【摘要】：新型城鎮(zhèn)化是我國現(xiàn)代化建設(shè)的歷史任務(wù);新型城鎮(zhèn)化更是未來我國經(jīng)濟(jì)最大的潛在內(nèi)需和持久的增長動(dòng)力。新型城鎮(zhèn)化與新型工業(yè)化、信息化、農(nóng)業(yè)現(xiàn)代化并列作為推進(jìn)我國未來新一輪發(fā)展的“新四化”;“四化同步”實(shí)現(xiàn)產(chǎn)城融合。新型城鎮(zhèn)化以“人”為其發(fā)展的主體和核心,其重要內(nèi)容則是“地”。農(nóng)地的保護(hù)與城市的發(fā)展是經(jīng)濟(jì)發(fā)展中一個(gè)問題的兩個(gè)方面,農(nóng)業(yè)是城市發(fā)展和生存的基礎(chǔ),城市發(fā)展必須考慮耕地面積及其土地承載力與城市發(fā)展規(guī)模的協(xié)調(diào)問題。農(nóng)業(yè)發(fā)展的基礎(chǔ)所在則是農(nóng)地,而農(nóng)地同時(shí)又是中國廣大農(nóng)民的根本之所在。土地是城鎮(zhèn)化經(jīng)濟(jì)發(fā)展重要的基礎(chǔ)性要素,土地資源有效配置的實(shí)現(xiàn)要求土地資源的流動(dòng)與集中,土地資源的流動(dòng)可以促進(jìn)勞動(dòng)力、資本和技術(shù)的流動(dòng)及重新配置,從而間接地促進(jìn)城鄉(xiāng)資源的流動(dòng),達(dá)到雙贏的效果,推進(jìn)城鎮(zhèn)化的發(fā)展。由此可見,農(nóng)地適度規(guī)模經(jīng)營不能孤立的進(jìn)行,只有放在城鎮(zhèn)化的大背景下才能順利的開展,二者相互促進(jìn)、相互依存。本文主要運(yùn)用文獻(xiàn)分析、綜合分析、案例分析及圖文結(jié)合的方法,首先介紹了新型城鎮(zhèn)化與農(nóng)地適度規(guī)模經(jīng)營的相關(guān)概念和基本理論,以及國內(nèi)外相關(guān)研究綜述,為論文提供理論支撐;以新型城鎮(zhèn)化為論文寫作的背景,從農(nóng)戶、企業(yè)、政府三方面,對推進(jìn)農(nóng)地適度規(guī)模經(jīng)營問題進(jìn)行了動(dòng)力因素和阻力分析。最后,從政府管理者的角度出發(fā),以合理順利的推進(jìn)農(nóng)地適度規(guī)模經(jīng)營為目標(biāo),探討并提出了具體的政策選擇。
[Abstract]:The new type urbanization is the historical task of our country's modernization construction, and the new type urbanization is the biggest potential domestic demand and the lasting growth motive force of our country's economy in the future. New urbanization, new industrialization, informationization and agricultural modernization are the "new four modernizations" to promote the development of our country in the future, and the "four modernizations synchronize" to realize the integration of production and city. New type urbanization takes "human" as its main body and core, and its important content is "land". The protection of agricultural land and the development of cities are two aspects of economic development. Agriculture is the basis of urban development and survival. Urban development must consider the coordination of cultivated land area and the carrying capacity of land with the scale of urban development. Agricultural land is the foundation of agricultural development, and agricultural land is also the foundation of Chinese farmers. Land is an important basic element in the economic development of urbanization. The realization of effective allocation of land resources requires the flow and concentration of land resources. The flow of land resources can promote the flow and redistribution of labor, capital and technology. Thus indirectly promote the flow of urban and rural resources, achieve win-win results, and promote the development of urbanization. It can be seen that the moderate scale management of agricultural land can not be carried out in isolation, only under the background of urbanization can it be carried out smoothly. The two promote each other and depend on each other. This article mainly uses the literature analysis, the synthesis analysis, the case analysis and the picture and text union method, first introduced the new type urbanization and the farmland moderate scale management related concept and the basic theory, as well as the domestic and foreign related research summary. To provide theoretical support for the paper; Based on the background of new urbanization, this paper analyzes the motive factors and resistance of promoting the moderate scale management of agricultural land from three aspects: farmers, enterprises and government. Finally, from the point of view of the government manager, the paper discusses and puts forward the concrete policy choice in order to promote reasonably and smoothly the moderate scale management of agricultural land.
