【摘要】：從2014年習(xí)近平總書記2.26講話、到年底的中央經(jīng)濟(jì)工作會(huì)議、再到今年的兩會(huì),“推動(dòng)京津冀協(xié)同發(fā)展”作為國(guó)家重大戰(zhàn)略之一,一直是人們關(guān)注的熱點(diǎn)問題和研究的重大課題。如何通過北京非首都功能疏解、完善新城功能、加快新城建設(shè)、實(shí)現(xiàn)中心城區(qū)與新城的協(xié)調(diào)發(fā)展,是當(dāng)前亟待深入研究和破解的新課題。本文擬從分析新城在大都市城市化進(jìn)程及空間演進(jìn)過程中的歷史使命入手,進(jìn)而分析新城與大都市中心城區(qū)之間、新城的核心作用與其基本功能之間、以及各種功能之間的相互關(guān)系,以期探尋通過完善新城功能、促其健康發(fā)展、進(jìn)而更好地發(fā)揮其核心作用的主要路徑。本文利用文獻(xiàn)梳理、社會(huì)調(diào)研等分析方法以及量化分析和空間分析等技術(shù)手段,對(duì)北京的新城發(fā)展現(xiàn)狀及其作用發(fā)揮狀況進(jìn)行評(píng)估,以期找到影響新城發(fā)展的主要問題及其制約,探尋破解這些問題、促進(jìn)新城健康發(fā)展的有效路徑。本文經(jīng)研究得出的主要結(jié)論:一是新城在大都市城市化進(jìn)程中承擔(dān)著“承接、反磁力、增長(zhǎng)極”等歷史使命。二是新城的核心作用與基本功能之間存在著共生互動(dòng)的關(guān)系:基本功能作為城市正常運(yùn)轉(zhuǎn)的支撐而存在,核心作用是時(shí)代賦予新城的特殊使命,只有完善的基本功能,才能更好地為核心作用的發(fā)揮提供功能性保障;新城在完成歷史性階段任務(wù)的同時(shí),能更有效地促進(jìn)其本身基本功能的優(yōu)化。三是北京新城目前發(fā)展遇到的一系列現(xiàn)狀及主要問題:新城承接中心城產(chǎn)業(yè)的作用并不明顯;部分新城的基本功能尚不完備,在發(fā)展體系與時(shí)序上有所欠缺;新城的經(jīng)濟(jì)實(shí)力遠(yuǎn)落后于中心城。四是本文提出完善新城功能、促進(jìn)新城發(fā)展的具體思路與對(duì)策:完善公共服務(wù),打造宜居環(huán)境,豐富文化生活;以產(chǎn)業(yè)為媒介,吸納人口,完善新城發(fā)展;優(yōu)化新城的功能時(shí)序發(fā)展,促使各功能之間協(xié)調(diào)配套等。
[Abstract]:From President Xi Jinping's speech of 2.26 in 2014 to the central economic work conference at the end of the year, and to the two sessions this year, "promoting coordinated development between Beijing, Tianjin and Hebei" has been one of the major national strategies. It has always been a hot issue and a major research topic that people pay close attention to. How to improve the function of the new city, speed up the construction of the new city and realize the harmonious development between the central city and the new city is a new subject that needs to be deeply studied and solved. This paper begins with the analysis of the historical mission of the new city in the process of urbanization and spatial evolution of the metropolis, and then analyzes the core role of the new city and its basic function. In order to explore the main way to improve the function of the new city and promote its healthy development, and then play its core role better. In this paper, by means of literature review, social research, quantitative analysis and spatial analysis, the present situation of Beijing's new city and its function are evaluated. In order to find the main problems and constraints affecting the development of the new town, to explore the effective way to solve these problems and promote the healthy development of the new town. The main conclusions of this paper are as follows: first, the new city is undertaking the historical mission of "undertake, reverse magnetic force, growth pole" in the urbanization process of metropolis. Second, there is a symbiotic interaction between the core function and the basic function of the new city: the basic function exists as the support of the normal operation of the city, and the core function is the special mission entrusted by the times to the new city, with only the perfect basic function. In order to provide better functional guarantee for the play of the core role; At the same time, the new city can promote the optimization of its own basic function more effectively. Third, a series of current situation and main problems encountered in the development of Beijing New City: the role of the new city in undertaking the central city industry is not obvious, the basic functions of some new towns are not complete, and the development system and timing are lacking; The economic strength of the new city lags far behind the central city. Fourth, this paper puts forward the concrete ideas and countermeasures to perfect the function of the new city and promote its development: perfect the public service, create the livable environment, enrich the cultural life, take industry as the medium, absorb the population, perfect the development of the new town; Optimize the development of the function sequence of the new city, promote the coordination between the various functions and so on.
