基于城市公園綠地建設(shè)的土地增值模型研究

【摘要】:我國經(jīng)濟(jì)快速發(fā)展,為城市公園綠地的建設(shè)帶來了重要的發(fā)展機(jī)遇,加強(qiáng)城市公園綠地的建設(shè)緩解了城市過快發(fā)展所造成的消極影響,在提升城市形象、完善城市投資環(huán)境的同時(shí),為城市居民創(chuàng)造了更為舒適的居住環(huán)境。然而,城市公園綠地建設(shè)所帶來的巨大生態(tài)、經(jīng)濟(jì)和社會(huì)效益,往往由于市場的缺失而導(dǎo)致其價(jià)值難以量化,進(jìn)而造成人們對(duì)城市公園綠地建設(shè)的冷漠及其價(jià)值的忽視。因此,研究城市公園綠地建設(shè)與城市土地增值之間的關(guān)系有著重要的理論和現(xiàn)實(shí)意義。在查閱大量國內(nèi)外相關(guān)研究的基礎(chǔ)上,深入分析了城市公園綠地建設(shè)對(duì)土地增值的作用機(jī)制,并依據(jù)不動(dòng)產(chǎn)估價(jià)中剩余法和市場比較法的基本原理,利用克里格空間插值法,測算了城市公園綠地建設(shè)對(duì)土地價(jià)值的增值效用,為城市公園綠地建設(shè)的土地增值模型的構(gòu)建奠定了基礎(chǔ)。首先,以南寧、徐州和上海3個(gè)城市的典型公園綠地為例,采用對(duì)比分析的方法,闡述了城市公園綠地建設(shè)與土地增值之間的外在表現(xiàn),通過表象分析,得出城市公園綠地建設(shè)與土地增值間是存在內(nèi)在關(guān)聯(lián)的結(jié)論。其次,在分析城市土地增值一般驅(qū)動(dòng)力(要素投資性增值和供求性增值)的基礎(chǔ)上,運(yùn)用級(jí)差地租理論、供求平衡理論和外部性理論,從土地的區(qū)位、供求及準(zhǔn)公共物品的屬性角度探討了城市公園綠地建設(shè)對(duì)土地增值的作用機(jī)理。再次,采用特爾斐法對(duì)反應(yīng)公園綠地建設(shè)情況的幾個(gè)主要指標(biāo)賦予權(quán)重,以達(dá)到數(shù)據(jù)降維的目的,結(jié)果表明:公園綠地建設(shè)的不同指標(biāo)其對(duì)土地增值的貢獻(xiàn)也不盡一致,作用程度由高到低分別是:公園綠地的面積、投資水平、游人容量和綠化率。最后,分別建立了單個(gè)公園綠地對(duì)土地增值的影響模型和公園綠地屬性對(duì)土地增值的影響模型,并以單個(gè)公園綠地—徐州市金龍湖公園和多個(gè)公園—徐州31個(gè)公園綠地為研究對(duì)象,采用統(tǒng)計(jì)分析法和克里格空間差值法分析了公園綠地建設(shè)對(duì)土地增值的影響范圍及增值程度,并通過回歸分析,構(gòu)建了公園綠地與土地增值之間的關(guān)系模型。研究結(jié)果表明,單個(gè)公園綠地土地增值效用的發(fā)揮主要受制于土地與公園綠地間的距離;各個(gè)公園綠地對(duì)土地增值影響的差異則與公園綠地本身的占地面積、投資規(guī)模等指標(biāo)有關(guān)。
[Abstract]:The rapid economic development of our country has brought an important development opportunity for the construction of urban park green space. Strengthening the construction of urban park green space alleviates the negative impact caused by the rapid development of the city, and promotes the image of the city. Improve the urban investment environment, at the same time, for urban residents to create a more comfortable living environment. However, the huge ecological, economic and social benefits brought about by the construction of urban park green space often lead to its value being difficult to quantify because of the lack of market, which leads to people's indifference to the construction of urban park green space and neglect of its value. Therefore, it is of great theoretical and practical significance to study the relationship between urban park green space construction and urban land increment. On the basis of consulting a large number of related studies at home and abroad, this paper deeply analyzes the mechanism of the effect of urban park green space construction on land increment, and according to the basic principles of surplus method and market comparison method in real estate evaluation, the Kriging space interpolation method is used. The value added effect of urban park greenbelt construction on land value is calculated, which lays a foundation for the construction of land increment model of urban park green space construction. First of all, taking the typical park green space of Nanning, Xuzhou and Shanghai as an example, using the method of comparative analysis, this paper expounds the external performance between the construction of urban park green space and the land increment, and analyzes the appearance through the representation analysis. It is concluded that there is an inherent relation between urban park green space construction and land increment. Secondly, on the basis of analyzing the general driving force of urban land increment (factor investment increment and supply-demand increment), using the theory of differential land rent, the theory of balance of supply and demand and the theory of externality, from the location of land, From the point of view of supply and demand and the attribute of quasi-public goods, the mechanism of urban park greenbelt construction on land increment is discussed. Thirdly, Delphi method is used to give weight to several main indexes which reflect the situation of park green space construction, so as to achieve the purpose of reducing the dimension of data. The results show that the contribution of different indexes of park green land construction to land increment is also inconsistent. The action degree from high to low are: the area of park green space, investment level, tourist capacity and green rate. Finally, the influence model of individual park green space on land increment and the influence model of park green space attribute on land increment are established respectively. And taking the single park greenbelt-Jinlong Lake Park in Xuzhou and 31 parks in Xuzhou as the research objects, By using statistical analysis method and Kriging spatial difference method, this paper analyzes the range and extent of the influence of park green space construction on land increment, and establishes the relationship model between park green space and land increment by regression analysis. The results show that the value added utility of a single park green land is mainly restricted by the distance between the land and the park green space. The difference of the effect of each park green space on the land increment is related to the land occupied area and investment scale of the park green space itself.
