【摘要】：黨的十八大提出推進(jìn)“以人為核心”的新型城鎮(zhèn)化,各級(jí)政府出臺(tái)了系規(guī)劃方案。成都市提出建設(shè)七個(gè)衛(wèi)星城市,作為落實(shí)新型城鎮(zhèn)化的重要載體。新的城市定位促進(jìn)城市功能轉(zhuǎn)型升級(jí),如何促使衛(wèi)星城發(fā)展由注重規(guī)模擴(kuò)張和形態(tài)建設(shè)向注重功能提升、內(nèi)涵發(fā)展轉(zhuǎn)變,如何從地區(qū)發(fā)展?jié)摿�、周邊空間格局和自身產(chǎn)業(yè)稟賦環(huán)境特色等方面出發(fā),找到城市功能轉(zhuǎn)型升級(jí)的具體路徑,是郫縣未來(lái)發(fā)展中值得思考的問(wèn)題。本文通過(guò)查閱大量有關(guān)新型城鎮(zhèn)化和衛(wèi)星城的文獻(xiàn)并加以整理,了解前人的研究成果,把握研究理論基礎(chǔ)的發(fā)展歷程和最新研究趨勢(shì),為論文研究提供充分具體的理論指導(dǎo)和方法支持。結(jié)合實(shí)地調(diào)查,總結(jié)郫縣區(qū)位特征、交通條件、社會(huì)經(jīng)濟(jì)及生態(tài)、文化、教育資源等多方面的概況�；仡欅h發(fā)展歷史,梳理郫縣城市功能及產(chǎn)業(yè)演進(jìn)歷程。運(yùn)用區(qū)位熵法,剖析郫縣城市功能現(xiàn)狀特征,并找出存在的主要問(wèn)題。運(yùn)用SWOT法,分析郫縣衛(wèi)星城城市功能轉(zhuǎn)型升級(jí)內(nèi)外部環(huán)境。外部環(huán)境方面,分析了郫縣可以爭(zhēng)取和利用的政策紅利,并與其他衛(wèi)星城進(jìn)行多維分析,并通過(guò)大量數(shù)據(jù)對(duì)比,重點(diǎn)分析了郫縣當(dāng)下面對(duì)的其他區(qū)域的多方面的競(jìng)爭(zhēng)和挑戰(zhàn);內(nèi)部能力方面,從人口、土地、產(chǎn)業(yè)和消費(fèi)等四個(gè)方面進(jìn)行了系統(tǒng)分析。在此基礎(chǔ)上提出有利于郫縣衛(wèi)星城城市功能城轉(zhuǎn)型升級(jí)的路徑,總結(jié)本論文研究?jī)?nèi)容,指出今后重點(diǎn)研究方向。本文提出了郫縣衛(wèi)星城城市功能轉(zhuǎn)型升級(jí)的具體路徑,首先圍繞城市功能定位的轉(zhuǎn)型升級(jí),從總體戰(zhàn)略定位、城鎮(zhèn)體系與交通組織、產(chǎn)業(yè)布局、文化和環(huán)境等4個(gè)方面制定了轉(zhuǎn)型升級(jí)方案,進(jìn)一步提出了城市功能體系轉(zhuǎn)型升級(jí)舉措和功能布局方案,同時(shí),筆者結(jié)合在郫縣工作和生活的切實(shí)體會(huì),為郫縣衛(wèi)星城實(shí)現(xiàn)城市功能的轉(zhuǎn)型升級(jí),提出了若干具體的對(duì)策建議。
[Abstract]:At the 18th National Congress of the Communist Party of China (CPC), governments at all levels put forward a plan for promoting the new urbanization with people as the core. Chengdu proposed the construction of seven satellite cities as an important carrier for the implementation of new urbanization. The new urban orientation promotes the urban function transformation and upgrading, how to promote the development of satellite city from focusing on scale expansion and shape construction to focusing on function promotion, and how to change the connotation development from regional development potential. From the aspects of the surrounding spatial pattern and its own industrial endowment and environmental characteristics, it is worth thinking about in the future development of Pixian County to find the specific path of urban function transformation and upgrading. By consulting a large number of documents on new urbanization and satellite city, this paper tries to understand the previous research results, and to grasp the development course and the latest research trend of the theoretical basis of the research. To provide sufficient theoretical guidance and method support for the study of the paper. Combined with field investigation, this paper summarizes the general situation of Pixian's location characteristics, traffic conditions, social economy and ecology, culture, educational resources and so on. Reviewing the development history of Pixian, combing the function and industrial evolution of Pixian. By using the method of location entropy, this paper analyzes the current features of Pixian's urban function and finds out the main problems. Using SWOT method, this paper analyzes the internal and external environment of Pixian Satellite City's urban function transformation and upgrading. In terms of external environment, the paper analyzes the policy dividend that Pixian can strive for and uses, and carries on multidimensional analysis with other satellite cities, and through a large number of data comparison, analyzes the competition and challenge of other regions facing Pixian at present. Internal capacity, from the population, land, industry and consumption four aspects of a systematic analysis. On the basis of this, the paper puts forward the path that is beneficial to the transformation and upgrading of Pixian Satellite City, summarizes the research content of this paper, and points out the key research direction in the future. This paper puts forward the specific path of the urban function transformation and upgrading in Pixian Satellite City. Firstly, it focuses on the transformation and upgrading of the urban function positioning, from the overall strategic positioning, urban system and traffic organization, industrial layout, Four aspects of culture and environment have been developed, and the measures of urban functional system transformation and function layout have been put forward. At the same time, the author has combined with the practical experience of working and living in Pixian County. In order to realize the transformation and upgrade of the city function of Pixian Satellite City, some concrete countermeasures and suggestions are put forward.
