搬遷改造進(jìn)度遲緩、搬遷改造意愿不強(qiáng)、土地級(jí)差收益分配機(jī)制不完善和騰空土地的接續(xù)產(chǎn)業(yè)單一低效等問(wèn)題,并分析出搬遷改造缺乏資金支持、缺乏統(tǒng)籌規(guī)劃、缺乏完善的騰空土地運(yùn)作機(jī)制和缺乏政策引導(dǎo)和宣傳四個(gè)主要原因,第三章運(yùn)用城市土地級(jí)差地租理論,在借鑒國(guó)內(nèi)外老工業(yè)區(qū)搬遷改造的經(jīng)驗(yàn)基礎(chǔ)上,對(duì)朝陽(yáng)市老工業(yè)區(qū)搬遷改造進(jìn)行了方案設(shè)計(jì),明確了老工業(yè)區(qū)搬遷改造的目標(biāo)定位、遵循的基本原則,空間布局和進(jìn)度設(shè)計(jì)等,并進(jìn)行了可行性分析和預(yù)期目標(biāo)展望；第四章提出了促進(jìn)朝陽(yáng)市老工業(yè)區(qū)搬遷改造的對(duì)策建議,包括拓展搬遷改造融資渠道、建立搬遷改造統(tǒng)籌規(guī)劃和科學(xué)運(yùn)作機(jī)制,完善土地運(yùn)作方式和級(jí)差分配制度,完善搬遷改造保障機(jī)制和加大搬遷改造宣傳力度等。
[Abstract]:Chaoyang, as a key city in the period of the first Five-Year Plan, the second Five-Year Plan and the third Line Construction, has a relatively strong industrial base. With the development of many years, especially after the reform and opening up, the reform of the state-owned economy in the old industrial zone lags behind. The development of the private economy is slow, the institutional and structural contradictions accumulate and show day by day, and the gap between the urban development of the coastal area and the urban development of the coastal area is widening gradually, which needs to be adjusted and reformed. Starting from the current situation of the relocation and transformation of the old industrial zone in Chaoyang City, this paper summarizes the existing problems and causes of the relocation and transformation of the old industrial zone at home and abroad on the basis of summing up the models and relevant theories of the transformation of the typical old industrial zone at home and abroad. From the angle of environmental improvement, city function perfection, people's livelihood and so on, this paper designs the relocation and transformation scheme of Chaoyang old industrial zone, and puts forward some countermeasures and suggestions to promote the relocation and transformation of Chaoyang old industrial zone. In order to provide scientific guidance for the relocation and transformation of the old industrial zone in Chaoyang City. This paper is divided into four chapters, the first chapter puts forward the background and significance of the relocation and transformation of Chaoyang old industrial zone, and systematically combs the relevant theories involved in the transformation of the old industrial zone at home and abroad. In the second chapter, through the analysis of the current situation of the relocation and transformation of the old industrial zone, it is concluded that the progress of the relocation and transformation is slow and the intention of the relocation and transformation is not strong. The imperfection of the distribution mechanism of land differential income and the single low efficiency of the succeeding industry of vacated land, and the analysis of the lack of financial support and overall planning for the relocation and transformation. There are four main reasons for the lack of perfect operation mechanism of vacated land and the lack of policy guidance and propaganda. The third chapter applies the theory of differential land rent of urban land, on the basis of drawing lessons from the experience of the relocation and transformation of old industrial zones at home and abroad. This paper has carried on the plan design to the Chaoyang old industrial zone relocation transformation, has defined the old industrial area relocation transformation goal localization, the basic principle which obeys, the space layout and the schedule design and so on, and has carried on the feasibility analysis and the anticipated goal prospect; The fourth chapter puts forward the countermeasures and suggestions to promote the relocation and transformation of the old industrial zone in Chaoyang, including expanding the financing channels for the relocation and transformation, establishing the overall planning and scientific operation mechanism of the relocation and transformation, perfecting the land operation mode and the differential distribution system. Improve the relocation and transformation of the protection mechanism and increase the promotion of relocation and transformation, and so on.
